He has worked with clients in the Canadian, Ontario, Saskatchewan and New Brunswick public services. Willy has an MA in Public Administration from Carleton University and is a published author of research in leadership and organizational behavior. He is accredited by the Human Capital Institute as a Master Human Capital Strategist MHCS), by the Project Management Institute as a Project Management Professional (PMP), and by the International Society for Performance Improvement as a Certified Performance Technologist (CPT). PROFESSIONAL ACCOMPLISHMENTS 2009 Designed and facilitated implementation of a leadership talent pipeline for the RCMP. Provided leadership development services to multiple clients within the RCMP Wrote the Business Case and Implementation Plan to establish an integrated leadership development and performance improvement program in the Royal Canadian Mounted Police and secured approval $10.0 Million in ongoing program funding Provided leadership and subject matter expertise to design and implement a performance improvement process in the RCM P using HPT and resulting in significantly improved front line police performance Delivered multiple executive and management development programs for the Saskatchewan Government Facilitated the renewal and repositioning of the Canada Customs & Revenue Agency Leadership Program Designed and delivered a custom leadership development program to facilitate transition in the Department of Western Economic Diversification Winning Proponent Ontario Leadership Program: Competed against KPMG, Ernst & Young, Western School of Business, Queen s University School of Policy Studies Organized a transition support strategy for the Canadian government s executive cadre. 2 1989 Developed the first Agency Management Program and participated in the development of the first Advance Management Program for senior officials. Delivered the leadership and management component of this program. Provided coaching and feedback as required. Facilitated learning activities at the Deputy Minister, Head of Agency, and Assistant Deputy Minister levels Co-wrote the start-up plan for the Canadian Centre for Management Development. Developed and implemented a case program in support of management development. This is the first time such a program had been established in the federal government. Grew the program to 100+ case studies for use in management assessment and development.
