2 ADVERTISEMENT POSITION VACANT Waste Coordination Officer If you are looking for a role where you work across a variety of sites and no two days are the same, this exciting opportunity is for you! Hilltops Council is seeking a suitably qualified Waste Coordination Officer to join the Council on a full-time basis. Reporting to the Director of Sustainable Growth, your primary responsibility will be to deliver a high level of service in waste management in accordance with relevant legislation and the strategic direction of the South West Regional Waste Management Group. The position offers: 35 hours per week / nine (9) day fortnight Competitive salary - $77,313 to $85,342 per annum Relocation assistance is negotiable for the right candidate Council vehicle available on lease back The Hilltops Council has it all Everything you could need in a friendly, safe and relaxing environment. 3 GENERAL INFORMATION 1. Conditions of Employment Conditions of employment include: The Local Government (State) Award hours per week Enhancement based salary system Entry level and 4 competency steps for each grade. Each step is equal to 2% of the entry level Progression based on acquisition and use of skills. Position Operational Band 3 Level 3 Leave provisions as per Local Government State Award 2014: 4 weeks annual leave but no leave loading Sick Leave of 15 days per year which includes provision for Carers Leave Long Service Leave available after 5 years continuous service Council funded superannuation - currently 9.5% Salary sacrifice Education Assistance Scheme Council has a smoke free work environment policy Applicants may be requested to undertake pre-employment medical assessments at Council s expense to assist in determining their suitability for the position An offer of employment would be subject to a probationary period of 12 weeks. 4 3. Selection Criteria Candidates for interview will be selected based on the following selection criteria: Essential 1. Tertiary qualifications in environmental engineering, environmental management, public health or equivalent 2. Extensive Project and Contract Management experience in projects of significant complexity within a political environment with differing stakeholders 3. Proven resource management skills, including people management, budget, procurement and project management 4. Demonstrated success in developing, facilitating and implementing strategic plans and projects 5. Excellent interpersonal and conflict resolution skills, including the proven ability to negotiate and consult on complex matters involving a range of stakeholders 6. Highly developed verbal and written communication skills with the ability to explain legislative and policy requirements, deliver public education programs, undertake project consultation and present technical information in a clear and understandable manner 7. Substantial knowledge of contemporary issues relevant to the responsibilities of Local Government in the area of waste management 8. Demonstrated problem-solving and time management skills including the ability to meet deadlines and adjust to varying workload and competing priorities 9. Class C driver s licence Desirable 1. Significant computer skills in windows environment (Excel, Project, Word, Publisher, etc.) 2. Experience at management level in the strategic development of waste management and waste minimisation initiatives, including project delivery 3. Proven capacity to work with communities in delivering agreed outcomes 4. Excellent team work skills including team leadership and team participation ranging from the immediate work environment to the wider corporate and community context 5. 5 POSITION DESCRIPTION Reviewed: December 2016 Position Title: Waste Coordination Officer Reports To: Directorate: Director Sustainable Growth Sustainable Growth Award: Local Government (State) Award 2014 Award Band & Level: Status: Hours: Superannuation: Location: Other: Operational Band 3 Level 3 Permanent Full Time 35hrs per week, nine (9) day fortnight 9.5% Harden-based, but flexible to Boorowa and Young offices and at times to South West Regional Waste Management Group and individual Group Member Councils dependent upon workload and issues as they arise Council vehicle available on lease back 1. Purpose of the Position Hilltops Council is the secretariat Council for the South West Regional Waste Management Group which is a four (4) member group made up of the Councils of Hilltops, Cootamundra - Gundagai, Snowy Valleys and Yass Valley. The Waste Coordination Officer is responsible for delivering a high level of service in waste management in accordance with relevant legislation and the strategic direction of the South West Regional Waste Management Group 2. Reporting Relationships Reports to: Internal Liaison: External Liaison: Director Sustainable Growth Hilltops Council (as Delegate for Administration Council, South West Regional Waste Management Group) Manager Environmental Health & Waste and South West Regional Waste Management Group Member Councils Regional Waste Facility Operator, other Government Departments & Agencies both State and Federal, contractors, the general public and professional associations

6 3. Key Accountabilities 1. Advise, assess and manage waste services for the South West Regional Waste Management Group to ensure best practice services are provided to conserve and enhance the natural environment. 2. Provide a high level of professional advice to the South West Regional Waste Management Group, Council staff, Councillors and the public. 3. Prepare business papers and specialist reports for consideration by the South West Regional Waste Management Group in relation to finances, industry changes and developments, compliance, opportunities and grant availability. 4. In conjunction with REROC and CBRJO develop and implement education material and strategies to assist the communities of the South West Regional Waste Management Group Council areas to become waste wise and aware of their ecological footprint. 5. Implement strategies to reduce and monitor waste deposited to landfill. 6. Deliver a high level of service in waste management in accordance with relevant legislation and the strategic direction of the South West Regional Waste Management Group. 7. Assist Group Member Councils to become leaders in sustainability and waste reduction. 8. Negotiate contracts on behalf of the South West Regional Waste Management Group. 9. Project and promote a positive image of the South West Regional Waste Management Group. 10. Liaise and promote a positive relationship between the South West Regional Waste Management Group and Ecofill as the operator of the Regional Landfill Facility. 4. Authority and Accountability - Develop and deliver waste education programs across the Council areas of the South West Regional Waste Management Group in consultation with lead agencies, Councils and regional, state and national programs - Organise and co-ordinate additional waste services as required including but not limited to Clean Up Australia Day, National Recycling Week, Composting Week, etc. - Prepare contract documents for endorsement of the South West Regional Waste Management Group - Supervise contract letting and contract management for waste management services - Manage relationships between South West Regional Waste Management Group, Group Member Councils and contractors - Act as representative for the South West Regional Waste Management Group in contract negotiations - Waste services are managed in order to deliver high quality outcomes - Waste management and minimisation policies of the South West Regional Waste Management Group are reviewed and updated as required to ensure best practice standards - Prepare budgets, set fees and charges for the budgeting process for the South West Regional Waste Management Group and monitor expenditure of budget - Establish and maintain working relationships with professional groups, government departments and authorities and individuals external to the organisation whose activities have significance for the waste management and educational operations of the South West Regional Waste Management Group - Identify and assess changes in the external environment likely to have an impact on the activities and responsibilities of the South West Regional Waste Management Group - Prepare and implement a Waste Management and Minimisation Strategy for the South West Regional Waste Management Group in line with regional, State and Federal Government policies, legislation and plans to continuously improve the provision of waste services to the region - Monitor resources and explore long term options to minimise resource depletion - Lead the South West Regional Waste Management Group in forward planning for

7 post closure landfill monitoring and remediation, landfill operations, waste collection, waste disposal, recycling and regional waste management - Seek external funding, where appropriate, to support delivery of priority waste management programs, projects and initiatives - Participate in cross-organisational and inter-council studies, projects and activities to meet corporate priorities and client focused outcomes - Develop procedures and policies to assist group member Councils become leaders in sustainability and waste reduction measures - Develop strategies to monitor the effectiveness of implemented sustainability and waste reduction measures - Provide professional, well researched waste management advice to Councils of the South West Regional Waste Management Group - Assist in building capacity within each Council of the South West Regional Waste Management Group in areas of sustainability and waste reduction - Develop, document and implement work and operational practices for Group Member Council s waste disposal sites - Ensure the activities of the South West Regional Waste Management Group meet legislative requirements 5. Judgement and Problem Solving - Demonstrate an appropriate knowledge of relevant regional, state and federal government policies, legislation and plans in the provision of professional, well researched waste management advice to Councils of the South West Regional Waste Management Group - Participate in cross-organisational and inter-council studies, projects and activities in order to meet corporate priorities and client focused outcomes - Identify and assess changes in the external environment likely to have an impact on the activities and responsibilities of the South West Regional Waste Management Group 6. Specialist Knowledge and Skills - Tertiary qualifications in environmental engineering, environmental management, public health or equivalent - Demonstrated success in developing, facilitating and implementing strategic plans and projects - Demonstrated knowledge of relevant regional, state and federal government policies, legislation and plans - Substantial knowledge of contemporary issues relevant to the responsibilities of Local Government in the area of waste management 7. Key Performance Measures Community Education - The development and distribution of high quality education material relevant to the Councils of the South West Regional Waste Management Group - Communication strategies are developed and implemented to ensure meaningful community engagement and increased awareness of waste wise strategies - Additional programs are coordinated and implemented in collaboration with lead agencies and delivered in a well thought out, coordinated and timely manner Contract Negotiation - Contractors are engaged in a respectful and meaningful manner and awarded in accordance with Council s procurement policy - Contractor and customer complaints are handled in a timely and efficient manner - New market opportunities as alternatives to waste disposal are explored and reported Operational Waste Management - Activities and opportunities for improved efficiencies in waste management are researched and costed prior to quarterly reporting to the South West Regional Waste Management Group - Waste management and minimisation policies of the South West Regional Waste Management Group are reviewed and updated as required to ensure best practice standards - The budget review process and reporting for the operations of the South West Regional Waste Management Group is maintained including expenditure within budget allocation, anomalies and areas of risk as soon as they are identified - The resolutions of the South West Regional Waste Management Group are implemented in a timely manner and any issues arising are reported as soon as practicable - Establish and maintain working relationships with professional groups, government departments and authorities and individuals external to the organization whose activities have significance for the waste management and educational operations of the South West Regional Waste Management Group. Strategic Waste Management - Implement Group and externally funded waste projects and initiatives within budgets and timeframes. - Prepare and update acquittal reports Waste Management and Minimisation Strategy reported to, and adopted by, the South West Regional Waste Management Group within agreed timeframes - The objectives, outcomes and key performance indicators identified in the strategies and policies of the South West Regional Waste Management Group are monitored and reported as required - External factors impacting upon the operation and responsibilities of the South West

9 Regional Waste Management Group are researched and reported with alternative actions and options where necessary - Opportunities for cross-organisational and inter-council studies, projects and activities are identified and acted upon in accordance with the delegations of the position Group Member Services - Education and implementation of tailored sustainability and waste reduction policies are provided to group member Council - Strategies are implemented to monitor the effectiveness of individual sustainability and waste management policies - Advice provided is sound professional advice, backed by thorough research and analysis Legislative Compliance - Remain up to date with relevant legislative changes which impact upon waste management responsibilities and ensure all relevant legislative requirements are met - Develop and implement internal systems and processes for accurate recording and reporting of waste information to satisfy the requirements of the Department of Environment and Heritage and other state agencies - Assist each Council of the South West Management Regional Waste Management Group with statutory returns - Implement an effective complaint register and communicate to all stakeholders including the Community - Handle all complaints in a courteous and professional manner with investigation and action in accordance with legislation and agreed timeframes - Meeting minutes are accurate with action items reflecting officer actions and timeframes Corporate Accountabilities - All correspondence is acknowledged and acted upon within agreed timeframes - No unreasonable complaints from Council s customers relating to lack of information/cooperation/consultation - Performance on representative committees and external bodies is of a high standard and beyond reproach - Each sub-committee meeting undertaken within agreed timeframes and reports of subcommittee activities reported to full South West Regional Waste Management Group Meeting as soon as practicable. - All minutes are forwarded to Hilltops Council for inclusion in business papers for adoption and any items requiring budget allocation, loan drawdowns or that are likely to impact upon the financial position of the South West Regional Waste Management Group are discussed with the appropriate officer of Hilltops Council - Compliance always with Council s Code of Conduct and WH&S and Equal Employment Opportunity (EEO) Policies - Workplace changes are responded to in a positive and flexible manner 11.
