1 War Child Protection Technical Advisor, Iraq - Job Description Vacancy announcement We are recruiting a new Protection Technical Advisor for our Iraq programme. In response to the current crisis in northern Iraq, WCUK is implementing protection and education programmes to meet the needs of refugee and IDP children. As Protection Advisor you will provide technical leadership and guidance on the design, technical implementation, and MEAL of protection programmes in Iraq. This will include: the development and/or refinement of strategy, SOPs, technical guidelines, manuals, and service delivery. You will work closely with WCUK teams and spend time building technical capacity to deliver high quality services that meet international and national standards. You will also build the capacity of national partners, because we believe in contributing to a sustainable future for services in Iraq. You will work closely with clusters and relevant line ministries in the Government in Iraq (GoI), including the Kurdistan Region of Iraq (KRI). You will be given space to contribute to the wider sector by supporting clusters in standardising and deploying minimum standards. You will need to be a dynamic and committed protection specialist with ambition and drive. We re a dynamic team and looking for someone who brings the same level of energy and positive attitude to help re-build Iraq s social infrastructure and improve the lives of vulnerable children and their families. Job Specs Job Title: Place of Work: Protection Technical Advisor (Iraq) Erbil, Iraq with frequent travel to field locations in Dohuk, Mosul and Baghdad. Occasional visits to UK. Contract Type: Fixed term Contract of 1 year with possible extension dependent on funding Working Hours: Full time, 5 days and 37.5 hours per week per week Reports to: Country Director, Iraq Base Salary: 32,870-38,793 per annum, based on experience and qualifications. These children might include street children, child headed households, children conscripted into armed groups, and children who have been put in prison. 2 Your Position As Protection Adviser, you will coordinate the assessment, design and technical implementation aspects of WCUK protection work in Iraq. This includes work on Child Protection and Gender Based Violence (GBV). You will build the capacity of staff and partners and develop strategy and guidelines that will be used for the implementation of high quality specialised services. There are teams responsible for day-to-day implementation, but you ll provide the technical support needed to ensure we re meeting the standards we aim for. You will be important during all phases of the project cycle, from design through to implementation and MEAL. You ll also work on strategy and help shape the future direction of the mission in collaboration with the other teams. You will help take us to the next level of technicality by developing and refining the toolkits we use for implementing our projects. We have some great tools already, but those need a refresh in line with cluster and international developments. There are a few other sub-sectors we need to develop more guidance on, so you ll take a lead on this with the Education TA to ensure we re exploiting those synergies to their maximum potential. You ll lead on the design of research agendas and coordinate them through from concept to completion to ensure we remain evidence based and current. This is an important focus for us in the coming years. You ll travel to all of our bases to work with WCUK and partner teams. You ll work closely with the CD, Education TA, and Grants Manager to represent WCUK to external bodies, including governments and donors. The list below will give you a good idea of some of the interesting past and present work we ve done in Iraq: Psychosocial Support. WCUK is a leading agency in Iraq in this area and we want to develop it further. Gender Based Violence (GBV) focused on young people and working through education institutions and community centres. Mobile and static Child-friendly Spaces, now transitioning into multi-purpose community centres. Case Management and referrals we want to take this to the next level of specialised services. Community based child protection. Integrated child protection and education this links with our multi-purpose community centres. Community approaches to children associated with armed forces and armed groups (CAFAAG) including working with the GoI on children in detention. Page 2 of 5

3 Job Description 1.1 Strategy development and project management Contribute the protection components to the WCUK Iraq Strategy. Lead on gap and response analysis and how WCUK can more effectively contribute to protection efforts in coordination with clusters. Lead on the technical component of project design and proposals, with input on budgets, logframes, and narrative. Support on recruitment of protection staff. Support on MEAL and donor reporting to ensure high quality protection inputs. Ensure minimum quality standards for protection (including Minimum Standards for Child Protection in Humanitarian Action) and support improvement, reflection, learning and innovation. Act as a focal point for protection clusters and ensure WCUK programmes adhere to wider national priorities and guidelines. Contribute to advocacy initiatives in country, regional and global level, focusing on issues related to children in emergencies. Lead on the role out of WC s PSS methodology to other partners. The CP sub-cluster have requested a national role out of our methodology. 1.2 Humanitarian Principles and Accountability: Ensure that programs adhere to core humanitarian principles including: Do No Harm, Neutrality; Impartiality; Dignity; Non-Discrimination; Participation and Accountability. Ensure the programs promote and adhere to strong community-based approaches and inclusion of marginalised people in response and feedback. Establish and support implementation of context-appropriate complaints and feedback mechanisms, including Child-friendly feedback mechanisms. Ensure the Program Accountability Framework is integrated in CPiE. Ensure all CP staff and partners are trained on and understand how to implement War Child s Child Safeguarding Policy and Code of Conduct. Person Specification War Child s office is a lively and fast-paced environment composed of highly dedicated staff & volunteers. We re looking for a dynamic professional who takes ownership of their work and brings creativity and innovation to the programmes. 2.1 Experience and mandatory criteria: Recognised University Degree in Social Work, Psychology, Development Studies or similar, or equivalent experience in the field of Protection, Child Protection or Social Work A few years experience working in child protection in emergencies, preferably in the fields of Psychosocial Support; community-based child protection; children associated with armed forces and groups; Children on the Move, Separated and Unaccompanied Children, Case Management and GBV, referral pathways. Experience working on legal and civil documentation assistance will be an advantage. Experience of inter-agency and cluster coordination. Experience of working in insecure environments. Page 3 of 5

4 Commitment to Child Safeguarding. Experience developing strategy, SOPs, guidelines, reports and proposals. 2.2 Technical Skills/Expertise: Excellent understanding of Child Protection in emergencies. Experience of child protection capacity building, coaching and mentoring. Good knowledge of and experience in using established inter-agency standards and guidelines in child protection, such as the Child Protection Minimum Standards, Inter-agency Guiding Principles on Unaccompanied and Separated Children, IA Case Management Guidelines and others; Experience of establishing and implementing Case Management and referral systems. Experience designing and implementing integrated approaches. Experience designing and implementing GBV programmes. Experience of working with partners and using a participatory approach as well as of coordinating responses with a range of actors, including Government authorities, national/local organisations, NGOs, UN; A good understanding of how child protection services fit within the wider social services / welfare provisions. In-depth knowledge of child safeguarding. A good understanding of child protection monitoring, evaluation, accountability and learning (MEAL) systems and approaches. Strong report writing and analytical skills. Ability to use learning from previous programming to strengthen the development of subsequent programs. Significant experience of child protection proposal development and resourcing, and an ability to effectively mainstream child protection in other sectoral programming. 2.3 Competencies (Soft Skills): Excellent written and verbal communication skills in English to a variety of audiences and competency levels. Dynamic and collegial with strong cultural sensitivity. Ability to negotiate and influence with a wide range of stakeholders. Ability to develop and maintain a network of professional relationships. The Fine Print _International Contract Terms Working Hours: Full time (5 days and 37.5 hours per week). Contract length: 12-month fixed term contract (extendable). Start date: 1 st April 2018 Salary: 32,870-38,793 per annum (Grade 5) based on qualifications and experience. Per Diem: Per day living expenses while in country; currently at $40.
