If the position is to be revised, explain any new contextual developments or changes in position requirements that justify the review. Due to the number of ongoing emergencies in the Region, this JPO position is necessary to support delivery of WASH services to 4.5 million refugees within 9 countries in the Region (East and Horn of Africa). WASH is a critical sector within UNHCR and within the Region with significant implications for persons of concern where indicators are not met and where specialist expertise is not available to country operations. The East and Horn of Africa Region has recently seen a number of conflicts / emergencies resulting in significant ongoing refugee influxes. In particular the current South Sudan crisis has resulted in significant ongoing refugee influxes into Uganda, Kenya, Ethiopia, and Sudan. In order to provide adequate support these on-going emergencies UNHCR is requesting a JPO support for a Regional WASH Associate, who will provide technical support to the ongoing emergencies in the region. The Regional WASH Associate will work under the technical supervision of the Regional Senior WASH Officer at the Regional Service Centre in Nairobi. The incumbent will coordinate her/his activities with other sector technicians in the region. The regional post will cover Kenya, Ethiopia, Uganda, Djibouti, Tanzania, Sudan, South Sudan, Somalia and Eritrea. Page 1

4 2.1 ORGANIZATIONAL CONTEXT. Define the role of the position within the team, it s external/internal work relationships or contacts, the contextual environment in which it operates and the scope of supervision received, and where applicable, exercised by the incumbent. SUPERVISION: The JPO will be under the direct supervision of the manager indicated under Supervisor title and position number. The supervisor will be responsible for the performance evaluation of the JPO. The manager will also ensure that the JPO is provided a thorough induction and orientation briefing, followed by on-the-job training as well as continuous guidance for training/learning opportunities throughout the assignment. In support to the manager, the JPO Unit provides the Supervisory Guidelines upon recruitment/reassignment of the JPO. Describe the accountabilities, responsibilities and authorities associated with the position. Accountability (key results that will be achieved) Key outcomes from the JPO position will include: Emergency surge support deployment to on-going emergencies in the region as required in particular those countries affected by the ongoing South Sudan crisis. Provision of WASH technical support to the country programmes, including design reviews, and monitoring programme implementation. Provision of WASH technical and strategic support to the country operations, including reviewing WASH strategy documents, contingency plans, and country operation plans and budgets. Follow-up on regional WASH data collection/ analysis/ gap identification. Assist with capacity building and technical training as necessary. Page 4

5 Responsibility (process and functions undertaken to achieve results) The Regional WASH Associate will perform the following tasks and duties: A. Strategy and Policy: 1. Support the implementation of UNHCR s Strategic Plan for Wat/San. 2. Help and support the development of new policies and strategies for UNHCR in key aspects of WASH. 3. Provide support on the development, review, update and dissemination of internationally accepted standards, policies, and guidelines within UNHCR and among partners; adapt accordingly to the unique situation of UNHCR s people of concern. B. Technical Assistance for selected countries: 1. Provide technical assistance to UNHCR's regional and national WASH Officers, direct requests from the field as required for countries. 2. Review and provide technical inputs on reports and programme proposals from the field with the view to verify compliance with UNHCR policy priorities refugee women and children, gender, adolescents and other related topics. 3. Provides field-based support missions for emergency and stable situations as needed. 4. Advise Field Offices on the matters related to procurement of sector-related materials or equipment, and development and regular updating of specifications of such items. C. Capacity Building: 1. Facilitate capacity strengthening activities of UNHCR and its implementing partners to address key areas of WASH importance to refugees and other persons of concern to UNHCR. 2. Build the capacity and competence of UNHCR public health and WASH officers. 3. Ensure WASH is adequately addressed in in-house capacity building activities of the agency such as emergency and operations training. D. Monitoring and Evaluation: 1. Support the design and implementation of the monitoring and evaluation system for WASH programmes for refugees, returnees, and other persons of concern to UNHCR. 2. Support implementation and functioning of WASH monitoring system and UNHCR s Standards and Indicators Project 3. Support the yearly reporting on WASH for UNHCR. E. Programmatic Research 1. Under the coordination of the Senior WASH officer undertake programmatic research with relevant organisations as needed to improve programmatic response. F. Emergency response 1. Being deployed for the first emergency response, to carry out needs assessment and support the country to develop a WASH strategic plan of response. G. Perform any other relevant tasks as assigned by the supervisor Authority (decisions made in executing responsibilities and to achieve results) To offer strategic and technical recommendations to country WASH operations in the region as part of the Reional WASH team and in collaboration with the country WASH teams. To respond to WASH emergencies within region upon request from country operations. Page 5

6 2.3 REQUIRED COMPETENCIES, which illustrate behaviours that are essential to achieving deliverables described above, and that are critical to successful performance. X009 Change Capability and Adaptability 2.4 ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED. Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position. EDUCATION/QUALIFICATION: Academic: Advanced university degree in water and sanitation engineering/water resources development or postgraduate degree in one of the civil engineering disciplines (water supply and/or hydrology) or sanitation/hygiene engineering. WORK EXPERIENCE: 2 years of paid experience with progressively responsible functions in water/sanitary engineering or a related field in developing countries dealing with large scale water/sanitary activities. Proven technical expertise in the area of WASH assessment including survey, programme implementation, monitoring and coordination is required. SKILLS: Ability towards analytical and creative thinking for rapid solutions. Good communicator with strong interpersonal and negotiations skills to deal with persons of various cultural and educational backgrounds. Strive to live up to high ethical and professional standards. A team player with service oriented attitudes. Proficiency in basic computer software such as MS Access, excel, powerpoint, word, water modelling sofware. 7 2.5 DESIRABLE QUALIFICATIONS & COMPETENCIES. Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc. Demonstrated experiences in organising and conducting training activities and information campaign in the areas of environmental sanitation, natural resources management, water quality, bore-hole drilling, vector control and appropriate technologies are other important elements for this post. Exposure to UNHCR mandate, its priorities and principles. Knowledge and experience of working with local partner agencies with a capacity to provide formal and informal training. Proven ability to deal with multiple tasks in a courteous and service-oriented manner in a demanding working condition that often has short deadlines. 2.6 TRAINING COMPONENTS AND LEARNING ELEMENTS TRAINING COMPONENTS: - Mandatory training courses: 1.
