2 Safety Committee Charter Why are we here? To initiate and sustain an agenda of safety culture and performance enhancement for the INGAA Foundation Members What do we do? Oversee the effective development, deployment and maintenance of safety interventions and initiatives across all aspects of the natural gas pipeline industry on behalf of the INGAA Foundation How do we accomplish this? The Committee coordinates with the sponsors and steering committees or approved INGAA Foundation studies as needed to assist and monitor progress, direction and other opportunities for Foundation approved studies that could include (but are not limited to): Training Communication Standardized practices Rewards and recognition programs Joint sponsored programs with other committees of INGAA and other related industry associations 2

4 19a Study - Construction Safety Culture Definition and Training: Background This initiative defines the vision of the desired field safety culture as it pertains to the construction and maintenance of pipelines. For instance, how do we telegraph to folks on the right-of-way that safety is a value that can never be never compromised? 4

5 19a Study Construction Safety Culture Training Develop a safety culture training Video for both employees and supervisors Improving attitude and behaviors-- a safety orientation video Bring awareness and improvement to the overall safety culture Goal: nurture an improved safety by employees and supervisors Foster buy-in and support from all levels of personnel A culture where the good, safety conscientious people have a culture where their behavior is recognized and rewarded Result: safer projects with fewer incidents and therefore, more productive, and higher quality work. 5

6 19a Study - Safety Culture Training: Next Steps Task Group has reviewed the IMCI Foundation for an Effective Safety Culture document, and ensure the principles or elements contained in the 19(a) proposal are aligned with same. Present a final draft of the principals/elements to the safety committee for endorsement and approval. Develop a list of, and speak to potential videographers to request proposal and solicit price and high-level outline. Task Group working on script and planning video production. Planning video during 2 nd Q 2012 to produce minute orientation in both English and Spanish. Speakers to include Owner Companies, Contractors, Field Management, Workers, real Pipeliners with friends and families looking for them to come home at the end of the day or project. 6

7 19b Study System and Repository for Lessons Learned and Best Practices: Background Safety events in pipeline construction are not unique to one Owner/Operator company or construction contractor. With each event, there are Lessons Learned that benefit the parties directly involved and provide preventive benefit industry wide. 7

8 19b Study System and Repository for Lessons Learned and Best Practices: Current State A database has been created for members to share Lessons Learned and Best Practices within INGAA membership. This database is created by you, for you so your participation in sharing Lessons Learned is essential to its success. Historical examples of incidents will be uploaded to start populating the repository. 8

9 19b Study System and Repository for Lessons Learned and Best Practices: Next Steps 1. Establish IT security arrangements between the INGAA website and the Lessons Learned portal. Diamax (INGAA webhost) and Veriforce. 2. Create a plan to market the database to INGAA and INGAA Foundation members. Work with the INGAA Foundation Public Affairs group to draft a communication strategy. 3. Set up the right cultural environment (i.e. a feedback rich environment ) where members will see the high value of being full participants in the effort. Historic examples of incidents would be uploaded to build momentum in populating the repository. 9

10 19c Workgroup - Construction Consensus Safety Guidelines: Background The mission of the 19c Workgroup is to develop Consensus Safety Guidelines for common natural gas pipeline construction activities. 10

11 19c Workgroup - Construction Consensus Safety Guidelines : Current State This comprehensive collection of guidance documents will include relevant pipeline construction topics with an emphasis on enhancing safety performance throughout the industry. They are endorsed by the INGAA Foundation Membership and will support and compliment applicable regulatory requirements. 11

12 19c Workgroup - Construction Consensus Safety Guidelines : Next Steps The published guidelines will need to be validated, endorsed, and used by INGAA Membership. Member organizations are encouraged to compare current safety procedures and contractual requirements to the guidelines and determine whether adopting them (where current practice differs) may stimulate enhanced safety performance through the use of different procedures and/or aligning procedures with those common across the industry. 12

13 Conclusion The nature and make-up of the Foundation provides a unique platform for advancing the safety performance agenda and with your participation and support for these and future safety initiatives, we can make a positive impact industry-wide. Protecting people is the pipeline industry s number one priority and these initiatives are designed to enhance the safety culture and safety management systems needed in order to achieve this goal. However, this work is only as valuable as the degree to which its used by our members. Please do what you can to mobilize your organization to use these work products! The INGAA Foundation is confident that their utilization will produce high returns in our collective goal to prevent harm to construction workers across our whole industry. 13
