Proposals must be received no later than 2:00 pm, on Tuesday, November 27, All responses must be in a sealed envelope and have BERKELEY MARINA AREA SPECIFIC PLAN (BMASP) & DRAFT ENVIRONMENTAL IMPACT REPORT (DEIR), and Specification No C clearly marked on the outer most mailing envelope. 2 Addendum C Questions and Answers for Specification No C BERKELEY MARINA AREA SPECIFIC PLAN (BMASP) & DRAFT ENVIRONMENTAL IMPACT REPORT (DEIR) The City of Berkeley has received questions from some potential respondents regarding Specification No C, BERKELEY MARINA AREA SPECIFIC PLAN (BMASP) & DRAFT ENVIRONMENTAL IMPACT REPORT (DEIR). In an effort to provide the same information to all, listed below are the questions received to date, with responses from City staff. 1. Q. Can you give me some insight about the total anticipated budget for the project? 1. A. The City has allocated $150,000 as a placeholder for this work. Additional City funding is being requested and will be determined once the proposals are received. 2. Q. Is there room in this request for big ideas, urban design, waterfront design, business plan ideas, marketing study lessons from Bay area waterfronts and marinas National, Global? Can deliverables include renderings, videos, models, web sites, etc in addition to plans? Would there be room to respond with something unorthodox and to form a dream team to create a waterfront as prominent as the city of Berkeley itself? 2. A. Alternative scope of services are welcomed as long as the alternative scopes are to complete the work as described in the RFP more efficiently, per page 5 of the RFP, The Scope of Services listed below is not definitive and is intended only as a guide to illustrate the minimum project requirements. All prospective consultants are encouraged to proposed additional alternative scopes to produce a more efficient approach to complete the specific plan. The big ideas as referenced in the above question shall comply with current, and/or future amended goals and policies governed by, such as but not limited to, City zoning, City General Plan, Marina Master Plan, State Lands Commission etc. The idea to create a waterfront as prominent as the city of Berkeley itself will be evaluated by the City during the community engagement process. Proposals shall focus on the goal of Berkeley Marina Area Specific Plan, as stated on page 2 of the RFP. 3. Q. The RFP states that the goal of the Berkeley Marina Area Specific Plan (BMASP) is to provide a path for achieving a financially self-sustainable, publicly-owned marina area with infrastructure and amenities to support current and future community needs, while adapting to climate changes and promoting environmental stewardship. However, it is not clear how much of the necessary work to understand vulnerability to sea level rise and to identify adaptation strategies is expected to be part of the project. Can you clarify?

3 3. A. The City will be conducting a separate sea-level rise vulnerability assessment including adaptation strategies at the Berkeley Marina. The assessment is scheduled to be completed by June, This sea-level rise assessment will then inform the development of the BMASP. 4. Q. The RFP indicates 4 required elements of a proposal: consultant identification, client references, price proposal, and contract terminations (IV. Submission Requirements). Understandably, the selection criteria (Section V) speak to experience, qualifications and organization, approach, and other factors. Could you clarify your expectations for the contents and organization of proposals? More specifically, how should the consultant demonstrate our qualifications? 4. A. The City does not have a preference on how the contents of the proposals should be organized. The criteria to demonstrate Qualifications are outlined in the RFP Section IV Selection Criteria, #2. It is at the discretion of the prospective consultant to prepare a proposal that would fulfill the requirements outlined in the RFP. 5. Q. Will the annual financial reports be available for all of the marina's revenue-generating leases/concessions for the past 5 years, or perhaps 10 years? 5. A. Yes, the revenue-generating financial reports are available and will be provided to the selected consultant. 6. Q. Will historical berth occupancy and rates (by berth size) be available for the past 5 years, and preferably 10 years? 6. A. Yes, the historical berth occupancy and rates are available and will be provided to the selected consultant. 7. Q. In the RFP Section II, Task 1, A. Project Initiation. Will the City form a steering committee to guide plan development? If so, can you provide information on what departments would play an active role in the process (labelled as City Staff under the Meeting Assumptions sections)? 7. A. The City will form a project management team to lead the development of the BMASP. The City project management team will consist of the following departments: Parks, Recreation &Waterfront, Planning & Development, Public Works, and City Manager s Office. 8. Q. In the RFP Section II, Task 1, D.1. Community Engagement #1: a) Who are the City s community engagement partners and what would be their roles

4 in this process? b) The last sentence states the overall responsibilities for outreach, communication, engagement, and meeting facilitation will be the responsibility of the City. What is the expected facilitation roles of the Consultant team? 8. A. a) The Berkeley Marina Area is a large recreational land and water area that serves patrons throughout the Bay Area region. During this planning process, community engagement partners may consist of any interested parties from the general public, as well as specific entities currently at the Waterfront (e.g., berth slip holders, sailing clubs, charter boats, ferries, restaurants, hotel, boat yard, other commercial tenants, as well as environmental and recreational groups, tourists, etc.). b) The expected roles of the consultant team are defined in the RFP Section II, Task 1, D.1. Community Engagement #1 as, Consulting team members will provide graphics and text materials for these workshops/meetings and will attend the meetings and participate in presentations and discussions. 9. Q. The terms General Community Meeting, Community Meetings, and Community Engagement are all used within the Scope of Services Section of the RFP. Can you provide an indication if these terms are used synonymously or if they hold differing intent (ie. are some intended to engage the public at large and others focused on more specific Stakeholder groups, etc.)? 9. A. In the context of the RFP, these terms are used synonymously. 10. Q. To what extent the City wants building and infrastructure condition assessment to be covered in the Specific Plan work. To what extent can we rely on existing studies, and for what buildings and infrastructure is a condition assessment needed? 10. A. The scope of work related to building and infrastructure condition assessment is stated in the RFP Section II, Task 1, B. Baseline Evaluation of Existing Conditions. Also stated in the RFP Section I, Background, Previously adopted documents related to the BMASP, the previous condition assessment reports are provided on online at: The intent is for the prospective consultant to propose a methodology on how to make the best use of the currently available documents, and identify where additional assessment is needed to support the goal of the BMASP. Amendments to the Request for Proposals: 1. Section I.
