3 Uganda Development Agenda Vision 2040 Transformed Ugandan Society from a Peasant to a Modern and Prosperous Country within 30 years Target: Upper Middle Income Country with a per capita income of USD 9,500 by 2040 Vision 2040 operationalised through six (6) Five Year National Development Plans, providing the framework for implementing the 2030 Agenda for Sustainable Development. Second National Development Plan (NDPII 2015/ /20) 76% of the SDG indicators are integrated in the NDPII 3

6 Using DD data to set new national family planning goals Contraceptive prevalence rates modelled for the demographic dividend informed CPR milestones for the Uganda Family Planning Costed Implementation Plan launched by the MoH in 2014 with goal of: reducing unmet need for family planning to 10% and increasing the modern contraceptive prevalence rate amongst married and women in union to 50% by

7 Key lessons for strengthening national data systems Strengthen institutional collaboration on all matters pertaining to statistical development & monitoring of SDGs: UBOS collaboration with Ministry of Finance, Planning and Economic Development (MoFPED), Office of the Prime Minister (OPM), and National Planning Authority (NPA) in developing a National Standard Indicator (NSI) framework Provide technical support for methodologies and procedures governing production of official statistics. Undertake quality assurance for statistical programmes across the NSS Sensitize policy makers on the importance of statistics. Lobby for commitment & resources to inform the SDGs. Map demographic & geographic disparities Embrace non-conventional data 7

8 Recent UN-supported data initiatives Operationalize the Data Revolution and Study of the political economy of the Data Revolution in Uganda with UNFPA. Disseminate census results: census application and census mobile website, updating IMIS with UNFPA. Develop the Youth monograph based on census and other survey data to inform the DD with UNFPA. Compile National Priority Gender Equality Indicators with UNWOMEN. Prepare the UN HLPF report on Uganda s Preparedness to implement Agenda 2030 with UNDP. Assess capacity of NSS to measure, monitor, report progress on Agenda 2030 with UNSD. Integrate SDG data needs within surveys & census 8

9 Future Plans Uganda SDG Data Working Group led by Uganda Bureau of Statistics working closely with the UN Data Group led by UNFPA plans to: Conduct a national data forum to implement the SDG Indicator framework (involving Public Institutions, Private Sector, & Civil Society Orgs) Validate data that informs the SDGs Compile baseline data for NSI/SDG indicators. Strengthen capacity of Ministries, Departments & Agencies to compile NSI/SDG Indicators from administrative data and registration systems. Sub-national data analysis and mapping of demographic & geographic disparities using census and other survey data. 9
