1 Advanced Monitoring and Evaluation: Integrating Monitoring, Evaluation and Implementation 3 day training course

2 Accreditation: This 6-credit HEQF (2007) level nine short course covers knowledge of a formal postgraduate programme, approved and quality controlled as required by the South African Qualification Authority (SAQA) and the Higher Education Qualification Committee (HEQC). Introduction: An effective management regime is characterised by a clear alignment in all operations of a department right through from planning and budgeting, through programme and project implementation and finally control of results through monitoring and evaluation efforts. This requires a clear understanding of the contribution of the various functions to the overall success of the organisation and the ability to holistically manage the functions to a coherent whole. Course objective and outcomes: Objective: To enable greater alignment between planning, programme implementation, monitoring and evaluation. Outcomes: After attending this course, participants should be able to: Understand the link between strategic planning, operational planning, implementation, monitoring and evaluation To develop logic models to guide planning, implementation, monitoring and evaluation processes To develop appropriate indicators and targets as part of planning, monitoring and evaluation processes Report accurately on performance results and link the results to future programme planning and implementation decisions 2

3 Daily Programme of Activities: DAY 1 LINKING PLANNING, IMPLEMENTATION AND M&E 8:30 9:00 WELCOME AND COURSE OVERVIEW 9:00 10:30 LINKING STRATEIC PLANNING, OPERATIONAL PLANNING, IMPLEMENTATION, MONITORING AND EVALUATION Strategic planning: Translating vision into action through the APP Governance and partnerships The Policy, Strategy, Planning interface Operational planning and implementation: MTEF Programme & Project Management Monitoring progress and evaluating results 11:00 13:00 PROGRAMME LOGIC, LOGIC MODELS AND LOGFRAMES Applying program theory and logic models for systemic planning and evaluation The use of logic models in planning, implementation, monitoring and evaluation 13:45 15:00 PRACTICAL EXERCISE Design a logic model for the attainment of a strategic outcome of the department.
