1 Town of Readsboro, Vermont Job Description Title: Department of Public Works Superintendent Department Department of Public Works FLSA Status: Full Time - Nonexempt Pay Range: As determined by the Readsboro Board of Selectmen Direct Supervisor: Town Administrator and/or Readsboro Board of Selectmen Indirect Supervisor: Board of Selectmen Adopted: February 25, 2015 Job Summary: The Department of Public Works Superintendent serves as a pivotal role as part of the Town management team, providing an administrative and working hands-on component. This position requires experience in personnel management, budget preparation and maintenance, capital equipment planning, highway, bridge construction, water and sewer operations, record keeping and excellent written and verbal communications skills. This person is responsible for the day-to-day administrative and operational aspects of the highway, transfer station, water and sewer sub-departments. Reports to Selectboard overall, but operates under general supervision of the Town Administrator and/or Readsboro Board of Selectmen. The Selectboard may specify tasks directly or through directives to the Town Administrator. Performs skilled duties in construction and maintenance as part of the DPW department and highway crew on town roads, as well as all Water/Waste water facilities and highway facilities and equipment. Operates a variety of equipment, including (but not limited to): heavy equipment used for construction and maintenance of town roads, such as a grader, loader, backhoe and dozer. He/She shall be able to fully operate town trucks (with or without snow plows) and perform physical labor. He/She shall ensure employee s will act as security, checking for any equipment and/or system malfunctions, clogging or jamming of machinery by effluents or foreign matter, or situations caused by climatic conditions. He/she makes general repairs using common hand tools, as well as, clean and maintain facility ground and walks. Duties shall be performed under varying weather conditions. 2 Major Duties: 1. Plan, supervise and coordinate daily DPW Department operations and projects. This is a "working Superintendent" position and requires ability to operate all town equipment and perform the same jobs as other department employees when necessary. 2. Be knowledgeable of the staff within their departments. Ensure all are effectively working to within the limits of their training and abilities, and performing as an effective team member. 3. Monitor department operations and respond to problems on a daily basis, including complaints by the public. Relate to Town citizens in a professional, courteous and respectful manner, appropriately responding to their complaints. Where unsure how to handle a complaint, communicate with the Selectboard and/or Town Administrator for assistance. 4. Review and verify employee time sheets and submit to the Town Treasurer on the specified time (Monday 9:00am). Track employees time off and available time. 5. Supervise DPW personnel to obtain top quality workmanship, efficiency, employee satisfaction and morale. Ensure proper safety procedures are followed; bring unusual personnel problems to the attention of the Selectboard and/or Town Administrator. Oversee employee training requirements. 6. Maintain accurate records of all purchases and submit originals to Treasurer weekly. 7. Carry out a regular maintenance schedule for routine and preventative maintenance of equipment and keep records on all pieces of equipment. 8. Recognize and communicate to the Selectboard and/or Town Administrator any priority projects or problems. 9. Recommend, communicate and cooperate with the Selectboard and/or Town Administrator as appropriate in all areas and specifically in: a) bidding for purchase of supplies, equipment and contracted services as per approved budgets; b) development of department budget goals and administration; c) make recommendations for hiring/firing of DPW employees. d) develop (and modify as needed) job descriptions for DPW employees and provide annual written performance review of each employee based on job descriptions and the Towns Personnel Policy. e) communicate important department activities to Town Administrator on a regular basis. 3 f) assist with review of plans, cost estimates and specifications for DPW projects. 10. Follow weather conditions affecting highways and make provisions for any extra maintenance required. Ensure 24 hour coverage for emergency situations. High priority to winter maintenance: plowing sanding and salting operations. Requires night and weekend work. 11. Use the town's Road Surface Management System as an aid to prioritize highway projects. 12. Maintain a working knowledge of federal, state and local statutes and regulations affecting department operations. Ensure that all employees maintain all required licenses or certifications required to perform their jobs. Ensure all Fire Safety is properly located and inspected, and Material Safety Data Sheets (MSDS) are properly located and comply with OSHA standards. 13. Superintendent will ensure and report any and all employee accidents or injuries to the Town Office as soon as possible and within 24 hours of the event. Accidents or injuries will be reported on forms provided by the town. (see Department of Labor Workers Compensation Form 1) 14. Ensure adherence to the terms and conditions within the Towns Personnel Policy 15. Any other tasks as assigned by the Selectboard relating to town operations. Minor Duties: 1. Employee is responsible for monitoring stock items required to perform his or her duties, and when it is necessary to replenish the inventory. 2. Supervise employee s that respond to communication, i.e. telephone, radio, pagers personal contact, and when necessary take and/or relay messages to the appropriate personnel and maintain the emergency log. 3. Supervise the Installation, maintenance, and reading of Town water meters to ensure proper billing practices are obtained. 4. Work with Utility Clerk to coordinate meter reading is completed effectively. Evaluation: Adopted Department of Public Works Superintendent Page 3

4 A DPW Superintendent shall be evaluated by his/her direct supervisor pursuant to the Towns Personnel Policy. The DPW Superintendent shall perform written employee job evaluations on staff under his/her supervision. Each employee performance will be evaluated at least annually. Measures of performance will be in accordance with the Town of Readsboro s Personnel Policy and Procedures along with this Job Description will be the standard against which performance will be evaluated. Requirements of Work: Employee will have the ability to use basic mathematic and writing skills. Employee will have the ability to move up to 100 pounds. Employee must be physically capable of bending and kneeling to perform repair and/or service in cramped locations. Employee will have the ability to use multiple forms of vision, including close, distance, peripheral, night vision and depth perception. Employee will have the ability to recognize maintenance and repair problems which could require significant maintenance if deferred. Employee may be required to work overtime. Employee must be able to accept constructive criticism and will have the ability to work effectively as part of a team. Employee must have the ability to carry out written or oral directives or instructions. The job description does not constitute an employment agreement between the employer and employee and is subject to change by the employer as the needs of the employer and requirements of the job change. There will be a 90 day probationary period. (Please see the Town of Readsboro s Personnel Policy for details) Salary and benefit package to be set by the Selectboard annually and based on satisfactory job performance. Minimum Qualifications: High School Diploma or equivalent; Training or work experience in civil engineering or related field beneficial; Associate s or Bachelor s Degree preferred, but not required. 5 Excellent personnel, planning, administrative and budget management skills. Knowledgable in a wide variety of computer applications. Employee shall possess an appropriate State of Vermont Water Distribution System Operators Certificate as determined by the Vermont Department of Health and a Grade level 4C or better and Waste Water License at a Grade level 1, or the ability to obtain said certificate within the timetable established by the certifying agency. Employee shall possess and maintain a valid Motor Vehicle Operators License. Possess, or be eligible within six (6) months of employment to possess, and maintain a Commercial Driver s License (CDL) sufficient to operate town equipment. Any combination of experience or specialized training demonstrating ability to operate town owned (heavy) equipment safely and efficiently. Knowledge of highway construction procedures and methods. Certification as heavy equipment operator preferred. Mechanical skills. Physical Requirements / Work Environment This is a physically demanding, outdoor job requiring the use of hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms to operate equipment, and the ability to stand, talk and hear. The employee is often required to walk; sit for long periods of time; climb or balance; stoop, kneel, crouch or crawl and smell. While performing the duties of this job, the employee regularly works in inclement weather conditions. The employee frequently works near moving mechanical parts and is often exposed to wet and/or humid conditions, vibration and noise. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Wastewater treatment plant operators face a variety of potential injury and illness risks. Moisture can create slipping and falling hazards. Limbs can be caught in machinery. Heat and pressure associated with some treatment processes may cause burns. Many of these concerns are common to any industrial workplace. Individuals involved in the collection of sludge samples can be at risk for some of these common industrial accidents plus any pathogens that exist in wastewater and sludge. Personal protective equipment, such as gloves and face shields, are needed to reduce exposure to these pathogens. Immunization will be required to prevent diseases such as tetanus and hepatitis. The cost of immunization to an active employee will be reimbursed by the Town. Knowledge, Skills and Abilities: Adopted Department of Public Works Superintendent Page 5

6 Ability to read blueprints, surveys and job specifications. Ability to carry out complex written or oral directives or instructions. Advanced mechanical skills a plus. Ability to work with and effectively supervise employees. Ability to exercise good judgment when carrying out duties and to maintain good working relationships with the public and fellow employees. Ability to perform strenuous physical tasks such as bending, lifting, carrying, digging, etc. in all weather conditions. Exhibit sound judgment and be capable of reacting to any non-routine situation in a manner that initiates prompt corrective action. Employee will be continually be knowledgeable and adhere to all Federal and State safety rules and regulation. Ability to deal with the public in a tactful manner that will continually identify him or her as an asset to the Town of Readsboro. Employee must also be able to work as a member of a team and maintain and promote harmonious work relationships.
