2 Scope of Work for Designing a Community-level Training Curriculum, Training IEC materials, Training Manual, and Delivering Training of Trainers MERCY CORPS OVERVIEW Mercy Corps is an international, non-governmental humanitarian relief and development agency that exists to alleviate suffering, poverty and oppression by helping people build secure, productive and just communities. Mercy Corps has been present in Nepal since 2005 and focuses on agriculture and food security, financial services; disaster risk reduction and climate change; and youth engagement. THE PROJECT AND RATIONALE Mercy Corps has recently begun a social safety net project in Nepal, Protecting and Mainstreaming Informal Sector Safety Nets (PROMISE), which is working to expand access to financial services to rural communities through the formalization of Village Savings and Loan Associations (VSLAs) by linking them to Savings and Credit Cooperatives (SACCOs). The project is funded by the European Union. The project areas include extremely remote and significantly underserved districts of Baitadi, Bajhang and Doti in the far western region and Panchthar, Taplejung, Tehrathum, Bhojpur and Sankhuwasabha in the eastern region of Nepal. While the project will work to train VSLAs as SACCOs to expand formal social protection and financial services to underserved areas, it is equally important to focus on training the informal sector workers themselves. This component of the project focuses on sensitizing vulnerable informal sector workers to basic definitions of key concepts in the formal sector, informal sector, cooperatives, social protection and financial services and made aware of their rights, obligations and options. For this reason, Mercy Corps is seeking a consultant to support community level training for community members, most of whom are not currently members of any formal or informal self-help groups. 1

3 OBJECTIVE The overall purpose of this consultancy is to design and develop a community training curriculum, a training manual, and IEC materials to facilitate the training. The consultant will provide a one day orientation session for Mercy Corps PROMISE staff on the training content. As well as, conduct two Training of Trainer sessions to VSLA leaders or community representatives that in turn will deliver trainings to community members to sensitize them on formal and informal social protection measures. SCOPE OF WORK /RESPONSIBILITIES The consultant will be responsible for: Designing a community training curriculum targeted to train and raise awareness of vulnerable informal sector workers in underserved areas; content will include but is not limited to basic definitions of key concepts in the formal sector, informal sector, cooperatives, social protection and financial services and made aware of their rights, obligations and options. Designing community training manual to be used by VSLA leaders or community representatives that in turn will deliver trainings to community members Designing IEC materials to facilitate the delivery of the training such as flip charts using pictorial messages. The consultant must pay careful attention in preparing material to an audience that may be illiterate and delivering content in a socially and culturally accepted way Delivery of two 3-day training of trainers sessions (one each in far-western and eastern region) to VSLA leaders or community representatives selected by PROMISE team that in turn will deliver trainings to community members The consultant will provide a one-day orientation session for Mercy Corps PROMISE staff on the training content. The consultant will design all draft materials in Nepali with inputs from Mercy Corps PROMISE staff, final materials will be translated in English and both copies submitted to Mercy Corps. The consultant will work closely with Mercy Corps and consult with NEFSCUN (Mercy Corp s partner) as required during the assignment period. SCOPE OF WORK CONTENT The Consultant should focus on but not limited to the following content and considerations while designing the community training curriculum, training manual, IEC materials and delivery of training: Definition of formal and informal sectors 2

4 Definition and explanation of social protection measures, both formal and informal, Discussion of existing social protection options in the project areas Explanation of formal and informal savings and credit groups Definition of financial services Key regulatory and legal policies and obligations affecting formal/ informal sector workers and various forms of savings and credit groups Cooperative education (concept, structure, principle, benefits, ownership, operational process/ modality) VSLA formalization process and steps Rights, obligations and options for the community members Effective training delivery techniques Effective training visual aides DELIVERABLES 1. Community training curriculum 2. Training manual 3. IEC materials to facilitate the training 4. Two 3-day training of trainers sessions (one each in eastern and far western region) 5. One-day orientation session on the training manual for Mercy Corps QUALIFICATIONS AND PERSONAL ATTRIBUTES Previous experience in designing community training curriculum, IEC materials and facilitate trainings. Experience in community development, microfinance, or cooperative development programs. Well versed in cooperative and microfinance modalities and community facilitation approaches in rural Nepal. In-depth knowledge of existing and potential social protection measures in rural communities of Nepal. Good analytical capacities. Familiar with socio-cultural and economic situation of rural communities in Nepal. Motivated to work independently and ability to meet deadlines. DURATION OF ASSIGNMENT The duration of the assignment will be 30 days in total; however, the assignment will be carried out in two phases. The first phase will include designing and finalizing the community training curriculum, training manual and IEC materials and the second phase will include delivery of two 3-day training of trainers sessions and one day orientation session. In between the first and second phases, Mercy Corps will be responsible for the production of materials used for the training. 3

5 SUPERVISOR AND REPORTING The Consultant will report to the Project Manager of Mercy Corps PROMISE project, but will work closely with the Technical Advisor of PROMISE and NEFSCUN. RESOURCES Mercy Corps will negotiate with the selected consultant for an agreed upon fee for services and payment will be made as per the terms and conditions of the contract entered into with the consultant. Mercy Corps will cover all costs associated with travel to the field to conduct the two 3-day training of trainer sessions. TERMS OF PAYMENT Mercy Corps will pay 25% of the contract amount at the time of signing agreement, 25% upon submission of the final materials and the remaining 50% will be paid after the satisfactory completion of the assignment and delivery of outputs. 4
