Competency level 2 Role definition Role purpose Working within the Divisional and Global HR team, provide customer focused, solutions-oriented and pragmatic advice and guidance to HR tier 1s and line managers within a region on employee related issues such as recruitment, induction, performance management, reward management, disciplinary, grievance and absence management. Ensure adherence to policies and procedures and best practice and compliance with employment legislation, thereby protecting and strengthening Christian Aid s reputation. Ensure availability and accuracy of employment data and maintain a data base of information to support decision making and continuous learning. Contribute to the delivery of the departmental plan and strategy in order to meet organisational HR objectives. Key outcomes Effective and credible working relationships with HR tier 1 staff, managers and employees are developed and maintained including the International staff association, other INGOS, and all third-party service providers such as labour lawyers and employment agencies. Country Offices are supported through employee relations - redundancies, recruitment and redeployment, ER casework while ensuring CA is protected from risk and complies with legislation. The HR Tier 1s are effectively supported to ensure that HR service delivery throughout the employee life-cycle is of high quality, and significant contributions are made to enhance the service continuously, thereby ensuring the achievement of Christian Aid's corporate objectives. HR policy is interpreted correctly and advice and support is provided to Tier 1s and country managers in the practical implementation of HR policies, procedures and processes, employment legislation and best practice. A database of HR information is accurately maintained to inform continuous learning and improvement and, to enable meaningful interpretation of trends related to the labour market, staff engagement/retention, best value of employee benefits and staff wellbeing. Effective HR administrative support and high quality customer service is provided to Divisional and Regional managers in areas such as recruitment administration, on boarding of new starters and exit management. Effective support is provided to the Regional HR Manager, the Head of global HR services and others in the department. Surge capacity for emergency responses No In order to respond to ever changing demands within the environment, Christian Aid operates within an agile framework (both in workforce and operational) that requires from all employees, a high level of responsiveness and adaptiveness to processes and structures making flexibility and a project based working approach the norm. To sustain this system, managers may/will agree further details of specific tasks and duties as part of the performance agreement. Any reasonable duty may be assigned that is consistent with the nature of the job and its level of responsibility, and employees may be required to change the focus of their role from time to time. Role context Based in a Christian Aid Country office, this role works within a Divisional HR team and the wider HR community of practice to deliver high quality professional HR advice and support to managers and staff in a number of Country offices. The post holder also provides HR administrative cover to country offices in the absence of Tier 1 HR staff as/when appropriate. Working in a virtual role, the post holder will need to develop relationships that enable meaningful engagement within diverse multicultural and political contexts. To be successful in the role, the post-holder needs to understand the organisational corporate objectives and build the credibility of HR management to empower HR tier 1 staff and managers to fulfil their roles effectively. The post holder will need to establish personal and professional credibility and be able to deliver proactive HR solutions in line with organisational policies and best practice that lead to success. They will need to be confident, assertive but adaptable and be able to demonstrate initiative and influence beyond their level of authority. The post holder will need to be resilient and able to meet constant challenges and demands. Role requirements Relationships External Establishes and maintains a network of external contacts to enable shared learning and opportunities for operational effectiveness, including shared services with other agencies. Internal Proactively works with colleagues in the division and across the organisation to achieve role objectives and purpose. Decision making Budgetary/savings responsibility Delegated authority for decision making within parameters agreed with Head of Division. Advises on the most appropriate and credible advice and approach to HR tier 1 staff and line managers on legal, policy and contractual HR matters, in compliance with employment legislation and best practice. Advices on the most appropriate method for recruiting staff. Provides support in the 2

3 implementation of HR projects to ensure timely completion of projects. Analytical skills Work is varied and complex as it spans the entire employee life-cycle, developing and putting policy into practice and implementing organisational change. It therefore requires considerable initiative and judgment in dealing with sensitive issues within diverse cultural and political contexts in compliance with employment legislation and good risk management principles. Excellent knowledge of current and forthcoming employment law in a Francophone context. A good understanding of HR policy and best practice in employment. Sound knowledge of MS Office including Word and Excel. Knowledge of databases. Substantial experience of working in a Human Resources Department in a technical capacity and an understanding of how corporate objectives impact operational human resources. Substantial experience in dealing with and resolving a range of employment issues and of managing professional relationships with managers and employees at all levels. Proven experience of working within a diverse team as a proactive team member, contributing to the success of the wider team and organisational goals. Strong communication and interpersonal skills A high level proficiency in written and spoken French. Working level proficiency in written and spoken English. Desirable Experience of working within a regional context. Experience in training and/or coaching. Some experience of working within a learning and development environment.
