3 Message From Chief of Police Joe Hall It is my pleasure to introduce the Strategic Plan for the Bartow Police Department. This document is designed to direct the members of the police department, as well as provide a road map of the goals and accomplishments the department is striving to achieve this fiscal year. Our plan is a direct result of the dedication and hard work of the associates appointed to the Strategic Plan Committee. It is derived from many months of evaluations regarding the needs of the community and the department. This plan is specifically designed to map out the future of this organization, and to be measurable by those who are responsible for our success. The mission statement, goals and objectives, and strategies are a reflection of our frontline members perception of the future of the Bartow Police Department. It has taken many months to arrive at the document before you. It is ambitious yet attainable, with every member being active in the development. The Strategic Plan is intended to be a living document, which is calculable, and allows for input throughout the entire process. The implementation and success of this plan lies solely with the members of the Bartow Police Department from this point forward. Five major goals have been identified, each with its own strategy and objectives to achieve. The end result will be a more professional and successful community partner in Bartow. The finished product will provide citizens, city commissioners and Bartow Police Department staff, the plan that we hope to achieve as we move forward. It is my pleasure to serve the citizens of Bartow, and I am very proud of the product that the members of the department have devised to guide and direct us in the future. 4 BARTOW POLICE DEPARTMENT Mission: The Bartow Police Department will provide a professional service in an effort to prevent crime, reduce fear, and enforce the law. Vision Statement: To provide a peaceful and safe community where citizens and visitors experience hometown values as well as a superior quality of life. Goals and Objectives: Benevolent: To meet the needs of the citizens of Bartow in a compassionate and efficient manner. Professional: To provide law enforcement services through education and enforcement in a manner consistent with our goals and objectives, emphasizing strong ethical and moral values. Dedication: To provide continuous, loyal, and unwavering allegiance to its citizens. 4

5 GOAL 1 - CRIME SUPPRESSION To promote an active fight on crime through education, intelligence, and community partnerships STRATEGY 1.1 Maintain Proactive Patrol Presence throughout the city. Objective Maintain sufficient manpower on patrol squads. Objective Utilize volunteers for supplemental patrol. Objective Apply data driven intelligence based patrol in high crime areas. Objective Continue to provide training opportunities to Sergeants in the concepts and expectations of Community Oriented Policing, Problem Oriented Policing and Intelligence Led Policing. Objective Attend Recruitment Job Fairs and Police Academies to recruit qualified and diverse candidates to fill vacancies in the Police Department. STRATEGY 1.2 Provide and promote crime prevention education and implement new crime prevention techniques. Objective Support existing Neighborhood Watch Programs and expand Neighborhood Watch Programs to those neighborhoods without one. Objective Create a Narcotic Unit to combat narcotic related criminal activity. Objective Continuously offer educational opportunities to employees in the areas of Crime Prevention and Patrol Techniques. Objective Incorporate curfew and probation violation enforcement into routine patrol operations. 5

6 STRATEGY 1.3 Utilize up-to-date crime fighting methods through intelligence based data collection. Objective Maintain a Records Management System that allows quick retrieval of crime data. Objective Provide employees with current trends via data analysis. Objective Promote usage of data in all aspects of Community Policing. Objective 1.3.4: Utilize collected data to adequately staff specific divisions within the department to promote Intelligence Based Policing. STRATEGY 1.4 Keep the community informed of crime trends, department accomplishments, and press releases. Objective Publish crime data on social media sites. Objective Provide statistical data during meetings with different community groups. Objective Maintain a Public Information Officer to provide media releases as necessary. STRATEGY 1.5 Implement a system to allow customer feedback. Objective Maintain social media accounts in order to allow customer feedback. Objective Research and analyze the feasibility of a Customer Satisfaction Survey. Objective Provide new education to members of the department on how to receive and process customer complaints. Objective Continue monthly Chief s Chat at various locations to encourage customer feedback. 6

7 STRATEGY 1.6 Increase the case clearance rate by at least 10% as reported on the Uniform Crime Report. Objective Review and update current investigative practices. Objective Schedule regular status conferences to update staff on current clearance progress. Objective The Detective Sergeant shall provide Administration Staff a synopsis of all active cases in the Detective Section during the weekly staff meetings. STRATEGY 1.7 Equip members with tools necessary to perform their duties in a safe and efficient manner. Objective Equip each sworn member with tools intended to address active shooter incidents. Objective Continue to equip patrol officers with Narcan. Objective Explore new and improved safety equipment available to the agency. GOAL 2: IMAGE To increase and enhance the community s perception of the Bartow Police Department and its members STRATEGY 2.1 Design and implement an effective recruiting program to entice future police department members. Objective Review and update the Bartow Police Department Recruiting and Retention Plan as necessary. Objective Constantly monitor the recruiting practices of other law enforcement agencies in order to adjust to the industries best practices. Objective Develop recruitment material to highlight benefits of a Bartow Police Member. 7

8 STRATEGY 2.2 Develop a professional means of external communications to educate and inform the community of police related incidents. Objective Utilize social media sites to inform the community of law enforcement activity. Objective Maintain a professional working relationship with those responsible for reporting law enforcement information in the media. This includes all forms of media reporting. Objective Provide citizens, who attend community sponsored events, access to members of the Bartow Police Department, so the members may offer law enforcement advice and crime reduction strategies. Objective Schedule members to attend and participate in regularly scheduled organized community meetings as the department liaison. Objective Encourage members of the Bartow Police Department to actively volunteer in the community. STRATEGY 2.3 Create a professional business atmosphere. Objective Develop an agency issued uniform program for non-sworn members of the Bartow Police Department. Objective Enforcement of the existing dress code. Objective Enhancements to the police department s aesthetic environment. Objective Provide members of the police department with Customer Service Training through various educational outlets. Objective Refer to employees of the Bartow Police Department as Members. 8

9 Objective Develop a standardized business card for members of the Bartow Police Department to provide to the community. Objective Continually inspect equipment owned and operated by Bartow Police Department members to ensure operational readiness. Objective Organize a professional photo day for members of the Bartow Police Department. STRATEGY 2.4 Foster a positive interaction between employees and customers. Objective Develop a standardized Customer Service approach when dealing with members of the community. Objective Adhere to a set of Standard Operating Procedures that outline an unbiased Code of Conduct. Objective Foster an environment that encourages positive interactions between members of the department. Objective Recruit members who display characteristics of a positive attitude, a willingness to learn, and a desire to help others. Objective Solicit input for a new Bartow Police Department Slogan. STRATEGY 2.5 Design and construct usable work spaces to accommodate growth. Objective Redesign, update and repair the existing Evidence Storage Facility. Objective Explore the feasibility of replacing existing office furniture throughout the building. Objective Renovate the existing kitchen and member parking area at the Bartow Police Department. Objective Contract with a vendor to resurface floors and paint the interior of the Bartow Police Department. 9

10 GOAL 3 ACCREDITATION To ensure policies and procedures are consistent with State Standards, Federal Laws, and State Statutes by achieving and maintaining accreditation through the Commission for Florida Accreditation (CFA) STRATEGY 3.1 Achieve initial accreditation through the Commission for Florida Accreditation. Objective Maintain a continuous, comprehensive, and thorough review and revision of the Department s Standard Operating Procedures to ensure they are up-to-date, standardized and meet current professional and accreditation standards. Objective Periodically review current training material and practices to maintain accreditation standards. Objective Sign and agree to terms in the accreditation contract of the Commission for Florida Accreditation STRATEGY 3.2 Maintain and update current practices to ensure compliance with accreditation standards in order to be prepared for the reaccreditation process. Objective Ensure cooperation with Accreditation Coordinator requests for compliance proofs as needed for CFA requirements. Objective Review and update any current manuals to ensure compliance with CFA Standards. Objective Continually monitor time-sensitive reports as outlined by CFA Standards and department policy. 10 9

11 GOAL 4-COMMUNICATIONS Foster an environment where internal communications are professional, informative, and current in order to ensure members are adequately informed of department business STRATEGY 4.1 Provide an opportunity for the dissemination of sharing of information through departmental meetings. Objective Continue regular meetings between staff and the Chief of Police. Objective Provide opportunities for section meetings as deemed appropriate by the section head or supervisor. Objective Ensure that proper documentation of staff meetings is taken and disseminated to members in order to relay department business. Objective Locate software providers that allow internal message board posts for use by members as a means of departmental communication. Objective Identify and select specific supervisors to supervise patrol specialty units (K9, THI, PSA, etc.) STRATEGY 4.2 Explore computer based software programs to assist with various facets of the internal sharing of information. Objective Update current phone system to an automated virtual phone answering system. Objective Implement a program that will record all non-emergency telephone lines in the Communications Center. Objective Maintain internal bulletin information boards and pass-along boards with up-to-date information. Objective Research the feasibility of developing a Bartow Police Department app. 11

12 GOAL 5 - EMPLOYEE GROWTH To foster a professional work atmosphere that encourages professional development of the members, highlights employee excellence, and attracts and preserves a qualified diverse workforce. STRATEGY 5.1 Create opportunities for encouragement on building tenure to current members. Objective Provide training opportunities to members through outside training centers for the purpose of professional development. Objective Encourage members to attend college level courses for personal development. Objective Explore the possibility of additional education and training requirements as promotional criteria for supervisory positions. STRATEGY 5.2 Recognize the need for a succession plan and adopt procedures to fill vacancies with qualified members. Objective Identify those members with the potential to fill vacant supervisory positions and provide mentorship through the Supervisory Development Training Program. Objective Promote attendance of sworn and non-sworn members at external supervisory and management courses. Objective Explore the possibility of a Mentorship Program. Objective Implement a Sworn TDY Program to give junior members the opportunity to gain experience in other sections of the department. STRATEGY 5.3 Recognize employee excellence. Objective Expand current decorations/awards (policy) that are worn on the department uniform. 12

13 Since the implementation of the 2017/18 Strategic Plan, the following objectives have been met: GOAL 1: CRIME SUPPRESSION All officers within the Police Department were provided training on Data-Driven Intelligence Led Policing for police operations. Using the Crime View Program, statistical data was disseminated in community meetings and on social media in a timely manner. Continued hosting a monthly Chief s Chat where the pubic may speak with the Chief and his staff on current issues in an informal setting. The Detective Bureau continues to meet on a weekly basis to discuss their clearance rate on pending criminal cases. A Crime Suppression Team was created to work over the summer months to address street level crimes. The crime rate dropped during the 2017 year to historical lows. GOAL 2: IMAGE The Community Services Team and members of the Detective Bureau attended community meetings where crime data and updates on criminal investigations were provided. Members of the Department were trained on how to receive and process customer complaints. Social media, including Facebook and Twitter, were used extensively to provide valuable and timely information on crime data to the citizens and visitors. The Recruiting Team attended several recruiting events both locally and throughout the Central Florida area, to attract new employees to the Police Department. The Evidence room was reorganized and cataloged according to industry standards. The Records and Training Sections and Administrative Assistant were outfitted with new agency issued Polo shirts in order to present a professional atmosphere. A new recruitment plan was enacted to recruit and retain prospective members while maintaining workforce diversity. Selected members received customer service training. New Chevrolet Tahoes were purchased for K9 Patrol vehicles. GOAL 3: ACCREDITATION All Personnel within the Police Department were provided with accreditation familiarization training. Standard Operating Procedures were updated and reviewed to meet accreditation standards. A member of the department was designated as the Accreditation Coordinator. 13

14 GOAL 4: COMMUNICATIONS Regular weekly staff meetings were scheduled and held by the Chief of Police and conversations during the meetings were documented and distributed to all police employees in order to keep everyone wellinformed of all police related activities. Regular weekly meetings took place with section supervisors and the Deputy Chief of Police to address work related concerns. GOAL 5: EMPLOYEE GROWTH Five (5) members were promoted to the rank of Sergeant. This was the result of retirements. A new Communications Supervisor was selected and promoted. One (1) officer was selected to fill an open K9 handler position, with a new K9 dog, Falco. A long-time member of the Records Section retired and a new Records Clerk was hired for replacement. One (1) additional School Resource Officer was added to the SRO Program to serve in the schools. This brings the total number of SRO s to four (4). All new police recruits must work in the Detective Division and Community Services Team prior to being released from the Field Training Program. Several members took advantage of the College Tuition Reimbursement Program, attending college courses at a variety of University and Colleges. This is just a brief summary of the accomplishments the men and women of the Bartow Police Department achieved during the Fiscal Year 2017/18. We look forward to working on new goals for this fiscal year as set forth in our current Strategic Plan. ACKNOWLEDGEMENTS The Bartow Police Department would like to extend sincere gratitude to all those who served on the 2018/19 Strategic Planning Committee, working diligently to develop a new Strategic Plan. Without the cooperative collaboration of these individuals, this plan and our future success would not be possible.
