1 CITY OF REDLANDS WATER PRODUCTION MAINTENANCE SUPERVISOR DEFINITION Under direction, to supervise and participate in the maintenance and repair of the City s water production, treatment, and storage facilities; to perform highly skilled mechanical work related to water plant, including Internal Combustion engines, wells, pumps, and electrical meters; to assign and review the work of crews involved in the operation, maintenance, and repair of utility operations; and provide staff support to the Municipal Utilities Water Operations Manager and other Utilities Department managerial staff. SUPERVISION EXERCISED Exercises direct supervision over assigned staff. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES Supervise, schedule, direct personnel, and participate in the maintenance and repair of the City s potable water production facilities including distribution pump stations and related equipment. Investigate complaints and reports of electrical malfunction; adjust, repair, or remove defective equipment; make field repairs of damaged equipment. Develop and perform a regular inspection schedule of equipment and machinery; troubleshoot electrical and mechanical problems and determine the extent of necessary repairs; make repairs as appropriate. Perform electrical and oxy-acetylene welding in the fabricating and repair of equipment, structures, pipes, tools, and other related parts; design, lay out, and fabricate equipment parts; rebuild broken equipment and parts as necessary. Perform major overhaul work on Internal Combustion engines. Perform preventive maintenance procedures on plants, equipment, and machinery. Coordinate and participate in a wide variety of activities and work relating to the maintenance and repair of the water treatment plants. Establish goals, objectives, schedules for maintenance of water production facilities; implement policies and procedures. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

2 Maintain water production maintenance and organizational records; participate in the maintenance of daily water production, consumption, and storage records. Supervise and participate in the expansion of existing facilities and the construction of new water production, treatment, and storage facilities, and instrumentation systems; assist with expansion and construction planning. Participate in preparing and implementing the budget; assist in the preparation of cost estimates for budget recommendations; prepare justifications for expansion of water production, treatment, and storage facilities. Maintain the inventory of operational supplies; recommend materials, supplies, and the requisition or reorder of replacements as required; determine type and quantity needed. Supervise and participate in the maintenance of daily records of equipment operating conditions; assist with scheduling preventive maintenance projects. Read and interpret drawings, blueprints, and specification; inspect completed projects, systems, and installations for compliance with plans and specifications as prepared. Organize projects in accordance with available personnel, equipment, and materials; assign proper personnel and equipment for desired results. Provide recommendations for upgrading systems, equipment, and techniques; develop field techniques to increase efficiency and reduce costs. Prepare, maintain, and present routine progress reports and other special reports as requested. Supervise, train, and evaluate assigned personnel. 3 Operational characteristics, services, and activities of a structures, machinery, equipment, and grounds inspection, maintenance, repair, and replacement program. Materials, methods, practices and equipment used in the maintenance and repair of mechanical equipment, structures, equipment, and grounds. Principles of hydraulics. Types and level of maintenance and repair activities generally performed at water facilities and on related structures, machinery, equipment, and grounds. Occupational hazards and standard safety practices necessary in the area of the City's potable water production facilities. Principles and procedures of record keeping and reporting. Advanced principles and practices of budget preparation and administration. Principles of supervision, training and performance evaluation. Pertinent Federal, State, and local laws, codes and regulations. Principles of record keeping and report preparation. Techniques used in public relations. Principles of mathematics. Modern office practices, methods, and computer equipment. Safe driving principles and practices. Skill to: Operate a variety of maintenance and repair tools and equipment in a safe and effective manner. Operate modern office equipment including computer equipment. Skill to: (continued) Operate a motor vehicle safely. Ability to: Provide administrative and professional leadership and direction for the Water Division including construction, maintenance, and operations.

4 Recommend and implement goals, objectives, and practices for providing effective and efficient water treatment and distribution maintenance services. Manage, direct, coordinate, and review the work of semi-skilled and skilled maintenance and technical personnel. Select, supervise, train, and evaluate staff. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Research, analyze, and evaluate new service delivery methods, procedures, and techniques. Interpret, explain, and ensure compliance with City policies and procedures and Federal, State and local rules, laws and regulations including OSHA requirements. Select and maintain machinery and equipment used in the maintenance and repair of water structures, machinery, equipment, and grounds. Prepare and administer budgets. Prepare and maintain accurate and complete records and prepare comprehensive technical reports. Read and interpret and apply a wide variety of technical information from manuals, drawings, layouts, schematics, blueprints, plans, diagrams, maps and specifications. Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs. Communicate clearly and concisely, both orally and in writing. Perform accurate mathematical computations. Ability to: (continued) Act quickly and calmly in emergencies. Interpret and apply the policies, procedures, laws, and regulations pertaining to assigned programs and functions. Accurately determine project material needs and recommend purchases. Ensure the maximum utilization of manpower, equipment and supplies.

5 Respond to requests and inquiries from the general public. Independently perform the most difficult maintenance and repair duties in the area of work assigned. Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs. Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work. Experience and Training Guidelines: Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Five years of responsible experience in the operation, maintenance, and construction of water production, treatment, and storage facilities, including two years of lead supervisory experience. Training: Equivalent to a high school diploma supplemented by college level course work in engineering, water production and distribution, or a related field; or an equivalent combination of training and experience. License or Certificate: Possession of, or ability to obtain, an appropriate, valid driver's license. License or Certificate: (continued) Possession of, or ability to obtain, a Grade T2 Water Treatment Plant Operator Certificate as issued by the California Department of Health Services. Possession of, or ability to obtain, a Grade D2 Water Distribution Operator Certificate as issued by the California Department of Health Services. Special Requirements: Essential duties require the following physical skills and work environment: Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 50 lbs.; exposure to heat, noise, outdoors, vibration, confining work
