HQ SACT VACANCY NOTICE Applications are now invited for the post of Requirements Manager (Cyberspace, IA & Crypto SME), NATO Grade A-3, on the staff of the Supreme Headquarters Allied Commander Transformation (SACT), a NATO Strategic Command in Norfolk, Virginia, USA. Contract: Salary: Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract. Starting basic salary (effective 1 January 2018) is USD per month to which relevant allowances will be added. 2 If you are an experienced CIS requirements manager with specific expertise on cyber defence, information assurance and cryptography, looking to join a dynamic team working in a multi-national environment, HQ SACT would be interested in hearing from you. Post Context ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO s posture, military structures, forces, capabilities and doctrines. The Capability Development Directorate (CAPDEV) comprises two Divisions Requirements and Capabilities. The Directorate supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation, development, capture and collection, quality review, traceability and visibility of capability requirements. The Requirements Division executes requirements management for NATO capabilities. It develops capability requirements, provides traceability and quality assurance of capability requirements, performs gap analysis and supports interoperability and implementation options across the DOTMLPFI spectrum. The Capabilities Requirements Branch, with cross-functional Requirements Management Teams, develops NATO capability requirements and recommend courses of action to resolve issues associated through lifecycle management. The capability requirements are captured in the Capabilities Requirements Brief, and are presented to Governance for approval. The Branch coordinates Divisional efforts in capability requirements development, traceability, and quality assurance support; gap analysis; and interoperability standards. A civilian post in the Requirements Division with specific expertise on cyber defence, information assurance and cryptography. He/she is a Staff Officer in the Capabilities Requirements Branch to provide requirements development, traceability and quality assurance support to Requirements Management Teams and Capability Programme Directors. He/she has experience/knowledge of information technology implementation, processes, and systems. Reports to: Section Head (C2, CIS & Core Svcs Reqs)/Deputy BH Principal Duties: He/she will a. Lead and coordinate the activities of Cyberspace, Information Assurance and Cryptography Requirements Management Teams/Requirements Management Teams. Provide professional guidance and instruction to the staff as needed. Define or refine requirements including development of concepts of operation and courses of action, with subject matter expertise in the cyber domain, information assurance, IT-security and cryptography.

Capture and collection of capability requirements across all aspects of DOTMLPFI for all assigned Operational Requirements, Capability Targets, and other high-level requirements, to define or refine Cyberspace, Information Assurance and Cryptography requirements including development of concepts of operation and courses of action, working with Cyber subject matter expertise within the Capability Division. c. As a member of a Requirements Management Team, elicit, capture and collect capability requirements across all aspects of DOTMLPFI for all assigned Operational Requirements, Capability Targets, and other high-level requirements. d. Develop resource proposals in support of Cyberspace, Information Assurance and Cryptography capability requirements. e. Coordinate the development of the Capability Requirements Brief as it related to Cyberspace, Information Assurance and Cryptography. f. Contribute and participate in the development of policies, directives and process refinement related to requirements. g. Perform DOTMLPFI decomposition into capability requirements. h. Manage the requirements development processes as it relates to Cyberspace, Information Assurance and Cryptography. i. Coordinate DOTMLPFI development and implementation synchronization and develop recommended courses of action to resolve issues relating to Cyberspace, Information Assurance and Cryptography. j. Support the development of concepts of operation. k. Coordinate the analyses of alternatives (AoA) when considering implementation options. l. Support requirements management activities across the capability lifecycle to include: those in development, those in-service, and those to be disposed. m. Support requirements management aspects relating to Governance and Management representations and approvals in relation to Cyberspace, Information Assurance and Cryptography requirements n. Identify changes to requirements, prepare Change Requests. o. Within the Cyberspace domain, provide requirements management technical guidance for the elicitation, capture and development of capability requirements across all aspects of DOTMLPFI for all assigned Operational Requirements, Capability Targets, and other high-level requirements to HQ SACT branches, ACO subject matter experts, industry, and Host Nations, as required.

4 p. Direct the management of traceability, validity, and applicability of requirements through the life cycle. Essential Qualifications a. University Degree in management information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline. b. Possess Expert-level certification in cyber security, for example, CISSP. c. 5 years within the last 10 in the field of cyber defence/ CIS security, cryptography, or cyber ranges. d. 5 years in the last 10 in the field of requirements engineering to include requirements management and requirements elicitation. e. Demonstrate a working knowledge of requirements management tools. f. 5 years recent experience with structured analysis and design, object oriented and evolutionary methodologies, open system architectures and specification, rapid prototyping and assessment, technology evaluation and insertion, IT procurement and heterogeneous system implementation. g. Experience working in industry or Military, in the CIS or cyber area. h. Experience in handing complex problems. i. Excellent analytical, problem solving and verbal and written communication skills. j. Knowledge of best practice in the following areas: 1. Capability development procedures and organization. 2. Capability development, implementation and in-service support processes. 3. Funding and acquisition processes. k. Trained in requirements capture/collection, definition, decomposition and requirements management processes. l. Trained in Through Life Cycle Capability Management processes. m. Trained in project management process according to PRINCE2, MSP, MoR or equivalent. Language English - SLP (Listening, Speaking, Reading and Writing) NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Attributes/Competencies Managerial Responsibilities: Directs and supervises multi-functional teams, cross-functional staff, assigned contractors and costumer-funded personnel assigned to the branch or to programmes assigned to the branch. Project management: Responsible for the management of projects, typically (but not exclusively) involving the development and implementation of business processes to meet identified business needs, acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales, and quality. Professional Contacts: Able to liaise effectively both within and outside the HQ with military and civilian personnel up to the rank/position equivalent to OF-8 level. Outside contacts include senior officials in NATO HQ, NATO agencies and research centres, and national government agencies and industry. Contribution To Objectives: There are financial implications and also significant cost savings for NATO and nations if solutions are cost-effective and efficient and if the implementation of these solutions are successful. Work Environment He/she will be required to work in a normal office environment.
