1 Assignment to Education and Training Boards Ireland (ETBI) 8 th July 2016 To: HR Managers in each ETB HR Managers are requested to bring this to the attention of all staff within their organisations. Please note that the closing date is 12 noon on 21 st July Expressions of interest are sought from officers for assignment to the post of ETBI Change Programme Manager. The assignment, which will cover the Change Programme Manager role is a temporary resource for a period of 3 years and will be responsible for driving and supporting ETBI s role in ensuring that the change and reform agenda is implemented throughout the ETB sector. General Information Education and Training Boards (ETBs) are statutory bodies which were established on 1st July 2013 under the Education and Training Boards Act 2013 to replace the Vocational Education Committees (VECs) and to take on an enhanced role in the delivery of training. The Act created a new structure that better positions the sector to support the evolution of service delivery in schools and in delivering further education and training where ETBs have a strong relationship with SOLAS, the further education and training authority. There has been a major transformation of the ETB sector as a result of the Education and Training Boards Act ETBI has played and will continue to play a key role in supporting the ETB sector during this period of change and transformation. The Department of Education and Skills supports the ETB sector through the ETB/SOLAS Programme Board and its Project Management Office. The ETB/SOLAS Programme Management Officer (PMO) manages a range of projects detailed in the ETB/SOLAS Programme Plan aimed at ensuring the structures and systems within the ETB Sector will enable it to deliver on the challenges faced by the Sector over the coming years. The plan includes shared services payroll and finance for the ETB sector. The Change Programme Manager will play a key role in supporting the continued transformation of the ETB sector and will report to the General Secretary (GS) of ETBI and will have a project reporting responsibility to the ETB/SOLAS Programme Manager, Department of Education and Skills. The successful candidate s administrative headquarters will be at ETBI, Piper s Hill, Kilcullen Road, Naas, Co. Kildare but the appointee may be required to work from other locations. Page 1 of 8

2 Job Specification: The role of the Change Programme Manager will include the following: Support and enable Change Management across ETBI and the ETB sector Support and develop ETBI Strategy, operational planning and performance measurement Establish programme management processes, governance and plan of work for ETBI Communications across ETBI and ETBs Closeout of specific ETB/SOLAS PMO projects Direct and manage the Training Function Support officer 1. Leadership of Change Management across ETBI and the ETB sector To continue to support the implementation of the change programme across the ETB sector, in particular the introduction of Shared Service solutions, in partnership with the other members of the ETBI Senior Management Team To support the ETBs to identify and implement additional changes required to complete the full integration of further education and training provision in partnership with the other members of the ETBI Senior Management Team To implement the programme level change management project in partnership with the ETB/SOLAS PMO To direct and manage the work of the Training Function Support Officer 2. ETBI Strategy, operational planning and performance measurement in partnership with the ETBI Director of Organisation Development and Support Services To support the development and implementation of the ETBI Strategic and Operational plans in partnership with the other members of the ETBI Senior Management Team and ensure continued relevance through regular review and oversight of implementation To work with the other members of the ETBI Senior Management Team to define key projects in each functional area to ensure implementation of the Strategic and operational plans To work with the other members of the ETBI Senior Management Team to plan for the implementation of performance standards as outlined in the Civil Service PMDS guidelines 3. Establish Programme management processes, governance and plan of work for ETBI To establish the mechanisms required to define the scope and detailed plans for individual projects and establish the governance and reporting structures required to monitor the progress of each project against plans (time, budget, quality) To establish the design and management of the programme of work required to deliver the ETBI organisational strategy through collaboration and consultation with the other members of the ETBI Senior Management Team To establish the mechanism to track and report on progress of the overall implementation of ETBI strategy and delivery of the ETBI operational plan including escalation of any issues for resolution to the GS and other members of the ETBI Senior Management Team as appropriate Page 2 of 8

3 To produce reports on a quarterly basis providing the GS and other members of the ETBI Senior Management Team with an update on the progress being made in each of the project areas and the overall strategic plan 4. Co-ordination of communications across ETBI and ETBs To liaise with the ETB/SOLAS PMO, DES, SOLAS, ETBS and other key stakeholders To work with other members of the ETBI Senior Management Team to ensure a common understanding of the strategic and operational plan under the direction of the GS To ensure collaboration and utilisation of the established dedicated communications contact persons within each ETB and develop this group further To engage with External Staff Relations and ETB/SOLAS PMO on projects 5. Closeout of ongoing specific ETB/SOLAS PMO projects as follows: Circular letters resulting from review of HR Policies Any follow up to Labour Court verdict (awaited) Application of PCW wage agreement SIPTU issue (ETBI involvement already significant) Change Management and supporting ETBI and ETBs in the transition to implementation of shared services/centre of excellence in a range of areas include payroll, finance, ICT strategy etc. This is a project within the 2016 ETB/SOLAS Programme Competencies Required for the Role: Leadership and Strategic Direction Leads the team, setting high standards, tackling any performance problems & facilitating high performance Facilitates an open exchange of ideas and fosters and atmosphere of open communication Contributes to the shaping of ETB Sector strategy and policy Develops capability and capacity across the team through effective delegation Develops a culture of learning & development, offering coaching and constructive / supportive feedback Leads on preparing for and implementing significant change and reform across the ETB Sector including Shared Services Anticipates and responds quickly to developments in the ETB sector/ broader environment Actively collaborates with DES, QQI and SOLAS Judgement and Decision Making Identifies and focuses on core issues when dealing with complex information/ situations Assembles facts, manipulates verbal and numerical information and thinks through issues logically Sees the relationships between issues and quickly grasp the high level and socio-political implications Identifies coherent solutions to complex issues Page 3 of 8

5 Contributes positively to the corporate goals and strategy of the ETB sector Is personally trustworthy, honest and respectful, delivering on promises and commitments Ensures the citizen is at the heart of all services provided Is resilient, maintaining composure even in adverse or challenging situations Promotes a culture that fosters the highest standards of ethics and integrity Eligibility Essential Requirements The successful candidates will: Have significant experience in managing and leading change and reform within an organisation in a rapidly changing environment Have significant programme/project management experience at an appropriate senior level Have experience in implementing robust corporate governance practices including ability to demonstrate a strong understanding of accountability and governance requirements of public bodies Demonstrate the capacity to work as part of a senior management team, developing and implementing strategic plans and organisational policies and procedures and ensuring the appropriate management of risk within the organisation Excellent interpersonal and collaborative skills including the ability to work effectively with a broad range of internal and external stakeholders and to represent ETBI on external bodies as required Demonstrate that they possess the skills/competencies identified as being important for the role. These include: Leadership and Strategic Direction Judgement and Decision Making Management and Delivery of Results Building Relationships and Communication Specialist Knowledge, Expertise and Self-Development Drive and Commitment to Public Service Values Conditions of Assignment 1. The successful candidate must be in a position to take up duty without undue delay on assignment to ETBI for a minimum period of 3 years. 2. At the end of the period of assignment, the officer will return to his/her organisation or be redeployed in accordance with the redeployment arrangements applying at that time. Page 5 of 8

6 3. While on assignment to ETBI, the officer will continue to have access to promotional opportunities in his/her organisation and to other competitions for which s/he is eligible. 4. In the event of the officer s service with ETBI not being satisfactory during the period of assignment, the officer will be returned to his or her organisation. To Apply 5. If the numbers applying for the position are such that it would not be practical to interview everyone, it may be decided to shortlist candidates and call to interview only those who appear to be the most suitable for the position. It is envisaged that interviews will take place in July HR Departments in ETBs will be informed of any member of staff who has applied for an assignment to this role. In addition, the relevant HR Manager will be required to certify that a candidate has worked well in his or her present post, has been satisfactory in general conduct and in respect of sick leave prior to the candidate being offered a position. 9.
