Serves as the Program Management Officer (PMO) for the Metropolitan Washington Airports Authority s (Airports Authority) Office of Human Resources (Office). Is responsible for assisting the Vice President for Human Resources and Department Managers in designing, planning, testing, evaluating, coordinating and implementing comprehensive and integrated initiatives and projects for changes to a variety of major Human Resources programs, including creating multi-year communications plans for the changes to those programs. --Works collaboratively with program managers to successfully manage all aspects (e.g., timelines, budgets/expenditures, priorities, communications, quality of service delivery, and evaluation of services) of major programs and initiatives. Coordinates project governance and review committee meetings with consultants and HR leadership to prioritize new projects and evaluate changes to existing projects considering return on investment, timelines, and resource requirements. Works independently with program managers to set priorities and make decisions. Develops and provides oversight of program goals and work plans and assures the quality provision of services. --Defines and establishes methodologies for all aspects of Human Resources program and project delivery including initiation, planning, designing, development, testing, training, and roll out (e.g., developing and implementing communication strategies). Ensures that project methodologies are followed and monitors the quality of the project work. Supports and directs project participants, business analysts, and consultants responsible for project planning, resource planning and management, requirements gathering, business process documentation, functional specification creation, test planning, and test execution. Makes recommendations for changes or revisions to meet project quality objectives. --Leads in the planning, development, implementation and evaluation of project policies and procedures. Defines and establishes standards for project documentation including, but not limited to policies, process maps, directives and training plans. Develops project outcome measures. Provides oversight to evaluation of service delivery and program satisfaction surveys. Monitors project performance measures. Recommends program adjustments or modifications to assist with achievement of desired outcomes. --Coordinates with the Office of Communications staff to develop short- and long-term communication plans for the Airports Authority relating to Human Resources program announcements, program changes, and new policies. --Manages project budget to ensure effective use of agency resources to achieve program outcomes. --Ensures quality business practices in program implementation and service delivery. Works in collaboration with other department managers to coordinate program development, agency goals

2 H23240, page 2 and services designed to meet client and community needs and to ensure quality customer service. --Proactively identifies and resolves complex political and sensitive project issues related to programs (e.g., life insurance, retirement plans) and escalates issues to senior management when necessary and appropriate. --Creates project dashboards and status and budget reports. Provides standardized project status and budget updates and makes presentations to management and executive leadership on a periodic basis. Provides written and oral reports and briefings on program status to the Vice President for Human Resources, Department Managers, and staff. --Defines, establishes, uses and maintains a portfolio of project management tools. Uses a computer and a variety of computer applications and office productivity software (e.g., Ceridian, Oracle, Microsoft Project, Microsoft Project Server, Visio, SharePoint, Wiki, , word processing, spreadsheets, graphics, and Human Resource Management systems) with emphasis on project management, spreadsheet and presentation applications to manage projects, communicate and create presentations. --Monitors the development of Requests for Proposals (RFPs) and works with technical managers to ensure timely completion. Coordinates with the Procurement and Contracts Department staff, as appropriate. --Communicates and interacts effectively with internal and external business contacts, including but not limited to other members of the unit/team, other Airports Authority employees (such as managers, supervisors, professionals, and support staff), consultants and vendors to ensure initiatives successfully resolve challenges and remain on schedule and on budget. --Uses a sedan or similar vehicle to travel (e.g., to meetings, work sites) landside and, if required, airside. MINIMUM QUALIFICATIONS (MQs) To be rated qualified for this job, an applicant must meet all three of the MQs listed below at the time of vacancy announcement closure. 1. A Bachelor s Degree in any field providing a strong foundation for success in the DUTIES in this job description, OR an equivalent combination of education, experience, and training that totals four years. 2. Seven years of progressively responsible project management experience, that includes substantive work in the range of DUTIES in this job description and provides evidence of:

3 H23240, page 3 (a) Development and oversight of project goals (b) Managing timelines, budgets/expenditures, priorities, communications, quality of program implementation and service delivery, and evaluation of major programs (c) Skill in managing and administering multiple, major projects concurrently (d) Working independently and collaboratively with other program managers and ensuring coordination and integration among related efforts (e) Identifying and resolving complex political and sensitive project issues. Three of the seven years must include progressively responsible experience leading the planning, designing and implementing of communications plans and provide evidence of effectively: (a) Developing long term communication plans (b) Communicating changes to programs (c) Implementing program roll out strategies PREFERRED QUALIFICATIONS (PQs) The qualifications listed below (if any) are preferred and may be considered in selection process, but they are not required to be rated qualified for this job. 1. Experience with planning, coordinating and communicating comprehensive and integrated initiatives and changes in Human Resources programs. KNOWLEDGES, SKILLS, ABILITIES AND OTHER FACTORS The following KSAOs are required for successful performance of this job and are a basis for rating and ranking applicants who are found to meet the MQs. Local, Federal, airport industry or Airports Authority specific bodies of knowledge listed below may be acquired on the job, typically; ability to rapidly acquire them is required at the time of vacancy announcement closure. 1. Comprehensive knowledge of project management principles, theory, and practice to effectively plan, coordinate and implement comprehensive and integrated initiatives and changes of major Human Resources programs. 2. Knowledge of communications strategies and activities to effectively communicate and collaborate with key program stakeholders (e.g., other members of the unit/team, other Airports Authority employees (such as managers, supervisors, professionals, and support staff), and consultants, vendors) when implementing program changes. 3. Skill in project planning to manage all aspects of major programs and initiatives, develop, prioritize, organize, implement, and evaluate projects and RFPs, coordinate with communications groups and staff, and ensure quality. 4. Skill in written communication to understand written information (facts, policies, ideas, etc.), draw inferences, form hypotheses and develop logical arguments, and to express such information in writing so that others will understand, and in certain circumstances, be convinced or persuaded. This includes skill in the review of the written work of others, such as project progress reports and project contracts. 7. Skill in problem solving to apply knowledge and experience to select, organize and logically process relevant information (verbal, numerical or abstract) to solve a problem. This includes ability to recognize subtle aspects of problems, identify relevant information, and make balanced recommendations and decisions. 8. Ability to pay attention to detail to develop and monitor program goals, set priorities, develop and monitor program performance and outcome measures, budgets, quality of service delivery, and conduct program evaluation. 9. Knowledge of Human Resources subject matter and issues to bring about comprehensive, and integrated changes to Human Resources systems, especially in the areas of recruitment and selection, benefits, performance management, compensation, and organizational and employee development. 10. Interpersonal skills to interact effectively with others in customer service oriented, businesslike manner. 11. Skill managing one s time and the time of others while working collaboratively with program managers to manage all aspects of major programs and initiatives. 12. Ability to drive cooperation across multiple business and HR stakeholders in order to achieve results. RESPONSIBILITY Is responsible for oversight and project management of assigned Human Resources initiatives. The work affects the ability of the Office of Human Resources to design, implement, monitor and control initiatives/projects/programs and complete them on time, within cost, and to the customers satisfaction. Additionally, the work ensures that the Airports Authority s return on investment is appropriate.

5 H23240, page 5 Reports to the Vice President for Human Resources (Supervisor). The Supervisor assigns initiatives/projects/ programs and works with the incumbent to set priorities. Most initiative/project/program work flows to the incumbent as a function of assigned programs/initiatives with the incumbent independently performing regular and recurring work in accordance with established procedures and guidelines. The Supervisor assigns non-routine work with special instructions. The incumbent uses judgment and knowledge of the criticality of assignments and of administrative procedures, to perform work proactively, identifying and solving project issues and escalating issues to the supervisor when necessary. Work is typically reviewed for quantity, quality, timeliness, customer service, adherence to guidelines and other factors, including performance evaluation goals and measures. Guidelines include the principles and practices of project management and governance, applicable Airports Authority policies and procedures, and project plans and specifications. The incumbent uses sound, experienced judgment and initiative in selecting and applying appropriate guidelines in the provision of program management to assigned initiatives/projects. When specific guidelines are not present or are unclear, the incumbent uses knowledge and resourcefulness in selecting and applying the most applicable guide(s) and in balancing the application of the guidelines in relation to novel program or technical needs. EFFORT Work is primarily sedentary, but requires moving about to obtain work information and may include visiting other work sites on an occasional basis. The incumbent may sit for extended periods while performing desk work. Regularly uses a computer, a telephone, and other office equipment. Typically exerts light physical effort in opening/closing file drawers, retrieving files, and otherwise moving about. In driving, operates vehicle using judgment in consideration of weather, traffic and other factors. WORKING CONDITIONS Works primarily in an adequately lighted, ventilated and temperature controlled office and conference rooms. May experience some job pressure from tight deadlines.
