2 About the Illawarra Aboriginal Corporation The Illawarra Aboriginal Corporation is a not for profit community organisation incorporated under the Corporations (Aboriginal and Torres Strait Islander) Act The IAC is a large and successful Aboriginal owned and operated organisation in the Illawarra which has been in operation for more than twenty five years delivering a range of programs and projects including Housing, Aged Care, Child Care, Emergency Relief, Employment and Training, and Child, Youth and Family Services. About this Program Myimbarr is an Aboriginal Child, Youth and Family Program under the Illawarra Aboriginal Corporation. Myimbarr has a number of projects including the Out of Home Care Service (OOHC). The Myimbarr OOHC Service s main objective is to keep Aboriginal Children Safe. We will do this by supporting Aboriginal children, young people and their families. When children or young people cannot live with their family, we will try to restore them with their natural (or birth) family and when this is not possible, we will support children & young people in culturally aware, trained and loving Aboriginal foster families. We will provide placement opportunities for Aboriginal children & young people aged 0 18 for medium, long term or respite care. We will recruit, train and support Aboriginal people in the foster care role. The aims of this program are: To keep Aboriginal children and young people safe To protect children and young people from abuse and exploitation by offering a place of safety in times when it is needed To provide out-of-home care as a last resort and only when such care is in the best interest of the child or young person To support the foster family to provide the best possible care to meet the unique needs of the child or young person To meet the child or young person s physical, social, emotional, educational and cultural needs whilst within a Myimbarr program To assist in keeping children and young people in their families and communities To limit foster care to the shortest times where possible so as not to jeopardise family relationships

3 Position details: Position: Out Of Home Care Team Leader Reports to: Myimbarr Manager Employment Type: Full Time Hours per week: 38 Term of Contract: 12 month contract with good possibility for extension Award: Social, Community, Home Care & Disability 2010 Award Level: 8 Pay Point: 3 Remuneration: The suggested annual remuneration is a base salary of $84k (Package to $108k) plus on call allowances etc plus super and leave loading. This position includes Salary Sacrifice benefits, a work vehicle (with some private use) and a mobile phone. The vehicle component of the package is negotiable and may be cashed in for additional wages. The Remuneration, Award level and Pay Point may change depending on the qualifications and experience of the selected applicant. About this Position This position will be responsible for the delivery, management and continual improvement of the OOHC program and will be responsible for 3 to 4 support workers, up to 48 foster carers and a pool of supervised contact workers, mentors and drivers. Location and Geographical coverage This position is managed from Myimbarr Family Support, Wollongong but will service clients over the Illawarra Region and requires regular travel.

4 Selection Criteria Essential Criteria Qualifications or experience in Aboriginal Welfare / Child Protection Qualifications or experience in Case Management Experience in Out of Home Care, Child Protection, Early Intervention or related areas Experience in Supervision of Case work with families, children and young people Working knowledge of the Children and Young Persons (Care and Protection) Act 1998 Working knowledge of the Children and Young Persons (Care and Protection) Regulation 2000 Working knowledge of WH&S and EEO practices Excellent verbal and written communication skills Proven ability to liaise with relevant Govt and non Govt professionals, community groups, services and agencies in the provision and development of services Ability to work within Aboriginal communities Ability to work independently and as part of a team Experience in Supervision / Management of staff (including conflict resolution) Commitment to Quality Improvement Confirmation of Aboriginality Current NSW Driver's licence Willing to undertake Working with Children Check Willing to undertake Police Check Desirable Criteria Working knowledge of the Corporations (Aboriginal & Torres Strait Islander) Act 2006 (CATSI)

Activity Tasks for this Activity Performance Measures Program Development Work with program partners and management to build the OOHC service model based on service provision guidelines Support OOHC staff to manage their roles and to train in relevant activities Develop and refine client and carer documentation and database processes Work with and refine OOHC referral protocols, policies and procedures Feedback (Service Provider) Feedback (Myimbarr Manager) Feedback (Staff) Progress in development of OOHC service model Development of client and carer documentation and database processes Record of updated protocols, policies and procedures Operations Management Responsible for the planning, coordination and control of the day to day operations of the OOHC program and for ensuring the safety, health and wellbeing of the employees, carers and clients Manage the OOHC program in accordance with government licensing and funding requirements and IAC philosophy and policy Work with support workers to recruit, train and supervise foster carers Feedback (Service Provider) Feedback (Myimbarr Manager) Feedback (Staff) Feedback (Board) Case Management Receive, process and assess referrals of children and young people Work with support workers, and other professionals to place children and young people in appropriate care placements including foster care, kinship care and where possible restoration to family Oversee monitoring and assessment of children and young people in placements to ensure their needs are being met Feedback (Service Provider) Feedback (Myimbarr Manager) Up to date and accurate record of case plans

Activity Tasks for this Activity Performance Measures Case Management Liaise with foster carers to assess, (cont) plan, implement and monitor case management in order to strengthen families and reduce risks to children and young people Work with case workers to ensure that case plans are appropriate to the needs of the individual and family and that goals are attainable and measurable Assist, facilitate and participate in case meetings Case Planning Ensure that an appropriate service entry and exit policy is developed Ensure that case planning and records management policies are in place and adhered to by staff Ensure that adequate transitional arrangements are made for exiting clients while ensuring that they are referred appropriately Record of completed entry and exit protocols, policies and procedures Reporting Maintain statistical records/data bases in a timely and accurate manner Undertake administrative functions associated with the work performed to ensure the maintenance of current and accurate records in compliance with legislative standards Complete monthly reports including statistical reports, project work, client reviews and a record of staff reports Monitor and audit staff developed client files to ensure proper data collection, entry, storage and useage Coord/Mgr/Supervisor review of monthly reports Feedback (Staff) Up to date record of client file assessments and audits
