2 PRIMARY PURPOSE OF POSITION: Under the direction of the CCU Project Manager, the primary functions of the Safety Officer are to actively support the creation of a dynamic safety culture across Port of Townsville Limited (POTL), to assist in the management and improvement POTL s safety management systems, to contribute to the achievement of POTL s business objectives and to ensure compliance with legislative and organisational requirements. The primary areas of influence for the Safety Officer role will be in regard to supporting: Safety Leadership & Accountability WH&S vision & Strategy Management Systems, Policies and Standards Site safety knowledge depth Risk Management Targets, Metrics, Indicators and Reporting SELECTION CRITERIA: Essential SC1 Relevant qualifications and accreditations in workplace health and safety, incident investigation, a working knowledge of rehabilitation management and/or experience in managing workplace health and safety in a relevant industry at a similar level. SC2 Demonstrated experience as a workplace health and safety officer and the ability to identify workplace hazards by analysing industrial processes, operations, plant and work practices and provide practical guidance and advice on the application of workplace health and safety legislation, technical standards and codes of practice. SC3 Demonstrated understanding of and experience in safety management systems to AS/NZS4801:2001 standard. SC4 SC5 SC6 Demonstrated ability to apply risk management principles and to generate and implement creative strategies to control hazards and improve health and safety conditions. Highly developed interpersonal and communication skills with proven ability to develop and deliver the appropriate advisory, education and information services to management and other employees. Proven technical skills, including a high level of competence with MS Word, Power Point and Excel. Desirable SC7 SC8 Experience with behavioural-based safety management Experience with WH&S in a mining, maritime or port related industry. 3 POSITION REQUIREMENTS: MANDATORY Proven teamwork skills and demonstrated ability to influence others within a Health and Safety environment. Relevant qualifications and accreditations in workplace health and safety or experience in workplace health and safety in a relevant industry. Working knowledge of the Work Health and Safety Act 2011 (Qld) and associated regulations. Working knowledge of all other relevant legislation, associated regulations and codes of practice. Working knowledge of AS/NZS4801:2001 Safety Management System. Sound knowledge of risk management systems processes and practices, including incident investigation techniques. Excellent oral and written communication skills. Proven ability to satisfy the position responsibilities and behavioural expectations outlined in this position description. High level of negotiation, problem solving and analytical skills. High level of competence in Microsoft Office applications (e.g. MS Word, Excel, Power Point etc.) Possession of a current Queensland Open Manaul Driver s Licence. DESIRABLE Certificate IV (or higher qualification) in Health and Safety. Certificate IV in Workplace Training and Assessment. Qualifications to carry out internal management system audits. 5 POSITION RESPONSIBILITIES: The Safety Officer is responsible for the following: Key Responsibilities Safety Leadership & Accountability Consistently demonstrate safety leadership within and on behalf of POTL. Performance Standards/Results Set a high standard for POTL within the CCU Project as safety representative, demonstrate visible leadership and commitment and help drive personal accountability among all personnel. Influence outcomes achieved through establishing strong interrelationships between the Safety team and other teams. Be prepared to review, change and flexibly manage all plans subject to the needs of the business and anything else required by the Manager Safety. WH&S Vision & Strategy Achieving desired outcomes through proactive planning, transparent communication, engagement and effective resource management. Understand and be able to articulate the Business Unit Plan. In line with the corporate direction, support the implementation of Business Unit Plans. Initiatives are implemented on time, on budget and with the desired outcomes. Challenging of historic practices in a positive way and to support the creation of strategies to continuously improve. Management Systems, Policies and Standards Monitor and continuously improve POTL s Safety Management System and all its components to AS/NZS4801:2001 standards. System complies with AS/NZS4801:2001 and retains external certification to this Standard. Take a hands-on approach to supporting the effective integration of CCUP management systems, policies and standards, including but not limited to performing workplace inspections, system audits, maintaining risk registers, incident reporting and SDS libraries. Site safety knowledge-depth Facilitating the establishment of a common safety knowledge-base to underpin and enable the desired outcomes to be achieved. Support an increased understanding across CCUP/POTL of the concepts behind effective safety management and their practical application required to achieve tangible outcomes. Coordination of statutory training and of common safetyrelated competencies required by all POTL workers. This may include but is not limited to fire safety, confined space, first aid and TAKE-5. Support Business Unit Managers and Frontline Leaders by facilitating the integration of incident investigation skills across POTL. When required, the incumbent must demonstrate the ability to effectively deliver quality training programs that account for the audience, the strategy and the intended outcomes. Page 5 of 7

6 Key Responsibilities Risk Management Management of all sources of risk in a proactive and positive manner through competent risk management, including hazard identification and incident investigations. Targets, Metrics, Indicators and Reporting Facilitating performance management at the site, team and individual level within POTL to enable outcomes to be achieved via data-based decision making, feedback and reporting. Perform any other duties as allocated by the Manager Safety Performance Standards/Results Effectively use and contribute to the improvement of the risk management process through cyclic review, analysis and mitigation of risk. This includes but is not limited to assessing POTL s work activities, reviewing Job Safety and Environmental Analysis (JSEA s) and work statements and assisting in developing controls. Support initiatives to establish and maintain a common knowledge base across POTL. Support the effective prioritisation, delegation and communication of work to mitigate risk. Demonstrate that when incidents occur where the Safety Officer is required to provide support that the investigations are carried out to a high quality and root causes are accurately identified, documented and mitigated. Undertake the role of Rehabilitation & Return-to-Work Coordinator, including lodging and managing WorkCover claims. Demonstrated ability to interpret information and then to base decisions on an accurate analysis and done with a level of sophistication reasonably expected of a safety professional. Be able to articulate what the targets, metrics and indicators mean to workers.
