1 Job Description and Person Specification Last updated: September 2016 JOB DESCRIPTION Post title: Academic Unit/Service: Faculty: Head of Southern Universities Network Student Recruitment and International Relations (SRIR) Professional Services Career Pathway: Management, Specialist and Administrative (MSA) Level: 6 *ERE category: Posts responsible to: n/a Director of UK Student Recruitment and Outreach Posts responsible for: Total ~ tbc (minimum of 20) Post base: Office-based at the University of Southampton with regular regional and occasional UK travel Job purpose To lead the National Collaborative Outreach Programme (NCOP) being delivered by the Southern Universities Network (SUN) and ensure effective strategic deployment of significant resources (~ 6m budget for January 2017-December 2018, with possible extension to December 2020). To provide high level leadership and to shape the strategic direction for the programme of collaborative outreach across the six partner universities, i.e. Arts University Bournemouth, Bournemouth, Portsmouth, Southampton, Southampton Solent, and Winchester, in accordance with the aims and objectives of the NCOP. To lead the team delivering the NCOP, both centrally at the University of Southampton, and provide leadership for the teams based in the six partner universities (total staff headcount of c. 20). To work closely in collaboration with senior figures (e.g. Vice-Chancellors, Head teachers, Principals, Chief Executives) in SUN partner organisations in Dorset, Hampshire and the Isle of Wight, including universities, schools and colleges, local authorities, Education Business Partnerships, Local Enterprise Partnerships, and third sector groups. To be responsible for the development of a delivery strategy for the project plan to meet stretching targets set by HEFCE for activity and outcome measures, including increased progression rates for underrepresented students to higher education. To lead the setting of the SUN s own targets in accordance with those of the NCOP. To ensure that the budget is effectively and efficiently deployed. To be responsible for working with the Finance Department, Legal Services, the Procurement Service and other relevant stakeholders on the development of service level agreements and other service delivery

2 mechanisms, along with professional standards, best practice, regulations and code of practice, for example around child protection. To advise and influence senior management, providing expert guidance on all matters relating to the SUN partnership and collaborative outreach across the six partner universities, liaising with other senior leaders, including those from HEFCE, schools, colleges, and other organisations. 3 Key accountabilities/primary responsibilities 1. Lead and shape the strategic direction of the National Collaborative Outreach Programme, working closely with the six partner universities and other key stakeholders. 2. Manage the central project team based at the University of Southampton (5 fte) and with the local institutions have shared management of the Project Officers based at the six partner universities and other stakeholders (number tbc). 3. Regular senior level liaison in terms of programme strategy, policy and activity with key stakeholders such as schools, colleges/sixth forms, local authorities, Local Enterprise Partnerships, Education Business Partnerships, and third sector organisations. Ensure resolution of issues that may arise within the partnership and for addressing any child protection issues with partners. 4. Provide high level advice on widening participation strategy, policy and data to the Southern Universities Network Management Group at a senior level (Deputy/Pro Vice- Chancellor level) and Steering Group (Heads of WP/Student Recruitment level), as well as producing regular written reports and drafting papers for these high level groups. 5. Responsibility for raising the profile of the Southern Universities Network regionally and nationally, representing the SUN at conferences, meetings and other fora 6. With support from finance staff based at the University of Southampton, responsible for the project budget (~ 6m for January 2017-December 2018, with a further two year s funding predicated on successful outcomes) 7. Proven strategic leadership experience in a range of demanding and influential roles. Membership of relevant professional body. PRINCE2 or similar project management qualification. Postgraduate qualification in Education or related field Significant knowledge and experience of widening participation issues Senior experience of leading outreach and widening participation in an educational organisation Comprehensive knowledge of the secondary, tertiary and higher education sectors. Able to lead a number of areas of work (collaboration and partnerships, strategy, financial control, and service delivery), to ensure that each is managed and delivered to time/ budget.
