2 IN BRIEF NEW REGISTRATION CRITERIA FOR ASSESSORS AND MODERATORS FOR THE POSTAL SERVICES QUALIFICATIONS Develop of sub sectors growth and development plans Ensure that Services SETA has relevant, up to date information and analysis from the industry to allow it to perform its strategic skills planning function in the sector Working with industry to strengthen Services SETA capacity for Supply Ensure a value adding participation by the service sector employers in the National Skills development Strategy through efficient use of resources available for training in the sector. Promote effective communication between the SETA and all its stakeholders Educate stakeholders on SETA s offerings and keeping them informed on new developments Increase possibilities of employment for Services SETA learners by exposing them to suitable workplaces during training The Services SETA has a host of activities underway at any point in time designed purely for the upskilling of members but, ultimately it requires the commitment and involvement of member organisations and individuals to make a difference to their own lives. Learning and development within the Post Office is seen as a key element for advancement and positioning of itself as a global and social organisation. Aligned with the growth, and objectives of the National Skills Development Strategy (NSDS), and business objectives, comes the responsibility to develop and implement a sustainable community engagement programme that will be beneficial to all stakeholders.

3 Assessor and Moderator Registration Criteria for the Postal Services qualifications QUALIFICATION TITLE National Certificate in Mail Handling NQF SAQA Criteria LEVEL 3 For an applicant to register as an assessor/moderator, the applicant needs: A minimum of 2 (two) year s practical, relevant occupational experience. To be declared competent in all the outcomes of the National Assessor/ Moderator Unit Standards as stipulated by South African Qualifications Authority (SAQA). All registered assessors must have met the requirements of the generic assessor/moderator standard, and should be certificated by The Education, Training and Development Practices Sector Education and Training Authority (ETDP-SETA) or by the relevant Education and Training Quality Assurance Body (ETQA) in agreement with the ETDP SETA in this regard. All registered assessors are registered to assess using specified standards and/or qualifications: The registered assessor must be able to demonstrate competence in relation to these specified standards and qualifications, at or above, the level of the qualifications in question. Be a registered ETDP within the relevant chamber. Chamber Criteria 2 years practical, relevant occupational experience Declared competent in all the outcomes of the National Assessor / Moderator Unit Standards as stipulated by SAQA

4 Further Education and Training Certificate: Mail Supervision 4 For an applicant to register as an assessor/moderator, the applicant needs: A minimum of 2 (two) year s practical, relevant occupational experience. To be declared competent in all the outcomes of the National Assessor/ Moderator Unit Standards as stipulated by South African Qualifications Authority (SAQA). All registered assessors must have met the requirements of the generic assessor/moderator standard, and should be certificated by The Education, Training and Development Practices Sector Education and Training Authority (ETDP-SETA) or by the relevant Education and Training Quality Assurance Body (ETQA) in agreement with the ETDP SETA in this regard. All registered assessors are registered to assess using specified standards and/or qualifications: The registered assessor must be able to demonstrate competence in relation to these specified standards and qualifications, at or above, the level of the qualifications in question. Be a registered ETDP within the relevant chamber plus 2 experience as at supervisory level 2 years practical, relevant occupational experience Declared competent in all the outcomes of the National Assessor / Moderator Unit Standards as stipulated by SAQA

5 Further Education and Training Certificate: Postal Frontline Service National Certificate: Postal Frontline Service Management 4 For an applicant to register as an assessor/moderator, the applicant needs: A minimum of 2 (two) year s practical, relevant occupational experience. To be declared competent in all the outcomes of the National Assessor/ Moderator Unit Standards as stipulated by South African Qualifications Authority (SAQA). All registered assessors must have met the requirements of the generic assessor/moderator standard, and should be certificated by The Education, Training and Development Practices Sector Education and Training Authority (ETDP- SETA) or by the relevant Education and Training Quality Assurance Body (ETQA) in agreement with the ETDP SETA in this regard. All registered assessors are registered to assess using specified standards and/or qualifications: The registered assessor must be able to demonstrate competence in relation to these specified standards and qualifications, at or above, the level of the qualifications in question. Be a registered ETDP within the relevant chamber. 5 For an applicant to register as an assessor/moderator, the applicant needs: A minimum of 2 (two) year s practical, relevant occupational experience. All registered assessors are registered to assess using specified standards and/or qualifications: The registered assessor must be able to demonstrate competence in relation to these specified standards and qualifications, at or above, the level of the qualifications in question. Be a registered ETDP within the relevant chamber plus 2 experience as at management of office level 2 years practical, relevant occupational experience Declared competent in all the outcomes of the National Assessor / Moderator Unit Standards as stipulated by SAQA 2 years practical, relevant occupational experience Declared competent in all the outcomes of the National Assessor / Moderator Unit Standards as stipulated by SAQA LEGACY QUALIFICATION It has been established that the current qualifications will expire at the end of March With the last enrolment of learning being 2020 and the last exits expected to be It s expected that new qualification should be in place by this time. Stakeholders are urged to avail themselves for consultation on acceptable transitional mechanisms in order to avoid a vacuum of qualifications during the transition period.

6 WELL DONE TO THE GRADUATES OF 2016 As part of the Management College of South Africa work Programme the Service SETA advertised funding for 600 learners to obtain a Bachelor of Business Administration (BBA) degree. The aim of the programme was to equip learners with an overview of management and administration practices in the business environment and to practically apply the knowledge and skills in the workplace. Joelyga Lawrence Services Seta Communication and Marketing Chamber Manager elcome to the second edition of the Communication and Marketing Services Chamber. In this edition the Chamber will be focusing on the Postal Services News within the Chamber. Looking at chamber activities happening within the Postal Services space in the Services SETA. The Post Office provides a working environment that helps employees realise their full potential, Post Office Graduation: The Post Office graduation was attended by prominent members of SAPO management team. Dignitaries that were in attendance were Services SETA Ms. Shireen Raju, Manager: LIPC Implementation Learning Interventions Project Coordination UNIT, Ms. Joelyga Lawrence, and Chamber Manager: Communication and Marketing Services. The funding amounted to approximately R28.8m over a period of three years. Service SETA appointed Management College of South Africa (MANCOSA) as the preferred provider. The programme was delivered in seven of the country s nine provinces. The BBA programme was implemented in February 2013 for 583 employees within South Africa Post Office (SAPO). Out of the out the whole cohort 384 employees completed their studies in record time ending March THE PASS RATE WAS 66%. The SAPO is indeed proud to be an organisation that has employees who were recently awarded with the (BBA) degrees from MANCOSA. THE GRADUATION TOOK PLACE IN AUGUST Professor Yusuf Karodia, Principal of MANCOSA, saluted the graduates in his address. The ceremony was indeed a great occasion for the graduates. It signals continuing achievement of the mission of growth to develop and broaden the managerial and leadership skills of the Post Office people. MANCOSA congratulate the SAPO delegates on their achievement, and wished them a prosperous and fruitful career going forward and encouraged all the graduates to continue with postgraduate studies up to MBA and indeed the PhD level. A WORD FROM THE POST OFFICE TO THEIR GRADUATES: Graduates, your achievements are impressive and the SA Post Office is honoured to have you and your experience in the organisation. The Post Office can confidently say that you have chosen the best organisation to work for and your achievements and experience will go a long way in taking the organisation to new heights and towards a high performance culture. You re about to embark on the next chapter of your life and the Post Office knows it took a lot of hard work and dedication to get you to this point: The organisation is committed to producing and retaining highly skilled individuals who are wholly equipped to meet the demands of the workplace as well as the specific needs of a changing environment.
