1 The Department of Internal Affairs Te Tari Taiwhenua Job Description: Senior Business Advisor Branch Development and Support, Policy, Regulation and Communities Branch (PRC) The Branch Development and Support team operates similarly to a Deputy Chief Executive s (DCE s) Office and is responsible for providing impartial and high-quality strategic, evaluative and evidencebased analysis, business development, and support services, supporting the DCE to run the business. The Senior Business Advisor will lead and contribute to a range of work programmes and activities that focus broadly on strategic and operational performance and improvement. This will require them to proactively engage with others across the Branch, and with other branches of the Department, to ensure work is well-coordinated and takes an all-of-department approach. The Senior Business Advisor is a senior member of the Branch Development and Support team, and may on occasion be expected to deputise for the Manager Branch Development and Support. 3 What you will do to contribute Branch planning and reporting Lead the preparation of the Branch strategic business plan and reporting against it. Develop a coherent performance measurement framework for the branch including high-level indicators and output measures to help tell the branch s performance story. Lead the Branch s input into key accountability documents (Annual Report, Statement of Intent and Four Year Plan). Assist the Manager, Branch Development and Support and, where delegated, lead those aspects of the Branch business plan that relate to the Branch Development and Support team. Lead work to support further implementation and maintenance of DIA s risk and assurance processes within the branch, in line with the frameworks developed by the Department s Strategy and Governance Branch. Enhance how risks are articulated for the Branch and co-ordinate the risk management process within the Branch so that risks cascade up and down in a coherent, connected way. Strategic and operational advice and support Provide advice, analysis and assistance to the DCE, the PRC Leadership Team and the Manager, Branch Development and Support. Provide considered advice and possible approaches in respect of requests / responses for information. Contributing to a highly effective team Work collaboratively and collegially with other members of the BDS team. Contribute to improvements in the quality of the BDS deliverables through peer reviewing their work, and providing input and advice to support, where relevant. As a result we will see A coherent Branch business plan that aligns with the Department s Four Year Plan and Statement of Intent. A clear performance story is developed for the Branch. Consistent information and a clear performance story is reflected in the Department s external accountability documents. Early identification of areas of nonperformance to the DCE and PRC Leadership Team along with advice about these. Strong and effective working relationships with others who are involved in this work, including the Strategy and Governance branch. A well-developed risk management framework for the Branch that cascades through to the risk management approach within different business units in the Branch. The DCE and PRC Leadership Team are supported to make sound decisions and are kept informed of developments in process and approach for cross-branch and cross-department work. Considered, evidence-based analysis with well-reasoned options for potential action. The branch, DCE and the BDS team receive early warning of potential issues affecting work and the options for managing them. Where necessary, issues are escalated appropriately with potential mitigation strategies provided. The Branch Development and Support team operating as a cohesive group, providing high quality and timely advice and support to the PRC Branch and the DCE. Deliverables are achieved according to plan. 4 Advise Collaborat e with Influence Inform Manage/ lead Deliver to Branch support and improvement Identify opportunities for improvement of systems, frameworks and processes across the branch and advise the Manager BDS on potential interventions. Lead and/or participate in delegated branch projects, for instance regarding business improvement and change initiatives. Foster strong, effective working relationships with PRC business partners, other Branch Development and Support teams in the Department and key stakeholders in the Strategy and Governance branch. Health and safety (for self) Work safely and take responsibility for keeping self and colleagues free from harm. Report all incidents and hazards promptly. Know what to do in the event of an emergency. Cooperate in implementing return to work plans. Opportunities for continuous improvement to BDS work are identified, and the Manager BDS is well advised on potential interventions. Agreed opportunities are identified and successfully implemented. Strong and effective working relationships with key stakeholders across the Department and within the Branch. A safe and healthy workplace for all people using our sites as a place of work. Strong relationship management skills with demonstrated experience of successfully managing relationships at a senior level across an organisation, central agencies and with other key government stakeholders. Ability to manage a variety of deliverables that vary in complexity and timeframes. Advanced communication and interpersonal skills, with the ability to communicate with credibility and convey complex information to a range of audiences. Attention to detail. Strong organisational skills and the ability to work under the pressure and to balance the needs of competing demands.
