This has created a unique framework for action that co-ordinates the way services are commissioned and organised. However this alone is not enough as this cannot merely be about the re-organisation of current care and treatment processes. The system solutions need to be targeted and transformational. In order for change and innovation to be delivered on the scale and at the pace required to meet the changing and increasing needs of an older population and the specific needs of the GM citizens, the system will need to be able to marshal all the key components of health, social care, commissioning, provision, academia, industry that will be integral to this new way of working. The newly created Health Innovation Manchester (HInM) has a critical and exciting role to play in supporting the Health & Social Care Partnership (H&SCP) in delivering its vision of seeing the

2 greatest and fastest improvement to the health and well-being of the local population. It will bring together the successes and expertise of the previous Greater Manchester Academic Health Science Network (GMAHSN) and Manchester Academic Health Science Centre (MAHSC) organisations into a single body. This Academic Health Sciences System (AHSS) will use its collective resources and expertise to achieve its vision to be a recognised international leader in accelerating innovation in health and social care services, and transforming our population s health and well-being. Across HInM there are first class academic and clinical assets and an unequalled track record for successful partnership working. HInM will drive innovation which benefits patients and citizens, and contributes to financially sustainable healthcare, by leveraging: Its reputation for clinical and translational research, aligned to strengths in clinical trials, and ground breaking work in real world drug trials Its assets in experimental medicine and biomedical research; including major infrastructure for stratified medicine, proteomics, biomarkers, molecular pathology and cancer research Its strengths in health informatics, the Farr Institute, NorthWest EHealth; The work of the Biomedical Research Centre (BRC), especially in Precision Medicine GM and Cheshire East s strong life science industry sector, Manchester s innovation ecosystem on the Oxford Road Corridor, and our extensive business support structures The strengths of our universities in the fields of social care and the training of allied health professionals Precision Medicine Health Innovation Manchester s Precision Medicine (PM) strategy aims to transform the current reactive, one size fits all patient management approach, into a proactive and agile one, bespoke to the individual. This will support GM H&SC s priorities to address the significant health and social inequalities, variable health outcomes, and increasing costs of healthcare that exist within GM. Health Innovation Manchester will work to inform and influence the GM work programme to deliver world class diagnostics across the conurbation. The Precision Medicine (PM) strategy will deliver: Better prediction and prevention of disease progression: developing and embedding PM technologies and practice that will improve the prediction and prevention of disease progression in the GM population. This will ultimately result in better management of cases and improved health and wider wellbeing outcomes for patients. Personalised treatment pathways: developing GM s PM capability will support delivery of more personalised treatment through companion diagnostics and personalised care pathways Development and testing of these new innovations will be supported by HInM s wider infrastructure: through CRE, health informatics capability, and clear pathways to adopt and diffuse into routine clinical practice throughout GM. The benefits of PM Manchester are congruent with the Personalised Medicine Strategy of NHS England (2015) and embrace P4 medicine namely: Predict; Prevent; Personalise and;

3 Participate. What s more the objectives are in line with the Carter Review s recommendation to improve the quality and cost of diagnostic services across the NHS. Within the context of devolution and GM s H&SC Partnership, they offer several measurable opportunities aligned with clear key performance indicators: Early identification and prevention of disease: equipping clinicians to identify diseases in their earliest stages and existing risk factors. This will support prevention and pre-emptive disease management to prevent progression; Precise diagnosis: facilitated by understanding the underlying aetiology and pathomechanisms instead of on presenting symptoms; Targeted interventions: more accurate treatment strategies that are personalised to the individual; Improved patient experience: offer personalised treatment plans for patients, based on their individual endotype, providing a streamlined patient journey, and a reduction in adverse events; Participation: creating healthcare treatment pathways that are more responsive and driven by patient needs. Improved financial efficiency: only utilising treatments when indicated; using streamlined clinical pathways; earlier and more accurate diagnosis and treatment; reducing individuals presenting in the advanced / more complicated stages of the disease cycle, creating a greater medical burden; Increased inward investment to GM: collaboration with SMEs; spin-out companies; with all investment contributing to GM s economic growth and wealth agenda. OVERALL PURPOSE: As a member of HInM s Programme Management Office (undertaking a broader programme of innovation and improvement activity, as required), the post-holder will have a specific remit for leading and managing a programme of work for Precision Medicine across Greater Manchester. The successful candidate will be part of a dynamic team that design and implement large-scale adoption of innovation and improvement programmes across Greater Manchester. The candidate will have significant knowledge of Precision Medicine, change management and improvement methodology, along with practical experience and evidence of supporting and facilitating health innovation and improvement in an academic or healthcare setting. Highly developed motivational, influencing and negotiating skills, along with excellent interpersonal skills and the ability to communicate effectively at all levels with a wide range of stakeholders, both verbally and in the written form would be suitable for such a post.

4 KEY RESPONSIBILITIES, ACCOUNTABILITIES AND DUTIES Key Responsibilities: Develop and validate the overall business case for each PM project including working identification of potential sources of funding Co-ordinate the engagement of SMEs and other industry partners within defined projects Identify risks and barriers to progress, actively managing and escalating issues to ensure timely resolution Identify, organise and coordinate expert input into the projects including, for example, Health Economics, Regulatory and Clinical Trials expertise Understand the overall PM picture and programme of work across GM Work with GM stakeholders in PM to build a pipeline and roadmap for future PM opportunities Provide regular reporting and updates on progress against agreed plans and funding Establish and co-ordinate governance processes for Precision Medicine Projects Act as the PM senior operational representative in HInM Support the creation of the Greater Manchester PM ecosystem Identify project support resource requirements specific to each PM project that adds value to overall project delivery and builds organisations capabilities Manage other programmes and projects as required from the wider innovation and improvement work programme Key Accountabilities To clarify and document the PM programme of work across GM including producing and agreeing detailed project specifications for projects to achieve delivery Actively co-ordinate and direct project actions to deliver to plan As a member of the Programme Management Office team, the post holder will be accountable to the Associate Director of Programmes and Performance for reporting annual leave, sickness leave and discussing capacity issues and ensure adherence to an agreed programme approach and process, and sharing of good practice Duties Co-ordinate and drive successful delivery of a programme of identified projects through to adoption Act as a conduit between regional sites and organisations nationally, facilitating and actively orchestrating the functioning of the organisational body To provide day to day management and supervision for Precision Medicine projects to the Precision Medicine Project Manager. Represent, develop and promote the capabilities of Precision Medicine regionally Work directly with the Clinical lead, Prof Griffiths to ensure that the strategic direction and the Precision Medicine goals are developed and met Develop a sustainability plan for PM Work independently and as part of a large interdisciplinary / intersectorial team to deliver the overall operational management and regulatory compliance of PM Develop new, and maintain existing, national / international collaborations to deliver strategic objectives and novel initiatives

5 Detailed knowledge the wider UK and international stratified medicine, discovery and translational research landscape. Work across multiple projects and with multiple partners at any one time liaising confidently and effectively with academics, industry, the NHS, University senior PSS and support staff and external stakeholders. Successfully lead and manage teams from multiple partners / organisations to deliver project objectives. Develop proposals, proof of concept, PID, business cases, project plans and reports as required Deputise for / represent the PM Lead as required PERSON SPECIFICATION Essential Knowledge, Skills and Experience: Qualified to Masters Level (or equivalent in experience) in a relevant subject Demonstrable programme and project management experience at a senior level, leading projects and engaging colleagues from across multiple sectors Highly developed knowledge and experience of having worked in the stratified medicine landscape in the UK, and relevant key stakeholders/ sectors Experience of initiating and building national and international collaborations with industrial partners and other stakeholders Excellent organisational and time management skills An ability to multi-task and meet tight deadlines and a willingness to learn and develop new skills as needs arise. Highly developed interpersonal and communication skills that can be harnessed to build effective working relationships across interdisciplinary teams, external collaborators, senior management and external stakeholders; ability to use these skills to influence senior staff A proven ability to work independently and as part of a team and to liaise confidently and effectively with a range of individuals at all levels Have the authority and credibility amongst academic and clinical colleagues influencing them to engage effectively with management processes An ability to work effectively alongside University, industry and NHS partners. Ability to think strategically and innovatively and display analytical and judgment skills Excellent problem solver and negotiator with the ability to work across complex structural and organisational boundaries Flexible and effective approach in foreseeing and in dealing with problems as they arise Ability to exercise diplomacy and sensitivity Knowledge of data management, such as research data and financial data.

6 Additional Information The Faculty of Biology, Medicine and Health (FBMH) The Faculty of Biology, Medicine and Health was created on 1 August 2016 when the Faculty of Life Sciences and the Faculty of Medical and Human Sciences were brought together in a new, integrated structure to deliver a truly translational approach to the life sciences, ensuring smooth research pathways - from pure discovery science through to clinical application and patient care. With a total annual income of over 300 million, and over 3,000 members of staff, the new Faculty is comparable in size to a medium-sized UK university. Thirty undergraduate and 90 postgraduate programmes will offer our 11,000 students opportunities to develop the skills and knowledge they need for a successful career. FBMH comprises three Schools : Biological, Medical and Health Sciences. The Division of Musculoskeletal and Dermatological Sciences (led by Professor Anne Barton) resides in the School of Biological Sciences (Head, Professor Jane Worthington). It aims to be a global centre for the delivery of applied health research and education and provide leadership for our local and regional health systems. It also plays a leading role in Health Innovation Manchester (HInM), which was launched in September 2015, as part of the UK Government s decision to devolve health and social care responsibilities to Greater Manchester.
