Directorate overview The role of PMEAL Advisor sits within the International Directorate. The international work of BRC is managed by an International Directorate of more than one hundred and fifty people based in the organisation s UK Office in London and by staff employed overseas supporting BRC funded programmes and partnerships across the Middle East, Asia and African Continents. Our International Directorate works in partnership with the wider Red Cross Red Crescent family: with some of the 190 National Red Cross and Red Crescent Societies around the globe, the International Federation of the Red Cross and Red Crescent Societies (IFRC) and the International Committee of the Red Cross (ICRC). The International Directorate achieves its objective of responding to vulnerable people in times of crisis through; preparedness and capacity building of local communities and national societies; emergency response through supporting regional and international response tools to sudden onset, cyclical and slow onset emergencies around the world; we support affected communities to recover after a crisis and we support in finding sustainable local solutions to reduce risks. Purpose of the role The main purpose of this role is to oversee the design and implementation of the Planning, Monitoring, Evaluation and Accountability (PME&A) system of BRC s GBP 15m, 28 month, multicountry DFID Migration Programme working in 5 countries (Guinea, Burkina Faso, Niger, Mali and Egypt). The programme employs a Red Cross Red Crescent Movement-wide, regional, routebased approach to address the humanitarian and protection needs of vulnerable migrants and host communities. Main responsibilities Based in London, but with extensive (up to 50 percent) travel to West and Central Africa, the PMEAL Adviser will lead the design and implementation of a programme-wide PME&A system, with the overall objective of ensuring that the programme is able to accurately track and report progress and performance, achieves quality standards, and can pursue an evidence-based, adaptive implementation approach. As one of six BRC roles dedicated 100% to the DFID Migration programme, s/he will provide technical support to expatriate MEAL staff of the BRC s programme partners (namely the Spanish and Danish Red Cross organisations). When required, s/he will also provide direct PME&A support to these partners implementing partners (the national Red Cross Societies of Guinea, Mali, Niger, Burkina Faso and Egypt). In doing so, the PMEAL Adviser will ensure that common approaches and data quality are maintained while respecting the need for processes to be tailored to the specific needs and existing systems of National Society partners.

3 The programme s PME&A system will be strongly linked with a Learning Agenda, with the aim of the latter to provide insights into what works and doesn t work for migratory trails programming. The Learning Agenda will be led by an external learning partner consultancy; the PMEAL Adviser will manage the programme s relationship with this consultancy, ensuring synergy between the programme s PME&A systems and learning agenda. The PMEAL Adviser will combine strong technical skills in PMEAL with advanced capabilities in stakeholder management and diplomacy. S/he will champion quality programming, accountability and adaptive programming among partners delivering across this complex migratory route-based programme. 1. MEAL System Strategy and Design Technically support the design of any additional assessments required before the start of programme activities. Co-facilitate the development of a robust Theory of Change for the programme, tailored to specific countries if appropriate. Lead the development of the programme s PME&A framework, including a common set of process and results indicators to be applied to measure performance across the programme. Provide technical support to PMEAL colleagues from Partner National Societies (Spanish Red Cross and Danish Red Cross) to develop a common set of monitoring and reporting tools, including mobile data collection systems. 2. Programme monitoring and accountability Ensure high quality and consistent programme reporting across all contracted Red Cross partners. Develop a high function PME&A system through supporting partners to implement effective feedback loops and data flows at various levels (local, country and regional). Promote a culture of adaptive management through promoting the utilisation of PME&A data and programme management meetings, including through the use of innovative methods such as data visualisation where appropriate. Integrate appropriate Community Engagement and Accountability into the PME&A Framework, ensuring partners meet the requirements of the Core Humanitarian Standard. 3. Programme evaluation Lead the design of the regional baseline prior to or at the outset of programme implementation, including defining scope and methodology of study. Lead baseline implementation, including overseeing data collection and analysis at country level and compiling overall report. Lead subsequent evaluation activities such as mid-term reviews and after action reviews. Support the design of the final programme evaluation, including recruitment and management of consultants if required. 4. Relationship management Function as focal point for the programme s external learning partner consultancy and ensure complementarity between the programme s PME&A processes and its learning agenda. Facilitate collaboration and alignment between the programme s PMEAL activities and the BRC s broader learning initiatives.

4 Nurture a PMEAL community of practice and peer support network through leading regular PMEAL meetings (online and face to face). 5. Partner capacity development Provide technical support to PMEAL colleagues of the programme s partners, the Spanish Red Cross, Danish Red Cross and IFRC, and support them to build the capacity of their implementing partners (the national Red Cross Societies of Guinea, Mali, Niger, Burkina Faso and Egypt). Work with partners and their implementing partners to ensure strong capacities in community engagement and accountability, including the development of beneficiary feedback mechanisms. 6. General Uphold the Fundamental Principles of the Movement and work within the Societies Equal Opportunities Policy Ensure that all activities undertaken on behalf of British Red Cross, externally or internally, are in line with the organisation s principles, policies and procedures. Liaise with and build effective relationships with other staff in the Programme Department and other British Red Cross teams within the International Directorate, ensuring consistent and relevant information sharing. Undertake other tasks and projects as requested by the DFID Migration Manager and Senior PMEAL Advisor. This post will be based in London, UK, and will involve significant travel within the region up to 50% travel anticipated.
