1 People and Culture Specialist ( Grants) Location: [Africa] [Tanzania] Town/City: Dar es Salaam Category: Human Resources Purpose of the position: To provide effective, transparent and legally compliant grant staffing services to WVT focused on delivering quality ministry to the communities and children we seek to serve. This is accomplished through the forecasting, sourcing, screening, assessment and placement of executive, professional and technical personnel in a timely and cost effective manner. This will require a strong customer service orientation along with the ability to anticipate emerging organizational staffing trends and external market trends. Duties and Responsibilities Grants Workforce Planning & Needs Assessment. Develop, build and maintain relationships with hiring managers in order to fill all grant vacancies in a timely manner. Build capacity to hiring managers and proposal development team to engage with Grant Staffing policies, procedures and systems, as required. Support hiring managers in assessing grant vacancy requirements/recruiting needs and developing recruitment strategies and plans for the coming fiscal year. Page 1/9

2 Provide end-to-end process support to hiring managers to fill specific grant vacancies. Provide direct consulting with management on employment procedures and assistance (e.g. interviewing techniques). Coordinate grants recruitments. Work with finance team to develop staff related budget. 2.Management of WVT Grants Staffing Recruitment and Selection Process Grants Candidate Sourcing & Screening: Develop and maintain multiple channels and networks to build a deep, diverse, and reliable sourcing pool from a specified country or group of countries. Proactively identify and develop effective sourcing strategies (e.g. networking contacts, system queries/searches, religious institutions, College/Universities presentations). Develop, design and implement recruiting plan for assigned positions (e.g. advertisements, networking tools); write advertisements and job postings using WVT guidelines/templates. Maintain knowledge of and sensitivity to the constantly changing environment of the marketplace relative to the sourcing and recruitment of qualified professionals.

3 Conduct effective screening, interviewing, and assessments for the best candidates for a position match. Develop, build and maintain candidate relationships through ongoing communications regarding questions, updates and status during the interview process. Interviewing & Selection: Provide regular updates to hiring managers on search progress. Shortlist candidates for assigned positions and present candidate short-list to hiring managers. Coordinate background screening (e.g. police, child protection, reference checks, etc.) Capture and manage candidate interview results and selection decisions. Provide feedback to candidates on interview results and selection decisions. Offer, Feedback, Closing & Orientation/On-boarding of Grant Staff: Negotiate offer with selected candidate within limits specified by the current HAY grade salary Draw up and issue contract/offer letter for candidate.

4 Initiate PAF paperwork based on candidate acceptance for all international candidates for WVT Grants. Coordinate with International Staffing Administrator to ensure appropriate orientation/on-boarding support is provided to new Grant hires. Work with support services to ensure all work permit are secured for all International staff in Grants. 3.Performance Management Coordinate the setting of performance agreements for Dar Office staff Ensure Dar staff are trained and coached on performance management as well as facilitate capacity building to line managers on performance management. Ensure mid-year review and annual performance appraisals are done accordingly and an analysis is provided within the required deadline in alignment with the organization strategy, standards. Link with performance and staff development focal person to follow-up on completion of probationary appraisals within the required time limit (probationary period) and issue of confirmation end/extension letter as well as implementation of any recommendations resulting from the probation 4. Capacity Building Build capacity to proposal development team on how to develop job descriptions

5 and job grading (will also facilitate HAY Grading Process where required) Facilitate staff capacity building on HR issues and labor laws for healthy and safe working environment to Dar staff. 5. Staff Relations Provide guidance to Dar staff on employee relations issues, grievance and disciplinary procedures and promote sound employee relations for Dar staff. 6. Reports Ensure quality and timely submission of the desk reports. Qualifications: Education/Knowledge/Technical Skills and Experience The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training: Minimum Qualification required: MA Human Resources, Public Administration, MBA, or related field Human Resources, MPA HRM (Public Administration). Experience: 5 years of on the job training in recruitment and or human resources management. Technical Skills & Abilities:

6 Experience in recruitment of executive, professional and technical positions is required. Experience in international/global workforce is essential, preferable in Tanzania. Working knowledge of Humanitarian NGOs is desirable. Knowledge of emergency relief contexts Experience in forecasting of workforce/staffing needs preferred. Ability to manage all recruiting processes (applicant sourcing, resume screening, applicant assessment and interview, negotiating contracts). Targeted Selection certification or behavioral interviewing is a plus Must be a team player, collaborator, and able to effectively network amongst all levels within and outside of the Partnership. Must have strong interpersonal, negotiation and oral/written communication skills. Ability to provide high-level customer service required. Ability to work in a fast-paced environment and accomplish multiple tasks simultaneously. Possess cross-cultural sensitivity, knowledge of and ability to work with people of diverse backgrounds. Demonstrated computer literacy to include experience in tracking recruitment

7 outcomes/metrics. Good knowledge of normal organizational policies, Tanzania labor law and legal requirements Good skills in conflict resolution/problem solving, teamwork, crisis management, training facilitation and coaching. High level of commitment and working with minimal supervision.. Well-organized in work and filing systems. Fluency in English (written and verbal skills). Strong computer skills (MS Word and MS PowerPoint), with solid proficiency in managing databases and MS Excel. Other Competencies/Attributes: Must be a committed Christian, able to stand above denominational diversities. Perform other duties as assigned. Working Environment / Conditions: Work environment: Office-based some travel to the field Travel: 5% domestic travel is required.

Perform other duties as required Technical Skills & Abilities: Should have been involved in Project Design and Implementation, monitoring, evaluation and reporting. Thorough understanding and experience in Resilient and Livelihood concepts. Prior experience with participatory livelihoods asset inventory and development at the community level Thorough understanding and Experience in quantitative and qualitative data collection methods, including sampling, survey design and data analysis Understanding of a cluster level planning and design of projects Experience in the application of Results-Based Management framework Ability to communicate cross-culturally and be cross-culturally sensitive Computer and Internet skills including word processing, graphic presentation and
