2 ABOUT THE CITY OF BRANDON Brandon has been nicknamed the "Wheat City" in honor of its rich agricultural heritage and reputation as a prosperous farming community. It is situated in the southwest corner of the province of Manitoba and is the second largest city in Manitoba. Brandon covers an area of 43 square kilometers (26 square miles) and its official population according to the 2016 Census is 48,859. However, its trading area population is estimated at 180,000. Brandon is the little city with the big heart and has twice been voted one of the top ten cities in Canada in which to live by Chatelaine magazine and is a progressive community with a quality of life that must be experienced to be appreciated. ABOUT THE BRANDON POLICE SERVICE The Brandon Police Service (BPS) has a rich history of providing policing services to the City of Brandon since July 12 th, Today s BPS is seen as a leading-edge organization with a positive reputation within Manitoba and, in fact, within Canada. With a dedicated compliment of 88 sworn police officers and 38 civilian employees, a full range of services are offered to the residents of our great City and to those who visit as well. The BPS is led by an Executive Team made up of the Chief of Police as well as two Deputy Chiefs of Police. The Police Service is organized into two main work areas, those being Operations and Support Services, with each being led by one of the two Deputy Chiefs. Operations is comprised of the Crime Section, the Patrol Section and the Emergency Response Team. Support Services is comprised of Administrative Support and Operational Support One of the greatest advancements in the BPS over the last few years has been the introduction of the Crime Analyst Program. The highly trained and skilled civilian employee in this position has helped the Police Service advance from being reactionary to being more proactive in terms of response to crime and call issues. Partnerships are very important in the realm of public safety. The BPS led an initiative and partnered with multiple human service providers in the creation of the Community Mobilization initiative HUB model. This partnership addresses issues faced by individuals or families who are at an acutely elevated risk of involvement in crime, being victimized by crime or who at great risk of self-harm. The BPS also enjoys a great relationship with Indigenous Peoples and organizations that represent the interests of Indigenous Peoples. In September of 2016 the BPS was recognized by the Indigenous Community in a ceremony to remember the impacts of the Residential School system held at the BPS Headquarters. The face of Canada is changing and the BPS is changing to meet the needs of newcomers to our country. The BPS partners with the Westman Immigration Services to aid the transition of newly arrived people to Canada. In addition, the BPS works with a variety of local cultural groups to form strong relationships and greater mutual understanding. THE OPPORTUNITY The Chief of Police facilitates the operations of the Brandon Police Service and ensures the seamless delivery of services to the community. This position is also responsible for maintenance of social order by preservation of peace, prevention of crime and the apprehension of criminals and offenders. CITY OF BRANDON Chief of Police 1

3 KEY RESPONSIBILITIES Planning & Service Delivery Ensure efficient operations of the Police Service through planning, organizing, directing and controlling of resources. Maintain effective relationships with the Community and Senior Officials in the Service of the Attorney General, Department of the Solicitor General, Canadian Association of Chiefs of Police, Solicitor General, Federal Solicitor General, representatives of the Judiciary, RCMP, other Manitoba Municipal Police Services and Canadian Police Services in order to coordinate activities of the Brandon Police Service within the Criminal Justice system. Ensures the Service and Division(s) are providing services in keeping with the Police Service s vision and guides the Service in developing and maintaining plans for the continued delivery of services. Develops short and long-term goals with objectives for the Service and ensures employees have the necessary understanding, skills, training, and resources to achieve the objectives. Implements plans for managing growth and ensures marketing and developmental opportunities for the Police Service are pursued. Establishes efficient work systems and procedures to meet the objectives of the Police Service. Leadership and Employee Development Supports an environment that encourages creative thinking and innovation; stimulates others to learn; and inspires others to perform to their highest potential. Manages appropriate succession and training plans and ensures employees are sufficiently prepared to perform their duties. Influences and inspires others to achieve goals and objectives. Builds and maintains positive and healthy relationships. Leads others in adapting to innovative work environments and ensures awareness on Police Service initiatives, decisions, committees, policies, etc. is communicated. Promotes and guides others to understand delivery of effective services and achievement of objectives and their interrelationship. Promotes harmonious employee relations while guiding and coaching employees, supervisors, and other managers. Demonstrates a commitment to the organization by actively participating in committees, programs, and organizational initiatives. Management and Administration Develops and ensures maintenance of capital and operating budgets, personnel needs, and resource requirements. Interprets legislation, regulations, by-laws, policies, etc. as they relate to the BPS services and employees. Ensures maintenance of and compliance with policies and procedures including administrative policies, collective agreements, safety procedures, government regulations, City bylaws, etc. THE PERSON A Degree from a recognized Post-Secondary Institution in a related field or a combination of experience and professional training in Management, Human Relations, and Social Sciences. A graduate from Canadian Police College or a Recognized Training Facility in advanced Police Administration and Executive Development or equivalent. Holds a valid and subsisting Class 4 Province of Manitoba driver's license. Experience in managing for efficiency and effectiveness to bring about change in a municipal and unionized environment. A minimum of 10 years of progressively responsible experience within a Police Service. Minimum of five (5) years in progressive leadership positions COMPENSATION A competitive compensation package will be provided including an attractive base salary and excellent benefits. 4 PRIME SKILLS AND ATTRIBUTES Cognitive Capacity Possesses the ability to understand and respond strategically to the complexities inherent in police service. Has a strong ability to deal with complex and divergent issues and how these impact the police organization and the development of policy. Strategic Leadership - The incumbent, while primarily focused on the public good, is cognizant a variety of factors exist that will influence the success of strategies and policy implemented. The Chief will be able to coach or mentor colleagues to understand the bigger picture and work collegially to define and deliver key business solutions/results. Creativity The Police Chief will respond to challenges with innovative solutions and policies, and will demonstrate a willingness to question conventional wisdom as a means of serving the public. The individual will use intuition, nonlinear thinking, fresh perspectives and information from non-traditional fields to generate new and imaginative ways to succeed. Credible The leader of the Police Service will be able to build rapport with various stakeholders to coordinate activities and will utilize a collaborative approach to getting the work done. The Chief will demonstrate business acumen combined with respect for staff and self in the pursuit of the Board s mission statement. Visioning Police Chiefs champion the vision of the Police Service and the Police Board. They describe the future of the service to the public in compelling terms, promoting enthusiasm and commitment in others. They explain how the vision incorporates the Police Service culture and values. Action Management Police Chiefs are action oriented individuals who are exceptional at anticipating the consequences of their strategies. They consider the common good and their efficiency in carrying out policies that ensures the public is served. Police Chiefs make things happen and they get things done: they are known for their ability to accomplish objectives. Organizational Awareness Chiefs understand the inner workings of government, the civic service and their own organizations in terms of structure, processes and key players. Organizational awareness allows one to set the stage when making strategic decisions, and will help the service to satisfy its mandate. Chiefs ultimately build positive, open and honest relationships with members of all key constituent groups. Teamwork Service to the public compels Chiefs to contribute actively and fully to team projects by working with other civic leaders and colleagues in a collaborative fashion. They should solicit and provide information that could affect planning or decision making by encouraging others to offer their ideas or opinions. Partnering Police Chiefs work with partners to create policies that support an integrated delivery of police service. Partnering utilizes a high degree of collaboration and diplomacy to make decisions that best serve the common good of the community. Interpersonal Relations Police Chiefs interact effectively with key constituents in order to advance the work of the Police Service. 5 Communication The individual must communicate in a compelling and articulate manner that instils confidence that the vision of the Police Service meets the needs of the community. The Chief will use a variety of communication vehicles to foster open, honest communication within their own organization and across the civic service. Stamina / Stress Resistance The incumbent must sustain high energy levels to meet the ongoing challenge of protecting the public interest. Their ability to manage stress and remain energized in the face of difficult demands will be a source of inspiration to others. Ethics and Values The incumbent will treat people fairly and with dignity. As an individual, they are willing to admit mistakes, even in the face of adverse consequences. Their principles act as an internal compass to guide their behaviour, allowing them to uphold the personal, social, and ethical norms of the Police Service. Personality The Police Chief will possess the ambition to set challenging goals and the tenacity to pursue them over the long term. They have the stability and self-control to maintain focus and composure in the midst of complex or stressful situations. Behavioural Flexibility The Police Chief will adjust their behaviour to the demands of a changing work environment in order to remain productive through periods of transition, ambiguity or uncertainty. They can adapt to different situations and respond quickly to emerging opportunities and risks. Self Confidence The individual will be confident and self-aware, and will be self-directed as opposed to otherdirected. This inner strength will be the anchor that enables them to use their competencies to the fullest, and to distinguish a challenging task from an impossible mission.
