1 Richland School District Two JOB DESCRIPTION TITLE: RSD2 District Director (Race-to-the-Top Grant) Closing date: April 1, 2014 REPORTS TO: Richland School District Two Chief Academic Officer Job Title: District Director, Carolina Consortium for Enterprise Learning (CCEL) Location: Columbia, SC (Richland Two) Background: In December 2013, the U.S. Department of Education awarded $24,982,980 in Race-to-the-Top grant funds to the Carolina Consortium for Enterprise Learning, a consortium of four-school districts in South Carolina, to transform public education in 19 schools across these districts. The four school districts are Clarendon School District Two, Orangeburg Consolidated School District Five, Richland School District Two, and Williamsburg County School District. Clarendon School District Two serves as lead district, and Richland School District Two will serve as fiscal agent. The Carolina Consortium for Enterprise Learning (CCEL) represents the range of diversity for South Carolina schools districts, from the most rural (Williamsburg) to the most urban (Richland Two), from rural poverty to urban poverty, from nearly 100% African American to a diverse population that includes a rapidly growing population of Limited English Proficient students. Through its 19 participating schools, CCEL will serve 11,957 students and 1,121 educators, with potential to impact 41,183 students and 2,755 educators in 65 schools across the four districts. CCEL targets high-need, high-poverty, and low-performing PK-12 feeder systems in each district. Goals for the four-year project include Goal 1: Students in CCEL schools will gain the academic, technological, and life skills necessary for success in college, careers, and citizenship. Goal 2: Educators in CCEL schools will improve their skills to provide engaging and rigorous standards-based curriculum, instruction, and assessments that address each student s needs and interests. Goal 3: CCEL schools will provide supportive learning environments that are conducive to personalized and Enterprise Learning and instruction and that yield increased student, parent, and teacher satisfaction. Goal 4: CCEL will build local and statewide partnerships to engage, guide, and participate in Enterprise Learning initiatives beyond the school campus. Goal 5: CCEL districts will build their capacities to sustain Enterprise Learning and turn around schools by continuing CCEL collaboration, improving climate and culture, and embedding continuous improvement methodologies across all areas of operations. 2 JOB PURPOSE: CCEL seeks a talented manager to serve as full-time District Director and oversee implementation of all elements of this four-year project. The full-time District Director will provide leadership and coordination of the Race to the Top grant for Richland School District Two (RSD2). The position will work directly with school district leadership and staff; assure and monitor compliance with state and federal requirements for the RTTT grant; and provide overall assistance, coordination and support to the administrators assigned to participate in grant-related activities. This individual should be a motivated self-starter with the ability to prioritize and execute multiple tasks and projects and provide exemplary customer service to schools, to colleagues within the department, and to partners within other departments. The District Director will oversee all CCEL staff in RSD2 and participate in supervision of Enterprise Learning Coaches, Digital Resource Coaches and CCEL technicians. TERM OF EMPLOYMENT: 240 Days ESSENTIAL JOB RESPONSIBILITIES: Develop and manage the project management plan for implementation to ensure effective progress toward attainment of goals and objectives Develop short term and long range goals and objectives, including timeframes, cost, project plans and milestones, and measure of effectiveness for achieving and accomplishing a successful project(s). Oversee budget and accountability for RSD2, including ensuring that all expenditures adhere to grant goals and objectives and align with Federal Cost Principles, Uniform Administrative Requirements, audit requirements, and Race to the Top program regulations and requirements. Collaborate with Finance, Human Resources, and the Grants Development Office to determine impact and implications of various options and recommend the best course of project delivery. Complete request for bids for independent external evaluator and work closely with the external evaluator to ensure effective data collection and use of evaluation reports to improve performance Participate in the development of the implementation rubrics for project components Coordinate and conduct District Advisory Council meetings Make project management recommendations to the Project Director as to resource requirements to staff, time, equipment, training, and other resources as identified, including contracted consultant services as needed within the grant performance period. Work closely with district personnel to ensure effective communication, transparency of processes and procedures, collaboration, and capacity building. Conducts needs assessment of project via technology to identify gaps that are to be improved for roll-out and implementation. Mitigate risk by identifying, investigating, and resolving issues across the consortium. Conduct regular monitoring of schools sites through direct visits, conference calls, staff

3 meetings, and desk audits. Work with Grants Coordinator, project team and key stakeholders to devise best practices and continuous improvement of project delivery across the district. Create and conduct presentations, in collaboration with the Office of Communications & Strategic Partnerships, for diverse audiences (students, administrators, teachers, parents, community, colleges and universities, legislative and Congressional staffs, local businesses) about CCEL Oversee development and maintenance of the CCEL web site Facilitating smooth communication among schools and CCEL leadership to maximize impact and investment Respond promptly and appropriately to questions from all project stakeholders, including district office staff, school leaders, and educators Work in collaboration with the Grants Development Office to ensure compliance with grant guidelines as established by the U.S. Department of Education Prepare, complete, and submit all annual and final project reports to the Project Director for the U.S. Department of Education Supervise assigned personnel, provide assistance, conduct performance appraisals, and make recommendations for appropriate employment actions Effectively manage and complete multiple tasks with competing deadlines and priorities Uses management practices that promote high-performance, ethical behavior, collegiality, teamwork, and fairness Assist in building district capacity to support state standards and high quality assessments and to develop and improve access to data systems to support instruction to improve teacher and principal effectiveness and the equitable distribution of effective teachers and leaders. Work with community-based organizations and local governmental agencies to coordinate efforts and provide appropriate services to district schools. Qualifications: Master s Degree and/or earned doctorate from an accredited institution Strong Project Management skills (3-5 years of experience working in cross-team project management) Experience of five to seven years in supervising personnel at school, district, or state level Strong and effective experience in grants management at school, district or state level Knowledge of and experience in the K-12 educational environment Experience in developing request for bids and in negotiating vendor contracts Excellent writing, editing, and presentation skills Demonstrated ability to advise and negotiate comfortably with individuals at all levels of the organization Demonstrated ability to multi-task while carrying-out tasks through to completion An understanding of systems and organizational change Deep commitment to education equality and an orientation to work centered on children Mastery of Microsoft Office suite applications (Excel, PowerPoint, Word) Strong organizational skills. Strong problem solving skills. Ability to work autonomously. Demonstrated skill in accountability and data analysis; ability to analyze, interpret, and

4 report findings and recommendations, both orally and in writing An additional requirement of the job is to be able to travel both in and out of state at least 25-50% of the time for federal meetings, workshops/conferences, and site-related monitoring and reviews. Preferred A. Experience with developing short-term and long-term strategic plans B. Experience with change management research and application C. Commitment to staying current in research, theory, and trends in the area of district and school administrative services and providing leadership in these areas as appropriate to the district's needs D. Profound knowledge of South Carolina Academic Standards, assessments, school and district organization, and Race to the Top initiative E. Basic familiarity with geography of South Carolina PHYSICAL REQUIREMENTS: Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated as Light Work. Percentage 5% Bending: Lowering the body forward from the waist. 5% Reaching: Extending hand(s) and arm(s) in any direction. 5% Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position through the use of the upper extremities and back muscles exerting up to 10 pounds of force. 80% Finger Dexterity: Picking, pinching, typing or otherwise working primarily with fingers rather than with the whole hand or arm. 70% Grasping: Applying pressure to an object with the fingers and palm. 90% Talking: Expressing or exchanging ideas by means of the spoken word. Those activities in which detailed or important spoken instructions must be conveyed accurately, loudly or quickly. 90% Hearing Acuity: The ability to perceive speech and other environmental sounds at normal loudness levels. 90% Visual Acuity: The power to see at a level which allows reading of numbers and text, operation of equipment, inspection of machines, etc.
