The role will be responsible for: Providing cost advice for small projects throughout the design process. Ensuring a robust cost review process at the decision stage gates for medium and large scale projects. 2 Key Areas Responsibilities Quantity Surveying and Cost Management Work closely with the Strategic Capital Programme s project managers and teams to ensure enhanced financial outcomes are achieved on all our projects Increase predictability of project financial outcomes o Small projects are costed using accurate and applicable cost information. o Medium to large projects are costed using recognised industry tools o Cost review processes established and implemented for all projects (whether costed in-house or by eternal parties) o Develop and implement accurate cost reporting o Ensure contractual entitlements are managed to minimise cost overruns and/or variations Maimise the outcome while minimising the whole of life cost for all Strategic Capital Programme projects o Drive cost savings and the ability to have hard conversations with facility project stakeholders and eternal contractors o Identify project solutions that add value and deliver financial returns o Work with the Design Manager to develop organisational knowledge on alternative systems and their costs and benefits Ensure tendering processes focus on cost management o Work with the project managers and contract team to develop cost information in the tendering documentation o Ensure specifications are prepared to enable accurate labour and material costings to be prepared o Provide the costing advice role in tender review and negotiation o Influence and negotiate effectively with stakeholders and contractors o Establish cost reporting for all tenders Enhance project cost reporting and financial forecasting o Work with project managers and project accountants to ensure monthly financial reporting is informed by accurate project cost information o Where required, develop specific analysis and reports to inform monthly reporting Technical Management Provide technical direction to consultants and contractors Ensure technical and feasibility studies are undertaken to inform costings as required and results incorporated into relevant reports and planning. Proactively develop and manage relationships with eternal stakeholders Demonstrate full and positive participation as a member of the team at meetings and planning sessions. Ensure the relevant manager is informed of issues and risks within the project Support the Strategic Capital Programme team and facilities projects providing quantity survey and cost management input, feedback and acceptance sign off for project costs. Assist in the preparation of business cases and funding applications for Strategic Capital Programme projects. Provide costing support for projects, including user group feedback, costing reviews, development of standards, commissioning support and other advice. Assist with the development, review and improvement of Facilities policies, procedures and protocols Prepare written reports as requested by the director Strategic Capital Programme from time to time Any other additional duties that relate to the position are completed as instructed by the Director Strategic Capital Programme Ensure the professional and political integrity of Waitemata DHB by carrying out all functions in compliance of the Treaty of Waitangi and by demonstrating a serious commitment to keeping the treaty alive. 5 PERSON SPECIFICATION: Cost Manager Minimum Qualification Tertiary level qualification in quantity surveying or equivalent (BSc, RICS, NZCQS or equivalent) Eperience 5 years eperience in a quantity surveyor role in New Zealand. Proven eperience of project financial / contractual management and strong commercial acumen in either a project or project support environment Eperience in implementation and management of contracted services under a performance management framework of a value > $2m p.a. Successful eperience in developing and managing projects. Successfully competently costed projects through all their phases. Preferred Post graduate qualification 8+ years' eperience in a quantity surveyor role preferably with contractors on building or civil infrastructure projects in New Zealand Proven track record of delivering high quality costing advice in a comple environment. Engineering or other relevant technical background Eperience in implementation and management of contracted services under a performance management framework of a value > $10m p.a. Background in project and works management with a strong health and safety focus.
