1 POSITION DESCRIPTION POSITION DETAILS: TITLE: Medical Director DEPARTMENT: Mental Health and Addictions REPORTS TO: Operationally: Director of Mental Health and Addictions Professionally: Chief Medical Officer LOCATION: Grafton/Greenlane AUTHORISED BY: Chief Medical Officer DATE: November 2018 OVERVIEW To provide medical leadership of services within the Directorate with responsibility for whole system patient care. This is a Level 2 role. The primary functions of this DHB role are: To provide professional medical leadership and assurance of clinical safety, in the areas of: 1. Professional Governance 2. Quality Improvement 3. Policy & Risk Management 4. Research & Learning To provide medical leadership to ensure the Directorate delivers sustainable results in the organisation s key result areas of: Increased Patient Safety Better Quality Care Economic Sustainability Improve Health Status Engaged Workforce PURPOSE To ensure medical workforce service strategy and service plans,with clear service specifications, are implemented in line with ADHB s strategy and goals and where relevant, regional or national goals, To lead and manage the senior and junior medical workforce ensuring appropriate practice standards and professional conduct To ensure high quality health care and excellent patient outcomes by the medical workforce To provide assurance on the clinical safety of the directorate To actively lead and manage service performance and productivity of the medical workforce To take responsibility for projects as allocated, from time to time, by the CMO

2 KEY ACCOUNTABILITIES LEADERSHIP Leads by example to optimise health outcomes and deliver a patient focused culture Encompasses teamwork, productivity, efficiency and clinical effectiveness, while encouraging personal responsibility and accountability Role models culturally safe clinical practice Models the highest ethical and professional standards of behaviour Actively champions change, innovation and service improvement Develops and maintains positive relationships with key stakeholder groups PROFESSIONAL GOVERNANCE Ensures appropriate clinical resources to meet contracted service delivery Ensures all medical staff have and maintain clinical competence, using credentialing and performance management frameworks Actively seeks to build strong multi and interdisciplinary work teams Ensures all direct reports have an annual performance review and regular one on one meetings Identifies opportunities for individual and service development, ensuring opportunities for continuing clinical education as appropriate. Ensures that RMOs are mentored, supported and that the training and supervision is appropriate for their professional development. Has effective communication channels that ensures all medical staff are informed of organisational changes and have the opportunity to give feedback Manages medical students and visiting clinicians in accordance with ADHB policy guidelines and coordinate visiting individuals to ensure clinical safety is maintained Ensures compliance with requirements for College Accreditation Supports contribution to and participation in relevant professional organisations and activities. OPERATIONAL Engages with direct reports to promote a consultative approach to both planning and service delivery Provides oversight of production plans and waiting lists, ensuring compliance with organisational performance targets. Monitors the work environment and makes adjustments and modifications to optimise the use of resources ensuring clinical and business plans are delivered. Delivers service financial performance according to budget Plans and delivers service level capital expenditure Implements change management programmes related to service delivery improvements Ensures all medical staff are adequately informed of service goals and performance. Prepares reports for the Director for the Board, and Board subcommittees Delivers teaching and supervision according to professional group needs and entitlements Is responsible for the medical workforce. QUALITY IMPROVEMENT Develops and reports on appropriate medical and/or clinical performance measures, including patient safety measures Encourages and supports innovation from the medical workforce Participates in quality improvement activities, including patient safety initiatives, in line with organisational/regional plans Enables patient and family centered service delivery, and strives to enhance the patient experience Supports and develops clinical research, including audit of patient outcomes POLICY & RISK MANAGEMENT Establishes standards of practice/protocols and ensure communication of such to all relevant medical staff in the service Develops and recommends policy and procedures appropriate to the service and medical workforce Ensures all legislative, regulatory and training entity requirements are met Actively promotes Health & Safety and encourages staff to identify opportunities for improvement to

3 reduce risk to staff and the organisation Routinely reviews patient feedback, including complaints, and ensures that issues are addressed in a timely and appropriate fashion Benchmarks service standards and continuously improves where required Ensures all medical staff are appropriately registered and credentialed for assigned clinical duties Ensures all new appointees are orientated to the service and aware of organisational values, goals, policies and procedures RESEARCH & CRITICAL APPRAISAL Ensures high quality formal research and clinical audit activity as the basis for best practice based on evidence Ensures critical evaluation of new technologies and treatments, referring to the Clinical Practice Committee as necessary.
