Identify good institutional practices with examples drawn from current country experiences. It is not aimed at creating an index, or rank countries against one another The information collected will be used to: Draft the country chapter of the 2018 PCSD Report. Develop, at a later stage, a set of process indicators to support countries in monitoring SDG17.14.

5 Structure of the Survey: Eight Building Blocks for PCSD Questionnaire How does the PCSD mechanism seek to engage the support of political leaders for greater coherence in SDG implementation? How does the PCSD mechanism support the integration of the SDGs into domestic and international policies How are short-term pressures managed to avoid deviating from long-term SDGs in the context of PCSD? What is the role of the PCSD mechanism for adjusting policies as new information becomes available on negative impacts? How does the PCSD mechanism support the coordination of the SDGs in domestic and international policies? How does the PCSD mechanism support the alignment of actions undertaken at different levels of government for achieving the SDGs? What role is the PCSD mechanism playing in addressing potential conflicts of interest among stakeholders? What is the role of the PCSD mechanism in monitoring and reporting the effects of domestic policies on other countries? 6 Some ways of tracking progress COORDINATION POLICY INTEGRATION Focus Expected performance Governmental bodies - Ministries, departments and agencies from different levels of government Officials from different ministries and levels of government share information and define responsibilities to improve efficiency and effectiveness in achieving the SDGs Decision-making process - Inter-ministerial body s strategic decisions regarding how to address the SDGs Planning, budgeting and specific actions are taken to achieve the SDGs, not each sectoral or organisation s goal (LOW) Degrees of performance National, subnational and local levels of government share information about their priorities, programs and resources. Inter-ministerial body has the capacity to adapt and modify the operation of sectoral programs and in each sector for achieving the SDGs (MEDIUM) As a result of the exchange information, the national government aligns priorities in sectoral programmes for achieving SDGs The inter-ministerial body has the capacity to merge programmes where critical sectoral interactions are well known and takes a more integrated perspective for achieving the SDGs (HIGH) A working group with official from different ministries and levels of government works to adapt and align the implementation of their programs The inter-ministerial body has the capacity to create new instruments and develop guidelines on how to use resources at different levels of government for SDG implementation

8 Issues for discussion Are the eight PCSD building blocks applicable across country settings? What is missing? What process indicators are already available in countries that could be used for assessing progress in enhancing institutional and policy coherence for SDGs? What national-level tools and initiatives exist for monitoring SDG interactions and transboundary policy effects? What works and what doesn t? Are you working with your statistics offices on issues relating to SDG target 17.14, both in terms of developing national-level indicators and the proposed global indicator that UN Environment is responsible for? What should the role of the OECD be? How can we best support your efforts to track progress on PCSD?
