2 Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Overall Risk Rating Substantial Substantial Implementation Status and Key Decisions The implementation of the all the project activities completed successfully before the closing date of January 31, 2017, thus enabling significant progress towards project indicator targets. Following successful pilot testing of the e-health system the Armenian Government is making steps towards its nationwide roll-out. Other e-government solutions supported under the project (income and assets declarations, electronic processing of driving licenses and plates, the archive for the electronic document management system, upgraded e-visa and human resource management system in civil service, etc.) have been already completed and launched. In December 2016 the Armenian Government launched the pilot of the new strategic planning framework in the Government Office and six pilot ministries and entities. The project recommendations on human resource management and ethics, will pass political scrutiny as part of a broader legislative package introducing conceptual changes for harmonization, integration of human resource management policy and decentralized administration in public service, which Armenian Government plans to present to National Assembly in the first quarter of /27/2017 Page 2 of 14
