General Summary of Function/Purpose of Position The departmental analyst is a member of the Office of Good Government (OGG), an office within the Office of Performance and Transformation (OPT). The OGG helps promote performance excellence and employee engagement to drive transformation, innovation and better services for Michigan residents and businesses. The departmental analyst will function as a Strategic Performance Management Analyst in the OGG. This role has two major areas of responsibility: First, management of State of Michigan strategic performance management transparency activities including the Michigan Dashboards, the Open Michigan website, and department level Scorecards. Second, performing end user support for department Scorecards and for the MiResults platform including scorecard metric workshops, help desk support to MiResults users, MiResults regression testing during UAT, and working with the software development team to identify, prioritize, test and rollout updates to MiResults. The departmental analyst will also assist in conducting special studies, planning, implementing and evaluating programs, analyzing complex data, and preparing reports having statewide impact. The departmental analyst will assist in providing analysis and interpretation of data from Michigan Dashboard and Scorecard metrics and will assist in providing expertise for strategic performance management techniques and methods. General Summary of Duty 1 % of Time 45 Manage and maintain the Michigan Dashboards and department level scorecards on the Open Michigan website. Update Michigan Dashboards o Maintain the Socrata supported version of the public facing dashboards o Keep dates accurate on the Michigan Dashboard measures o Maintain the Michigan Dashboard change tracking system o Back-up data on State of Michigan Vignette dashboard site o Collect site metrics with Google Analytics and post on OGG SharePoint website Update Open Michigan page with department level scorecards Support Flint Action Tracker o Update Flint Action Tracker website as new data becomes available Maintain OGG standard operating procedure documentation o Michigan Dashboards o Open Michigan o Flint Action Tracker Duty 2 General Summary of Duty 2 % of Time 45 Support Department scorecards and MiResults platform Provide support to department employees for scorecard activity o Facilitate scorecard metric workshops as required Provide support for MiResults platform o Provide help desk support to approximately 1,500 end users o Provide training and assistance to MiResults department administrators o Perform regression testing during user acceptance testing (UAT) o Work with DTMB software development team to identify, prioritize, test and rollout updates Maintain OGG standard operating procedure documentation o Scorecard metrics workshops o MiResults Help Desk support o MiResults testing Duty 3 General Summary of Duty 3 % of Time 10 Other duties as assigned. This position will function as an analyst and, unless otherwise noted, the supervisor of the work area will make decisions relating to work assignments and deliverables. 18. The essential duties of this position are to support State of Michigan transparency activities, provide end user support for department Scorecards and business user support for the MiResults platform, and assist in conducting special studies, planning, implementing and evaluating programs, analyzing complex data, and preparing reports having statewide impact. 24. 4 25. What is the function of the work area and how does this position fit into that function? The OPT is responsible for working with all state departments and agencies to establish a more effective system of customer service, performance measurement and regulatory and business practices. The OGG is a component of the OPT and is responsible ongoing programs and initiatives including performance excellence, communications, employee engagement, employee recognition, recurring events, leadership development, and employee and customer surveys. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position? EDUCATION: Possession of a bachelor s degree in any major. A degree and/or certification in business or public administration, data analytics, economics, strategic performance management and/or statistics is preferred. EXPERIENCE: Departmental Analyst 9 No specific type or amount is required. Departmental Analyst 10 One year of professional experience. Departmental Analyst P11 Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service. KNOWLEDGE, SKILLS, AND ABILITIES: Ability to cultivate constructive customer relationships. Ability to communicate with stakeholders such as executives, managers, analysts, and researchers. Ability to design strategic performance management dashboards and scorecards. Ability to organize, analyze and assess data quality and to produce ad-hoc reports using data. Ability to organize, evaluate and prepare documentation and reports in relation to complex, interrelated, and interdependent systems. Ability to use office computer tools and knowledge and experience with MS Office software. Experience with reporting tools, business intelligence tools, web portals and dashboards is preferred. Experience with Socrata, Business Objects, Crystal Reports, SharePoint, and Vignette is preferred.
