1 POSITION DESCRIPTION Salary range: Professional Officer Band, Level 1-6 Hours of work: In Accordance with the New South Wales Nurses and Midwives Association (NSWNMA) Employment Enterprise Agreement Status: Approved Position: Professional Officer (WHS) Reporting to: Manager Professional Services Positions directly reporting to this position: NIL 1. Purpose and scope of your position: Purpose To identify current emerging occupational health and safety issues (WHS) that may impact on nurses in their workplace. Investigate, undertake research and analysis and determine the best outcome or position for our members. To represent the WHS and professional interests of members of the NSWNMA at all forums attended. To lobby appropriate agencies and stakeholders to promote the best interests of our members. To positively represent the values and principles of trade unionism. Responsibilities 1. To recruit members to the Association. 2. To respond to and meet the information needs of members. 3. To identify potential WHS of interest or concern to the members and the Association and respond accordingly.

2 4. To develop and review all WHS Association policies in a timely fashion. 5. To provide information and professional advice to both internal and external stakeholders. 6. To actively represent the Association in a wide range of forums. 7. To actively participate as a member of the professional Services Team. 8. To provide a quality professional WHS service to our members. 9. To improve own professional skill and knowledge relevant to the position. 10. To consult with members where necessary. 2. Specify critical competence (skills) requirements for this position: Demonstrated analytical and research skills Demonstrated experience in the preparation of detailed submissions and report writing Demonstrated experience in project management, policy development and broad research skills A self motivated person who is able to work independently as well as in a team and is able to meet deadlines and manage several issues simultaneously Excellent communication skills both written and verbal Experience in and/or tertiary qualifications in relevant field A clear understanding and commitment to trade union principles Knowledge of contemporary nursing and health industry standards and issues related to the WHS of nurses at all levels Public speaking experience and presentation skills

3 Well developed information technology skills with proven competence in the application of Microsoft Office 3. Define the authority and influence of the position: By personally participating in activities related to the development of a fairer more just society, such as rallies, marches, protests etc. By participating and developing campaigns for the NSWNMA to reach a planned and constructive outcome for our members. Authority to guide and influence discussions in external and internal forums to achieve the best outcome for our members and the Association. Authority to influence the response of the Association in responding to submissions etc. Authority to best position the Association in external discussions and debate to influence change for the Association and its members.

4 Authority to represent the views of the Elected Officers and the members at various forums. Authority to convene meetings of the Reference Groups associated to particular portfolio responsibilities according to the Terms of Reference of the group. As the Manager relief is rotated within the team there is an authority to undertake the role of the Manager and oversee the leave provisions and general management of the Professional Services Team during these periods. 5. List the goals and deliverables of the position: Main objectives Expected deliverables Submission and report writing, policy analysis etc Networking and alliance formation with key stakeholders Undertake research to develop ideas and solutions when responding to issues Identify potential OHS issues and respond accordingly Education of members on OHS issues both formally and informally Actively participate in team activities Attend seminars, conferences etc to keep own knowledge current and applicable to the role and for networking potential Respond to members queries and requests by mail, telephone or in a timely fashion Undertake regular personal performance To respond to submissions, policy reviews, reports etc in a timely fashion which allows enough time to get Manager and Elected Officer sign off and meet the imposed deadline. This will be ongoing and will take time to develop. As necessary for current brief and as time permits Utilise the Alliances developed to assist in lobbying to affect change necessary to improve the situation for the member/s ongoing. Speak at conferences, seminars etc Develop fact sheets on various topics to inform the members ongoing. Attend team meetings weekly Team planning annually Attend work plan meetings with Manager 3 monthly. As available and appropriate to portfolio. Within 48 hours of the request wherever possible. 5 appraisal Providing Support 6a. Specify who you need support from: Key relationships (manager, co-workers, external contacts) and scope of support: Team members on a daily basis they are necessary to discuss work issues with and to help achieve our planned outcomes and strategic direction. Co workers on a regular basis they are necessary to keep in tune with the machinations of the organisation. External networks on a regular basis they are necessary to keep connections and networks, and develop new ones that feed strategic information when necessary. They are also necessary in order to develop strategies about forming NSWNMA positions on certain matters. Elected Officers on a regular basis they are necessary to guide and inform in work practices. Manager regularly on both a formal and informal basis necessary to check personal performance. Manager can give direction and assist with decision making and can also provide a sounding board for ideas. 6b. Identify who you should provide support to: Key relationships (managers, co-workers, external contacts) and type of support to: Elected Officers - to offer advice on professional issues. Provide briefing and speaking notes as necessary in a timely fashion. Support in any other appropriate ways as a sign of loyalty and respect. Team members offer support and advice to other team members. To recommend solutions if considered essential. Generally reinforce each other decisions if appropriate. To work with and form alliances, as mentors and peers. Outside agencies to be considered a valued contributor to discussions. NSWNMA members to be respected as a person who successfully represents their views. 7. Provide a quality service:

6 The Professional Services Team provides a quality service to our members in the following ways by : providing educational programs to enhance members knowledge and skills; providing legal advice and representation at the NMB, Coroners Court, PSCs etc to assist them when in need; encouraging recruitment of members at many of the events attended; by developing policies, position statements and guidelines to help guide members in their practice; by offering advice and support on a myriad of WHS issues; by actively representing the views of the members and the Elected Officers at all meetings and forums attended; by positively representing the members views in all submissions, responses and reports on nursing, health and social justice issues by prioritising actions in order to meet the goals and directions of the NSWNMA. 8. Improve own professional knowledge and skill relevant to position: Attend courses that will be of benefit to the role of Professional Officer (OHS). Seminar attendance where relevant.
