1 NATIONAL INSTITUTE OF HEALTH AND FAMILY WELFARE Baba Gang Nath Marg, Munirka, New Delhi National Institute of Health and Family Welfare is an Autonomous / Apex Technical Institute under the aegis of the Ministry of Health and Family Welfare, Government of India for promotion of Health and Family Welfare Programmes in the country through Education & Training, Research & Evaluation, specialized services, consultancy and advisory service. The Ministry of Health and Family Welfare, Government of India, has designated the NIHFW as a Nodal Agency for Health Management Information System (HMIS) and for capacity building on the HMIS related activities under the National Rural Health Mission. This would include interacting and coordinating with the State level institutes, Population Research Centres of the Ministry of Health and Family welfare and other leading institutes in the public, private and NGO sector for imparting training on HMIS, analytical tools, use of information for action and planning and associated activities. A Centre for HMIS is being established in the Institute for carrying out these activities. The HMIS Training project will run on a continuing basis with the approval of an annual budget by the MoHFW, Government of India each year. The current approval is till and continuation beyond will be subject to further extension by the MoHFW, Govt of India. Under the above project, NIHFW has vacancies for the posts as detailed below. While there is only one vacancy available at present at all these levels, their number may increase or decrease depending on actual requirements. The interested candidates need to apply on Performa provided by the Institute at Annexure-1 along with detailed CV and attested copies of age proof, qualification and experience certificates. The original certificates will be required at the time of interview for verification. Candidates working in Govt./Semi-Govt. organizations must produce NOC of their employer. Applications sent without Performa and beyond last date will be rejected and no query will be entertained. The appointments will be purely on contractual basis initially for a period of 3 months and depending on the performance of the selected candidate, it will be extendable for the remaining duration of the Project i.e. till and the selected candidates will not have any claim on regular/ adhoc/ other contractual vacancies of NIHFW or the Ministry. The selection will be as per the terms and conditions in advertisement and the candidates will be required to face an interview board. The work requirement of candidates so selected would involve travelling extensively at short notice throughout the country for which they will be entitled to claim reimbursement of TA/DA as admissible to equivalent Grades under the Government rules. Officers of the Central and State

2 governments having the requisite qualifications and experience can also apply for the posts mentioned at Sr No 1-9 and in case of their selection, their appointment shall be treated as if they are appointed on deputation basis in accordance with the relevant rules, but with the same consolidated pay as indicated for general candidate against each post.(these category of posts are already exempted from the rule of immediate absorption in terms of instructions contained in para 1(a) & (e) of Deptt. Of Pensions & Pensioners Welfare) OM No.4/78/2006-P&PW (D) dated ). In all matters of appointment decision of Director, NIHFW will be final. The Institute will devise its own selection criteria for various posts. Sr. Position Project Director No 1. Number of Post One (1) Oversee the work of the Centre for HMIS at NIHFW including preparation of training plans of State coordinating institutions, reports preparations and other deliverables Development of detailed terms of references for day to day management of other members of the team Reporting progress to NIHFW & MoHFW, GOI. Represent at meeting and presentation of the work performance and the output of the Team. Liaison with State Training Institutions& Populations Research Centres for the monitoring of the training work in states. Prepare training modules/workshop to orient the stakeholders, training agencies and other to operationalise the training in HMIS. Support the Centre for HMIS at NIHFW in analyzing data to monitor and validate results. Timely execution of training including field work, monitoring of training, quality data checks etc. Responsible for overall coordination & monitoring of the activities of Centre of HMIS at NIHFW and MoHFW. The person will be responsible to Nodal faculty and Director, NIHFW for day to day functions Any other work as directed by the Director, NIHFW in the interest of project

3 Qualifications Emoluments Essential: Post Graduate Degree in Statistics, Operational Research, Management, Demography, Population Science, Economics or Post Graduate Degree in Community Health (with MBBS) or MPH or MBA in Health Management years experience in working with or handling the government health and social sector. Track record leading large-scale projects in Health Sector with multiple and multidisciplinary inputs and production of complex deliverables on time. 4-5 years experience of conducting training and monitoring activities in Govt. Health Sector. Experience of information systems and IT proficiency Experience in coordination and liaison with varied stakeholders both governmental, non-governmental and donor partners etc Excellent oral and written communication skills in English Experience in handling administrative and financial activities in government sector Good Administrative experience for drafting, preparation of administrative/research proposals and well versed in Govt. rules and regulations. Good negotiation and analytical skills Minimum 10 years experience of working with Development partners and State Governments and its agencies Rs. 1,00,000-1,25,000 per month (Consolidated) Note: Officers of the Central and State governments having the requisite qualifications and experience and who are presently working in Pay Band-4(Rs. 37,400-67,000) with Grade Pay of Rs.10,000 or above are also eligible to apply. 2. Position Senior Project Consultant (Statistics) Number of Post One (1) Lead to review the different concepts, understanding and process for trainings and community based research activities based upon HMIS data. Lead the team in undertaking situational analysis, preparing instruction manuals and capacity building activities for the partner training institutions. Lead to prepare training modules/workshops to orient the stakeholders, Master Trainers of training agencies and others to operationalise the training in HMIS Draw on methodologies established in other

Position Senior Project Consultant (Training) Number of Post One (1) Take lead to review the different concepts, techniques and process for trainings in health and social sector in the government and other than government agencies and operationalize the training in HMIS throughout the country. Lead to assist the team in undertaking situational analysis, instruction manuals and capacity building for the master trainer of Partner training institutions from different States. Lead to draw on methodologies established in other training programmes and develop training modules & manuals for various category of functions. Lead to Prepare training module, training manual, training plans, guidelines of training quality assurance, monitoring of training, innovation in training, development resource material in e-mode.
