1 Successful service delivery ways of working with employers This is a short overview of the messages and conclusions that were drawn during the WAPES International Conference on Public Employment Services (PES) cooperation with the employers, on September 2013, in Chisinau, Republic of Moldova. For a more detailed insight, please see the hyperlinks to the power point presentations under The Conference was organized by the National Employment Agency in cooperation with the project Consolidation of migration management capacities in the Republic of Moldova. At the Conference participated around 70 representatives from 14 countries of the world. The Public Employment Services have two main groups of clients employers and jobseekers. For optimal outcome, both groups need to be serviced with a high level of attention and support. Servicing one group facilitates the delivery of service to the other. Active relationships with employers increase the number of visible vacancies for job seekers. Helping job seekers to verify and certify skills increases employers opportunities to satisfy their skills demands. This conference focused on the relationships between PES and employers. During the conference experts and decision makers shared their experiences and practices on how to organise service delivery; how to create, maintain and improve relationships between PES and employers; and how to evaluate, monitor and follow up the efficiency of the service delivery. This conference concluded the WAPES peer learning on service to employers, conducted by experts from Armenia, Croatia, Moldova, and Slovenia as well as the peer review conducted by the EU on learning on public employment services and empowerment of young people. The findings and conclusions from these peer reviews and peer learning were presented during the conference. Besides the presentations from the peer review countries Moldova, Armenia, Slovenia and Croatia, contributed the following countries with input on the topic through presentations, in order of appearance: Germany, Russia, France, Japan and Norway.

2 During the Peer Review in the Republic of Moldova was elaborated a toolkit, which includes the results of the peer review of the services provided to the employers by the public employment services from 4 countries: Armenia (SESA), Croatia (HZZ/CES), Moldova (ANOFM) and Slovenia (ESS). The situation in this field is presented, the common and different practices, as well as the approaches to the employers. The toolkit is not intended for the evaluation of the practices of the public employment services to the employers, but presents a comparative picture. The questions asked within the peer review exercise are as follows: which are the key elements in the organization of service with employers; which are the methods of work with the employers, provided services and implemented programs; what kind of support is provided to the companies in order to employ the vulnerable persons on the labour market; how is done the matching of jobs, offered by the employers, with the job - seekers; how can be measured the activity of work with the employers, what kind of indicators are in this aspect. The toolkit includes the reflections, the conclusions and the proposals to be taken into consideration when developing the services aimed at employers. The peer review exercise took place during September February The idea of making the peer review came from the Public Employment Service from the Republic of Moldova, which is a relatively new member of WAPES, from This comes in line with the objectives WAPES to promote, facilitate and encourage the exchange of experience, information and cooperation between the members. Taking into consideration the challenges of the labor market, it is necessary to improve the work with the employers, one of the key customers of the public employment services.

3 The idea submitted to WAPES by the Public Employment Service from the Republic of Moldova (ANOFM), was as follows: Peer learning on process of working with employers/ support of collaboration with employers. The idea was supported by the public employment services from the countries: Armenia, Croatia and Slovenia. The public employment service from Moldova (ANOFM) started the reform of work with the employers within the project EU Strengthening the Moldova capacity to manage labour and return migration, in this regard an analytical report was made, which reflected the level and mission of cooperation with the employers, this was a starting point. The report highlighted the issues that have been discussed extensively in the system of the National Employment Agency and led to the need to take measures in this regard to streamline the collaboration with the employers. This exercise is another step that strengthens the NEA capabilities in this area, but also of other public employment services. The representatives of the public employment services had 2 meetings, one meeting for the preparation of the peer review, when a questionnaire was elaborated, and another meeting for the analysis and discussions after the peer review study visits, the elaboration and the approval of the toolkit content. In this process every participant elaborated a report regarding the activity of work with the employers of the visited country. Every participant also was responsible for the developing of a section of the toolkit, and has contributed to other sections of the toolkit. It was a very active and motivated implication of the involved public employment services, which will help to develop the services for employers of all participating countries. The findings and the conclusions made during the presentations of the countries participants at the International Conference are the following: Improvement of the structure of employment services, limited financial resources, systems not as flexible financing labor market policies The introduction of new methods. Programs insufficient incentives for employers to employ people vulnerable in the labor market The need for relevant information about employers, identifying the needs of employers. Corresponding IT system. Profiling employers. Special attention should be given to small employers.

4 Continuous training and motivation of staff - an issue in the development of quality services. Lack of communication and negotiation skills and knowledge related to the labor market, identifying the needs of Recruitment, Marketing in cooperation with employers to cut employment service image, reduce its effectiveness. Ensure functioning of organizational and institutional framework in relation to employers. A process working well structured and organized with employers and people looking for a job. A structure to streamline work processes and focus on results. Adjusting employer cooperation and providing strategic and systematic concrete candidates. An improvement of the system of collecting and processing data in an efficient information system that will facilitate monitoring activities. Regulation of collaboration between institutions to have relevant data on employers. Programs and services must be tailored to local needs in cooperation with labor market actors Developing of the monitoring and evaluation systems by measuring the results according to management objectives. Customer satisfaction should be the scope of activities of the Public Employment Service Continuous training of personnel, information and dissemination of positive experience. Just setting targets, without monitoring and result-focused discussion on possible improvements, doesn t work and doesn't bring expected results.

5 The Conference s conclusions can consolidate the capacities of work with the employers for the increasing of the level of employment and living of the population affected by the unemployment, including the vulnerable groups. The experience and the practices of the countries presented at the Conference is very important for the continuous development of the capacities of the National Employment Agency in order to offer some modern services on the labour market.
