1 GOVERNMENT OF NUNAVUT POSITION DESCRIPTION Date: August 31, 2018 Position Number: Position: Vice President/Chief Financial Officer Incumbent: VACANT Reports to: President/Chief Executive Officer Location: Directorate Effective: October 28, 2013 President & CEO Date General Accountability The Vice President/Chief Financial Officer (VP & CFO) is accountable for the development and co-ordination of Corporate Finances, Information Technology Systems, the Nunavut Housing Corporation s (NHC) Human Resource functions as well as the procedures and long term planning in support of the NHC s vision, mission, mandate, goals & objectives. Authority, responsibility and accountability also include the supervision of staff, research, strategic, economic and financial planning for the Corporation and acting as the Secretariat to the Corporation. This position is responsible for ensuring the fiscal and monetary well-being of the Corporation. Together with the President & Chief Executive Officer (President & CEO), the Vice President & Chief Financial Officer (VP & CFO), the Vice President & Chief Operating Officer (VP & COO) and the Executive Director - Programs, the position rounds out the Corporate Executive Committee (CEC) of the Corporation. This Committee is responsible for all decisions made regarding all aspects of the Corporations operations. 1

2 Subordinates A total of four staff report directly to the VP & CFO: Manager, Human Resources & Organizational Development Manager, Budgeting & Financial Planning Manager, Information Technology Corporate Comptroller Nature and Scope The NHC is a public agency of the Government of Nunavut (GN) and operates at arms length of the government. The NHC reports to the Legislative Assembly of Nunavut and to Nunavummiut through the President & CEO and the NHC Board Chair. The VP & CFO is one of four positions reporting to the President & CEO. The other three positions are the Vice President & Chief Operating Officer, the Executive Secretary and the Director, Policy & Strategic Planning. The incumbent supervises three managers and the Corporate Comptroller. The VP & CFO has an impact on all of the Corporation s Divisions, three Districts (Kivalliq, Kitikmeot, Qikiqtaaluk), 25 Local Housing Organizations (LHOs), various contracts and individual Corporation clients and vendors. The NHC operates as a Territorial Corporation under the Nunavut Housing Corporation Act; it manages public (social) housing and GN staff housing for Nunavummiut as well as the homelessness portfolio. Nunavut faces unique housing challenges, with a northern climate, a geographic area encompassing 1/5 of Canada s landmass, and a scattered population of just over 38,456 (as of April 2018) in 25 remote communities only accessible by air or sea. Over 55% of this population lives in public housing and is directly impacted by the Corporation s management of these 5500 units. In addition, there are 1615 staff housing units in the Corporation s portfolio. Add to this, an impressive record of homeownership assistance: to date, over 1890 of Nunavut s homeowners have accessed homeownership programs offered by the Corporation. With an annual operating budget in excess of $230 million dollars and a capital budget of over $70 million, the NHC is the driving force in housing policy development, program delivery, and construction in the territory. As a member of the Corporate Executive Team and the Corporate Executive Committee (CEC), the VP & CFO, is accountable for managing the resources assigned in an effective, efficient and timely manner and ensuring the maximum contribution is made to achieving the Vision and Mandate of the Corporation. An integral part of that responsibility is ensuring the financial integrity, viability, soundness and appropriateness under the Corporation s enabling legislation of any and all matters of corporate and fiscal policy. These accountabilities are focused into the distinct functional areas of Finance, Human Resource Management, IT, and Secretariat. The VP & CFO is responsible for providing advice, guidance and support to the Senior Management Team in the areas of Finance, Human Resources, and IT. The VP & CFO must be well versed in the development, implementation and operation of financial structures, Policy and Strategic Planning in the corporate framework of social housing organizations, as well as being able to effectively lead an operational team. The VP & 2

3 CFO must be knowledgeable of the impact of financial and socio-economic ramifications of fiscal and policy decisions on the Corporation and the communities it serves. To fulfill the assigned responsibilities, the VP & CFO must have demonstrated expertise in the areas of finance and accountancy, a thorough knowledge of strategic planning processes and demonstrated supervisory skills as they relate to managing a diverse and critically important portfolio. The VP & CFO must be skilled in working in a multi-cultural environment and must be knowledgeable of the current agenda of the Government of Nunavut. The VP & CFO must have highly developed communication skills, both oral and written, and a thorough knowledge of all federal, provincial and territorial social housing policies and programs and their potential impact on communities. This executive position must exhibit finely honed supervisory and organizational skills. To succeed the VP & CFO must maximize the productivity of the Division while reducing duplication and unnecessary tasks, thereby increasing the Division s synergy and maximizing the performance of the personnel. The VP & CFO will, from time to time, be required to act as President/CEO of the Corporation. Dimensions (2018) O&M Budget Person Years Capital Budget $ 230+ Million 4 direct PY s (+15 PY s reporting to the direct reports) $ 70 Million Specific Accountabilities FINANCIAL MANAGEMENT: Provides financial advice and support to the CEC, President & CEO and other Senior Management staff to ensure that informed decisions are made by: Developing and maintaining effective relationships with the GN, the Canada Mortgage and Housing Corporation (CMHC) and other appropriate officials as well as contributing to the enhancement and safeguarding of the reputation and image of the NHC; Representing the Corporation financial interest to Standing Committee, Committee of the Whole and Ministerial, Cabinet and Financial Management Board (FMB) briefings; Providing financial advice on the development of legislation, policies and program standards and criteria; Reviewing, approving and signing all legal documents applicable to the Corporation as outlined in the Management Authorities Document; Maintaining an up to date knowledge of current accounting practices and financial legislation, regulations, policies, and directives; Assessing current and future financial information needs of the Corporation; Providing advice, assistance and recommendations in preparing annual budgets to ensure the proper allocation of resources within the Territory; Ensuring that the strategic financial plan and the financial health of the Corporation is in accordance and consistent with the Corporation s Business Plan. Provides support and direction in the financial operation of the Corporation by: 3

4 Advising the Corporate Comptroller of informational requirements; Advising the Corporate Comptroller of required financial controls; Developing the Corporation s response to audit observations presented in the Auditor General s management letter and advise the Corporate Comptroller of necessary system or procedural changes that are required; Monitoring the reliability and relevance of the informational output of the Finance Department; Ensuring the Corporate Comptroller has adequate resources to meet goals. Coordinates and contributes to the corporate wide planning to ensure the housing needs of Nunavummiut are consistently met by: Coordinating the Corporation s response, as developed by the Corporate Comptroller and the Manager of Policy & Planning, to the yearly Business Plan, Main Estimates and Capital Estimates; Coordinating the Corporation s preparedness, as developed by the Corporate Comptroller and Director of Policy & Planning, for all appearances before Standing Committee, Committee of the Whole and as required; Contributing to the Corporation s strategic plan to address the housing needs in Nunavut; Co-ordinating and guiding the Senior Management committee through all necessary financial planning processes and ensuring systems and procedures are in place to monitor results; Participating as a voting member of CEC; and Acting, as required, for the President/CEO of the Corporation. HUMAN RESOURCES MANAGEMENT: Ensures consistency in the application of Human Resource policies, procedures and practices by: Disseminating Human Resource (HR) information as required within the NHC; Coordinating the collection of HR information and reporting on behalf of the NHC, as necessary; Providing on-going HR advice to Senior Management with respect to HR policies & procedures, job descriptions and any other HR requests in general; Liaising between the NHC and the GN departments responsible for HR issues (for example, union grievances or procedures). INFORMATION TECHNOLOGY MANAGEMENT: Ensures that appropriate systems and support are available for the corporation to deliver its mandate by: Overseeing all software related activities (procurement, development, testing, implementation, training, and maintenance/licensing agreements); Coordinating the provision of all IT support for NHC staff, particularly in relation to their provision of support to LHOs; Maintaining existing software such as MMOS (Maintenance Management Operating System), Rentscale, HIP (Housing Inspection Program), ECAP (Energy Cost Avoidance Program), Free Balance, MAS (Mortgage Administration System); Maintaining all off GN servers and ensuring appropriate backup and security of data and systems. 4

5 Knowledge, Skills and Abilities Knowledge of all applicable Federal, Provincial and Territorial Acts as they pertain to housing and all related legislation policy and procedural initiatives of GN and their impact on communities; Knowledge of the Financial Administration Act of the Government of Nunavut; Knowledge of the Strategic Planning process; Knowledge of Generally Accepted Accounting and Generally Accepted Auditing Principles and a technical knowledge of accounting principles is required, including, but not limited to: financial and management accounting, budgeting, material management, contract management, administering grants and contributions, implementation of procedures, internal audit and management information systems; Knowledge of computerized systems and software, with an emphasis on the MS Office suite of software products; The knowledge and understanding of Nunavummiut attitudes, lifestyles and living conditions, and the skill to use that knowledge; The management skills to operate at the highest levels of a corporate entity including organizational and time management skills, interpersonal skills, communication skills and leadership skills; Analytical skills to perform planning and research tasks with the highest proficiency; Computer skills to maximize efficiency in MS Office; Presentation skills, to deliver clear, effective information over a variety of mediums, both verbal and written; The ability to analyze input quickly and to explain the expected result in a simple and straightforward manner; The ability to communicate effectively, to clearly articulate concepts and provide advice, both orally and in writing, to all audiences in an understandable, nonthreatening manner; The ability to manage multiple projects simultaneously, meet deadlines, and to provide timely analysis; This knowledge and these skills and abilities would normally be acquired through a recognized professional accounting designation and professional training in related fields such as Management and Financial Accounting, coupled with ten years of progressive experience in a financial and management environment. Familiarity with housing and Nunavut would be definite assets. Ability to speak two or more of Nunavut s official languages is considered an asset. In this position of trust, the successful candidate must have the ability to perform all duties with due diligence and is required to provide a satisfactory criminal record check. 5
