2 Introduction Questionnaire on the 37 C/5 - English Welcome to the UNESCO questionnaire on the next Programme and Budget for (37 C/5)! Please kindly note that: (1) Each Member State is entitled to submit one reply only. Respondents are asked to identify themselves at the beginning of the questionnaire. (2) The online version of the questionnaire exists in the six official languages of the Organization (Arabic, Chinese, English, French, Russian and Spanish). Replies may be formulated in any of these six languages. (3) You are invited to complete this questionnaire by 31 May 2012 at the latest, in order for the results of this questionnaire to feed into the regional consultations scheduled to start in June Please be informed that responses received after 31 May cannot be taken into consideration. (4) Should you not be able to respond online for technical reasons, you may transmit your responses and comments using paper copies of the questionnaire to the Secretariat (Mr Hans d'orville, Assistant Director-General for Strategic Planning, UNESCO, 7 Place de Fontenoy, Paris 07 SP, France; telephone (33) ; fax (33) ; g.awamat@unesco.org). (5) The questionnaire contains both quantitative and qualitative questions. For quantitative questions, a maximum point number is allocated (0 points). If you exceed the maximum of points allocated, your reply will be invalid. It is therefore important that all necessary internal consultations be conducted before filling out the questionnaire. (8) As requested by the Executive Board, the responses of the questionnaire will be summarised and shared, in a consolidated manner, at the various regional consultation meetings. (9) On the basis of the responses to the C/4 and C/5 questionnaires as well as based on 36 C/Resolution 112, the Director-General shall submit her preliminary proposals concerning the Draft Medium-Term Strategy (37 C/4) and the Draft Programme and Budget (37 C/5), together with the report of the regional consultations, to the Executive Board at its 190th session (October 2012). Elimination of both Major Programmes and Intersectoral Platforms, focusing instead on interdisciplinary thematic areas Comment UNESCO may benefit from reducing the number of its Major Programmes, possibly down to three thematic areas (Education, Science and Culture), so that UNESCO's focus and efficiency of programme delivery can be strengthened It is doubtful whether the Intersectoral Platform has been an effective mechanism to facilitate intersectoral cooperation. Based on a thorough assessment of the past activities, realistic solutions should be sought. For instance, the creation of flexible intersectoral programme implementation units and the allocation of budgets to these units should be considered.

In its 36 C/5, UNESCO works through six Intersectoral Platforms: Intersectoral platform for a culture of peace and non-violence; Intersectoral platform on UNESCO's contribution to climate change mitigation and adaptation; Intersectoral platform on UNESCO's contribution to the fight against HI and AIDS; Intersectoral platform on UNESCO's support to countries in post-conflict and post-disaster (PCPD) situations; Intersectoral platform on UNESCO's contribution to the Mauritius Strategy for the further implementation of the 1994 Barbados Programme of Action for the sustainable development of Small Island Developing States (SIDS); Intersectoral platform on priority Africa and its implementation by UNESCO. Resources need to be concentrated on these programmes.

Com.) While we acknowledge the necessity to support progress in countries furthest away from the IADGs/MDGs, UNESCO must at the same time realize the changing dynamics in development. It is now estimated that around three-quarters of the world s poor and marginalized actually live in middle-income countries with comparatively high achievements in the IADGs, and this trend is likely to be reinforced in the future. UNESCO must take note of such changes in formulating future strategies and policy decisions.

Do you have any suggestion as to how category II institutes and centres could most effectively contribute to the attainment of sectoral priorities and the objectives of Intersectoral Platforms? (optional) It is true UNESCO participates in the governing bodies of category 2 institutes, but UNESCO should acquire a visible role in the planning, implantation and evaluation of the activities of these institutes. UNESCO needs to show added influence and interest in the activities of these institutes in order to have them in line with the priorities of the Organization.

Based thereon, the Sector has identified four priority areas: sector-wide policy and planning; literacy, teachers; technical and vocational education and training - TET). 10 Questionnaire on the 37 C/5 - English First, we would like to ask for a thorough review of the effectiveness and impact of setting priorities for UNESCO s education programmes. While we agree to setting priorities, we are curious of the actual effectiveness and results of setting such priorities. We would like to request the Secretariat to report whether the four priorities set for the last biennium Policy, Literacy, Teachers and TET have actually resulted in more efforts and activities in these areas. Second, if UNESCO continues to set priorities, we believe that the emphasis should be given to holistic and system-wide approaches rather than specific fields. As a multilateral governance organization as well as a Laboratory of Ideas, we believe UNESCO is well-positioned to provide the standards and best practices of sector-wide policy planning, knowledge sharing and foresight. The latter is becoming much more important with the changes in the global economic, social and environmental sectors in the 21st century. Furthermore, we believe that UNESCO should continue to upgrade its work in the areas of ESD and EFA coordination. 13. 11 15. If the response to the question above is yes, how would you suggest that UNESCO could improve its work in the normative areas? UNESCO must work to increasing the membership to such conventions and providing ways for nonsignatory countries to join. It could draw on the experience of the Cultural Sector, which has served as the Secretariat to many cultural conventions, or the experiences of other UN bodies, especially those dealing with environmental conventions. Furthermore, we believe UNESCO can enhance its activities in promoting rights for education, inclusive education and ensuring education financing through such normative methods. *16. Major Programme I currently prioritizes its country-level interventions in priority countries that are most in need and furthest away from reaching EFA/MDG goals. Should the principle of prioritizing countries be maintained in ? a) YES ( ) b) NO ( ) c) Do not know ( ) We believe that UNESCO should continue its priority country approach until 2015, while also emphasizing its engagement with E9 countries. However, we also believe that it should thoroughly review such approach in 2015 and should accordingly recalibrate its approach after 2015, when the new EFA/MDG agendas are set.

There have been many cases of overlap between the activities of institutes and of HQ (e.g. IBE). We also believe that more emphasis should be given to regional institutes that enhance UNESCO s presence in fields such as IICBA and IESALC, despite problems with their performance in the past. In addition, with the growing importance of lifelong learning, we believe UIL could serve a larger role in the future.

13 Natural Sciences Questionnaire on the 37 C/5 - English *18. In the current 36 C/5, Major Programme II (Natural Sciences) covers a range of substantive areas, which are listed below. The mandate of UNESCO in the field of basic science, engineering, and renewable energy should be clearly defined to provide policy advice to Member States and opportunities for them to share knowledge and experiences with a view to developing science and engineering education, rather than direct support for R&D activities of * Member States. 14 *20. UNESCO relies on Intergovernmental and international Programmes (IGPs) and Institutes to assist Member States in several specialized areas. In your view, what level of priority in resource allocation should be given to the following IGPs during the period? UNESCO Institute for Water Education (IHE) 5 UNESCO is now directly supporting basic science research projects through IBSP. But, this goes beyond the mandate of UNESCO, which is not a funding agency. The direction of IBSP should be reoriented towards policy advice for Member States to develop and promote basic science. Similarly, UNESCO s role in IGCP should also be adjusted, since the situation has been dramatically changed with respect to the capacities of and resources available for geoscientists compared to 40 years ago when IGCP was launched.

In the current 36 C/5, Major Programme III (Social and Human Sciences) covers a range of substantive areas, which are listed below. 18 *26. Culture was recognized as fundamental for development in the outcome document of the Highlevel Meeting of the UN General Assembly on the MDGs in September 20. How can UNESCO further promote the culture and development agenda, and the better integration of culture in national development policies and processes? As an organization specialized in culture, UNESCO has reiterated the crucial role of culture in attaining sustainable development through key instruments such as the Cultural Diversity Declaration and the Cultural Diversity Convention. Concentrating its efforts to implement these instruments could help UNESCO in promoting the agenda of culture and development both at national and international levels, and moreover, mainstreaming culture in the making of development policies. UNESCO's existing programmes on culture in particular, most notably the UNESCO creative cities network, serve as the new models of development that explore and maximize the potential of culture and creativity. In addition, UNESCO could collaborate with other relevant UN bodies including UNDP as well as its broad networks and partners to effectively raise awareness of the agenda. 27. UNESCO follows up on seven conventions in the area of Culture. What level of priority do you consider UNESCO should give to them during the period? You have a total of 0 points available. UNESCO needs to reduce field projects and activities by focusing on technical advice for the State Parties for domestic implementation of the conventions, which can also contribute to UNESCO s budget and human resources management as well.

Free, independent and pluralistic media can be promoted in the framework of item 1. Freedom of expression. Item 5. Other (optional - please specify below in the Comment box) Comment In preservation of information, including documentary heritage, partnerships with professional associations have been very effective, and we hope other areas in the communication and information sector can also cooperate with professional associations to benefit from their specialties.

Memory of the World Programme 60 Comment We would like to stress the importance of the Memory of the World Programme, which contributes to increasing the visibility of UNESCO and serves as a powerful tool in increasing global awareness of the existence and significance of documentary heritage. We call for an increased effort for the proper allocation of staff and funding in order to carry out the Programme smoothly and effectively. *32. What measures should be taken during the 37 C/5 with a view to improving the cost-efficiency of the Organization? As for better management of human resources, the current excessive proportion of administrative staff members within the Secretariat must be significantly reduced in the coming medium term of UNESCO s governance system is known to be expensive but not efficient, largely due to the length of the board meetings. Therefore, it might be necessary to shorten the meeting duration by reducing the workload of the plenary session of the Board. At the same time, its debates should focus on important policy directions of the Organization rather than many small issues of lesser importance. The meeting should not be wasted on making decisions that merely acknowledge documents, which do not lead to action of any kind. As the programme cycle will be changed from a 2 to 4 year term, overall reduction of the number of Executive Board meetings should also be positively considered.

Do you have suggestions for innovations to be introduced into the Organizations knowledge management structure and practices? We would like to strongly urge UNESCO to adopt an Open Access policy to all its research outputs and knowledge products on par with the efforts of other IGOs such as the World Bank. Open access should not be limited to research and knowledge products, but we would also like to encourage more openness in programme related materials such as individual programme proposals and monitoring and progress reports as well. This would not only strengthen knowledge management but also enhance the transparency and monitoring of UNESCO programmes.
