1 JOB DESCRIPTION SECTION: JOB TITLE: RESPONSIBLE TO: SUPERVISORY RESPONSIBILITY: Corporate Services Place Manager Managing Director CDC Managing Director CDC KEY RELATIONSHIPS Company: Managing Director CDC, Head of Inward Investment, Invest in Cornwall Council: External: Economic Growth Head of Service and CIoS LEP Chief Executive Chair and Board Members of Cornwall Place Board, Chief Executive, Visit Cornwall MAIN PURPOSE OF THE JOB: To work with the Cornwall Place Board, Cornwall Council Economic Growth Head of Service and Chief Executive of the CIoS LEP, CDC (Invest in Cornwall), Visit Cornwall and other partners in the development and implementation of the Place Marketing Plan in Cornwall and to develop any ambassadorial schemes, raising the profile of Cornwall regionally and nationally as a place to invest, work, live and visit. To support and provide secretariat services to the Cornwall Place Board. KEY TASKS: Service delivery 1. To work with the Cornwall Council Economic Growth Head of Service to develop and implement a Place Marketing strategy based on the Cornwall story. 2. To support and provide secretariat services to the Cornwall Place Board. 3. To work with the CIoS LEP, CDC (Invest in Cornwall), Visit Cornwall and other partners to ensure that Cornwall has a high profile as a go to place for visitors and investors. 4. To work with the CIoS LEP, CDC (Invest in Cornwall), Visit Cornwall and other partners to actively promote Cornwall to a range of internal and external audiences. 5. To work with the CIoS LEP, CDC (Invest in Cornwall), Visit Cornwall and other partners to develop and deliver effective marketing campaigns and PR activities, working with key private sector partners. 1

2 6. To develop and deliver specific projects identified in the Place Marketing strategy. Relationship management 7. To develop positive working relationships across public and private sector to maintain buy-in to the Place Brand in Cornwall. 8. To develop and deliver an appropriate and locally focussed ambassador network, maximising the potential of the network to promote Cornwall. Service development 9. To develop and implement a media strategy at local, regional, national and potentially international levels, and to act as the principle point of contact for all place-related media enquiries. 10. To be responsible for the establishment and continued development, management and correct usage of a range of brand tools including but not limited to the Cornwall storybook, photography resources and design tool kit. Technical 11. To ensure that all Place Board led marketing and promotional projects are undertaken with the highest possible professional standards. Leadership & management 12. To lead multi-disciplinary project teams to support the delivery of Brand Projects and campaigns. 13. To manage the work of consultants and external contractors in relation to Brand activities. Performance reporting & management 14. To ensure that the Place Board receives regular updates on programme performance. Resource management 15. To be responsible for the brand budget and to seek alternative funding, including private sector sponsorship and income. Customer feedback 16. To ensure that all Place Board members are fully appraised of market reaction to Place Board-led initiatives. 2

4 PERSON SPECIFICATION SERVICES: SECTION: JOB TITLE: Corporate Services Cornwall Place Board Place Manager EXPERIENCE Proven track record of successfully delivering projects/ programmes on time and within budget Extensive experience of liaison and project /programme delivery with the private, public and voluntary sectors Experience of managing of multidisciplinary professional teams and commissions Procurement experience Work within an inward investment or marketing environment. Experience of leading and managing wider consultation, including effective community participation Management of projects working to a diverse range of stakeholders Experience in a management and/or Board liaison role in a multi-disciplinary organisation EDUCATION & TRAINING Degree and/or professional qualification in a relevant discipline Management qualification Membership of an appropriate professional body Certification BEHAVIOURS A credible ambassador for Cornwall Ability to build confidence with a diverse range of stakeholders Strategic, creative and innovative thinker Outstanding communication, negotiating and presentation skills 4
