1 SECTION A: POSITION DETAILS Position Title: Finance Officer Revenue/Payroll Location: Annerley Remuneration: Level 6, SCHS&DS Award Above award remuneration will be negotiated depending on experience and qualifications. Further information about RFQ can be found at: Purpose of the Position The Finance Officer Revenue/Payroll is responsible for the day to day management of the organisations payroll function, accounts receivable and motor vehicle under the general direction of the Senior Financial Accountant. Key to this position is the monitoring of compliance with relevant legislation, awards and agreements. 2 Terms of Employment RFQ is a party to the new Modern Award and relevant terms and conditions of employment are contained in the Contract of Employment. An attractive salary package will be negotiated and reflect the seniority and skills required of the role. The position works normal business hours but may be expected to work outside these hours in the performance of the role commensurate with its remuneration and responsibilities. Hours of work also reflect RFQ s family friendly philosophy. Some travel may be required. The position is a permanent full time position subject to a 6 month probationary period. Reports and Accountability The Finance Officer is accountable to the Senior Financial Accountant for efficient, effective, equitable and quality: Achievement of organisational, program and position purposes and goals; Implementation of position responsibilities; Implementation of organisational policies, operational requirements, work practices and service systems and strategies; Achievement of high standards for professional practice and duty of care within their role; and Use of the resources of the organisation as required by relevant statutes, funding agreements, standards or directions (or where there are no specific guidelines or directions, to standards that would reasonably be expected to apply in the particular circumstances). The position reports to the Senior Financial Accountant. The person operates with a degree of autonomy and is expected to exercise sound judgement and work collaboratively with other members of the wider corporate team in support of RFQ's culture, priorities and strategic directions. The position does not have any direct reports but may receive assistance from time to time from other corporate team members. The position will provide back up and support for the Finance Officer Accounts. The Senior Financial Accountant will regularly review with the Finance Officers responsibilities and reporting arrangements within the Finance Team to provide flexible and responsive arrangements in support of organisational needs, demands and priorities. 3 SECTION B: KEY RESPONSIBILITIES Support and foster a culture which promotes genuine and open relationships, responsibility for self, mutual respect and personal growth, which is founded on values of empowerment, trust, compassion, resilience, diversity, integrity and lifelong learning Provide end to end processing of the organisations payroll on a fortnightly basis including calculation and processing of terminations, back pays, salary variations and leave applications Provide payroll reports to meet organisations internal requirements and statutory obligations Maintain payroll master files and entitlements Manage the administration, calculation and payment of Superannuation contributions, Workers Compensation and PAYG Administer the salary packaging arrangements with the organisations provider Prepare monthly and annual reconciliation of payroll to the general ledger Prepare the reconciliation of annual payment summaries Liaise with staff and management on payroll related queries Maintain and provide reports on leave, sickness, overtime, mileage and other allowances on a monthly basis Maintain an awareness and understanding legislation/agreements/awards and contracts relevant to the organisation Ensure integrity of job costing of all payroll related expenses Manage the organisations vehicle fleet and vehicle policy including fuel cards, tolls, usage, log books and input into the FBT reporting Manage accounts receivable including creation of invoices, account reconciliation, monitoring and initiating debt collection, resolution of customer queries, reporting (aged analysis) and assisting with month end close Support the development and implementation of targeted strategies to achieve a positive staff culture and promotion of RFQ as an employer of choice Perform the duties of the Finance Officer Accounts and other activities or projects that may be required from time to time SECTION C: KEY PERFORMANCE INDICATORS Organisational Leadership: The Senior Financial Accountant and delegate(s) are supported with the payroll, vehicle management and accounts receivable function of the organisation Accountability: The reporting and accountability requirements in this position description are met External Relations: Positive working relationships are developed and maintained with internal and external stakeholders Service Delivery Payroll is processed on time and Motor Vehicle and Accounts Receivable policies, procedures and practices are implemented and aligned with RFQ s Vision and Strategy and strategic priorities Staff Relationships: Positive working relationships are developed and maintained with management and staff Organisational Culture: The vision and values of the organisation are promoted and role modelled in all relationships. 4 SECTION D: SELECTION CRITERIA Qualifications: Tertiary qualifications or equivalent in Payroll Management, Accounting or financial management is desirable. Knowledge or experience in the SCHADS award and the Fair work Act is highly desirable. Previous experience in MYOB or similar payroll software Previous experience of at least 3 years a similar role. Experience and Skills: The successful applicant will demonstrate: Proven experience in payroll processing within a organisation with >100 employees Sound knowledge and understanding of legislation, SCHADS and Fair work Act Sound knowledge and understanding of Accounts Receivable function Knowledge of or the ability to quickly acquire an understanding of Vehicle Fleet management.
