4 Welcome to JRF JRHT We have an extraordinary and special legacy, having been established more than 100 years ago by Joseph Rowntree to provide housing in communities. That strong heritage continues to inform our core beliefs and values. In addition, the continued linkage between the Foundation and Housing Trust means that we are constantly challenging ourselves to ensure that we make robust strategic decisions about the provision and management of housing and care, based upon sound evidence. The need for high quality affordable housing and care options for people is as acute as ever, but given the passage of time since our establishment, we fully appreciate that we are now operating in a very different landscape. This role of Executive Director of JRHT represents our ambition to be a highly effective resident focused housing and care organisation. We recognise that in the current environment we need to deliver services that are accessible and responsive. To better realise this, we are embarking upon a significant programme of transformation, covering people, processes and systems, and you will be leading on this change. You will appreciate that this is not work that you will do in isolation. As a member of the executive team, you will need to ensure that plans are fully integrated at the same time as being cognisant of the needs of staff within the housing directorate. You will be inheriting a staff team who are hugely committed to making a meaningful impact for our residents and across our communities. Many of your staff are dispersed across schemes and sites away from the head office, and part of the programme of change will see us focusing on further investment in technology and systems so that staff have the rights tools for their roles. The conversation on staff needs and organisational priorities is just underway, so our new Executive Director of JRHT will be influential in shaping that agenda. With management of housing, property, care and support services and a directorate of 550 staff, you will have a background in housing and ideally in care too. We have around 2,500 homes and a pipeline of new developments, which you will also have oversight of. So the directorate is responsible for all operational planning and delivery. While we have largely been delivering good services, there are areas where we know that we can further improve performance and efficiency, to be better positioned to deliver positive outcomes for our residents. 5 About JRF JRHT The Joseph Rowntree Housing Trust (JRHT) is a registered housing association and care provider, working closely with the Joseph Rowntree Foundation (JRF) which seeks to understand the root causes of social problems and to inspire social change. Out two organisations are inextricably linked, and our shared vision is of a prosperous, poverty-free UK. Our joint strategic plan for 2018/21 can be found here. 6 Our existing and new homes JRHT manages around 2,500 homes, half of which are located in the village of New Earswick, York, with the remainder spread across the North East England, including other parts of York, Beverley, Leeds, Hartlepool and Scarborough. We have homes for rent and shared ownership, with flats, houses and bungalows to meet a range of needs. We also have sheltered and retirement living schemes with extra care services. Increasing the supply of affordable housing and care is crucial and we continue to invest in new developments. For example, at Derwenthorpe in York, we have created a new mixed tenure community, providing much needed eco-friendly and digitally including housing in the city. The New Lodge development at New Earswick will provide 151 residential care and extra care suites as well as improved public space in the village. A further 50m of funding from JRF s endowment has been earmarked to kickstart further new developments in the coming year. Our staff and Board JRHT has over 550 staff working to ensure our communities and residents are supported to the highest standards. They are located at our head office but also in our schemes and sites, so they are an important part of the communities that we work with. We have been working hard to ensure that our staff have the right tools to do their jobs efficiently and effectively, and considering what further investment and support a 21st century workforce needs to deliver our value, mission and outcomes. Alongside consideration of staff reward and key workstreams, our broader culture and modernisation activity is coming to fruition and positioning us well to consider future strategy. There has also been change at the JRHT Board, with a new Chair and members, working under refreshed terms of reference to reflect our responsibilities as a housing and care provider. 7 Role profile JOB PURPOSE Reporting to the Chief Executive, and as an executive team member, role model leadership behaviours that are aligned to JRF/JRHT vision, values, mission and outcomes. Provide strategic leadership and direction for the directorate, ensuring the provision of a range of modern, resident focused services across housing, property, support and care, ensuring high performance and financial viability. Lead on well thought through and integrated culture and transformational change, re-engineering systems and processes to drive improvement and deliver on value for money. Act as a positive member of the executive team, encouraging collaboration and enthusiasm and promoting a culture that delivers results and service excellence. Provide strategic advice, information and expertise to the Board and executive team across housing, property, support and care service provision and performance. Support the Chief Executive and Board in ensuring that JRHT is a valued housing and care partner. KEY RELATIONSHIPS Reports to: Chief Executive Line manages: Director of Care Services; Deputy Director of Housing; Deputy Director Development & Asset Management; and Executive Assistant External: housing and care regulators, local authority partners, health and care commissioners, other housing providers, professional advisors, housing policy influencers, other strategic partners. Internal: the Board, Executive team, senior leadership team, all other staff, trade unions and other staff representative groups, residents and their representatives. 8 KEY RESPONSIBILITIES As a member of the executive team, provide corporate leadership, taking forward the future direction and success of JRHT by developing and delivering the plans for resident focused housing, property, support and care services. Ensure all statutory and regulatory requirements are understood and fulfilled to the highest level, including but not limited to H&S, equality & diversity and safeguarding. Develop and maintain key external relationships with all relevant bodies and partners, networking effectively at national, regional and local levels in support of JRHT s objectives, acting as a spokesperson as required. Represent JRHT externally, across strategic partnerships, forums and working groups as required, helping to maintain JRF/JRHT s profile as a service provider, employer and corporate citizen in the city of York and across the region. Lead the development of strategies to accelerate JRHT growth plans, including developing new models and opportunities to create outstanding and sustainable social housing models, considering profit for purpose activities. Inspire exceptional levels of performance to drive up overall JRHT operational and financial performance to facilitate and maintain the highest regulatory rating. Lead a culture of delivery and resident focus to ensure JRHT is a top performing organisation, delivering high levels of resident satisfaction and engagement. Champion the use of new technology, work with executive in determining further investment in and options for new software and hardware, to further improve service response. Sponsor or lead organisation-wide projects to ensure efficient use of resources and successful achievement of objectives. Work to promote and apply good practice, working to high levels of probity and professionalism, to enhance our reputation and impact. Promote and ensure equality, diversity, and mutual respect as fundamental drivers of our organisational culture. A senior leadership role profile cannot feasibly cover every issue which may arise, and the post holder is expected to be sufficiently flexible to carry out other duties as required. 9 Person specification QUALIFICATIONS, EXPERIENCE & INSIGHT Track record of successfully managing a range of resident facing services at a strategic and senior level, in social housing, across housing and property services, and ideally in care too. Substantial experience of delivering positive change across people, processes and systems, achieving high levels of performance, quality and value for money; and continuous improvement. Insight into regulation and compliance requirements across social housing and care. Insight into the development of new homes would be an advantage. Experience of taking on whole organisation corporate leadership responsibility with a senior team. Experience of influencing housing policy on the national stage would be an advantage, alongside understanding of the political landscape for social housing and care. Experience of working with and reporting into Boards and Committees on service and performance. Track record of developing and sustaining effective partnerships, Relevant degree or relevant professional qualification, or equivalent work experience. Evidence of continuing professional development would be an advantage. SKILLS & ABILITIES A coaching style of leadership that motivates, inspires and engages dispersed managers and all staff to get behind vision, values and corporate goals. Ability to interpret and analyse financial information and be fully accountable for a 26m budget. Effective planning skills, able to translate strategy into actions, able to link targets and objectives. Results oriented: has energy for getting things done, with influencing and negotiating skills. Ability to identify and manage risks, while not being risk averse. Able to make good judgements and be accountable for advice given to others. High level of written, presentation and interpersonal communication skills, with the ability to tailor approaches to a variety of audiences. 11 Key terms and conditions Remuneration and benefits The annual salary is up to 100,000 pa depending upon experience. There is a defined pension contribution scheme, with a 2-3% employee contribution, for a % employer contribution. The scheme includes death in service benefit. A healthcare cash plan is available, and we also operate a salary sacrifice scheme for childcare care vouchers. Other terms Annual leave entitlement is 25 days, plus 8 public/bank holidays. Location The head office and base for this role is The Homestead, 40 Water End, York, YO30 6WP. Visibility in this leadership role is crucial and it will be important to be available to staff across the region. Relocation expenses are available and we will discuss policy details with the preferred candidate. Probation and notice period There is a six month probationary period, during which there is a one week notice period. The notice period for the role thereafter is three months. 12 Key dates and the selection process Executive Director of JRHT Closing date: Monday 12 th November 2018 at 12 noon Candidates will be advised on the outcome of their application from the 16 th November. First interviews: Friday 23 rd November 2018 Longlisted candidates will be interviewed by a Campbell Tickell panel. On the same day there will be an opportunity to meet with Campbell Robb, Chief Executive, for a separate discussion session. Interviews will be held in a hotel in York. Final interviews: Monday 3 rd December 2018 Shortlisted candidates will be invited to an interview with a panel. There will also be an opportunity to meet with executive peers and the senior staff that will report to this role, on the same day. We may ask you to complete an on-line psychometric test and prepared a presentation in advance of your interview. Interviews will be held at The Homestead, York.
