1 Finance Manager Job Location: SAICE National Office in Midrand Gauteng Salary: Package is negotiable according to the candidate s experience Permanent skilled level position SAICE Introduction The South African Institution of Civil Engineering (SAICE) is a learned society and voluntary organisation. SAICE has a 113-year history and comprises of 37 staff members at National Office. SAICE is commonly referred to as a central home for South African civil engineering practitioners. Our membership varies between to members and includes civil engineers, civil engineering technologists and civil engineering technicians, situated throughout Southern Africa in twenty geographic regions, e.g. Cape Town, Durban and Johannesburg. General Responsibilities and Duties Budgeting Oversee the overall corporate budgeting preparation, financial management and financial monitoring processes. Financial Analysis and Reporting Perform financial analysis, reporting and management activities. Ensure that the financial reports are prepared and delivered on time. Review financial data for accuracy, correctness and completeness. Generate financial reports related to budgets, account payables, account receivables, expenses, etc. Make sure annual financial statements are prepared and are appropriate before submission to the CEO for ratification. 2 Together with the auditors ensure that the Finance & Administration Committee and Executive Board ratify annual financial statements for submission to Council. Human Resources Hire and train new employees on financial operations. Participate in performance evaluation of finance staff and identify skill development needs. Ensure accurate calculation and distribution of salaries and other benefits to employees. Perform the monthly Payroll run on the VIP Payroll system. Financial management Financial Manager to co-ordinate the financial activities of SAICE s entities through relevant departmental heads. Monitor and manage all expenses within the allotted budgets. Strategic Analysis Establish key financial strategies to enhance business profitability. Legal and regulatory Comply with and keep up to date with all the relevant tax and finance and finance related legation regulations, guidelines and codes of best practice. Ensure the financial team follows SAICE s policies and procedures. Systems & Procedures Develop standard and new accounting procedures to improve financial operations efficiency. Review & reconciliation Review annual budgets and recommend any changes if needed. Page 2 of 5

3 Assist in account payable and receivable activities. Perform account reconciliation activities. Forecast & Foresight Audit Establish accurate forecasts regarding expenses and revenues and manage regular reporting requirements. Input into New Business initiatives. See to it that the financial system, data and records are prepared for: Internal audit. The external annual audit. Management Activities Perform the following in respect of the professional membership of SAICE: - database management. - membership management by way of managing interaction with members regarding applications, transfers, resignations, obituaries, fellows and complaints. Secretariat for Membership Committee and management of resolutions. Control of finances for Branches & Divisions of SAICE which includes the following duties: - visits for financial/administrative matters; and - financial management, travel arrangements. Financial administration of the Student Chapters (at tertiary institutions). Financial management of the PD&P services (a subsidiary company). Financial control of the Retail Bookshop. Financial management of the Website related activities. Administration, financial management of data and execution of the strategic planning activities in relation to finance. Financial control of the following activities within SAICE: - Professional Networking - Government Liaison - Outreach - Magazine Page 3 of 5

4 - Publications, Books, Guidelines & Codes of Practice - Internal Liaison and Networking - SAICE Units & Structures - Corporate Image - Office Bearers - Public Relations & Liaison - Education & Training - Awards & Competitions - Communication Financial management of staff & staff benefits and staff stationed at Branches & Divisions. Administration Attend F&A Committee meetings and ensure a secretariat is provided for the F&A meetings. Attend Executive Board meetings and give action to decisions related to matters of finance. Together with the CEO and COO determine staff remuneration. Together with the CEO and COO determine training needs of finance personnel and arrange for their training needs to be met. Together with the CEO and COO give guidance with regard to career path information for finance staff. Follow up and action resolutions taken at meetings. Liaise with auditors in relation to financial matters, preparing for annual general audit and the production of the annual financial statements. Qualifications, requirements and advantages Qualifications; Any or a combination of the following degrees; BCom, BCompt, BAcc. CA(SA) status would be a distinct advantage. Registered with one (or more) of the following professional accounting industry organisations: - The South African Institute of Chartered Accountants - The Association of Chartered Certified Accountants - Chartered Institute of Management Accountants - South African Institute of Professional Accountants - Institute of Administration and Commerce A minimum of 5 Years practical work experience in the field of accounting with the requirement that the maximum allowed recent Page 4 of 5

5 interval to have not been involved in the accounting industry is 2 years. Experience with membership based, organisation would be a distinct advantage. Experience in VIP Payroll and Sage 300 (formerly known as Accpac) Accounting System would be an advantage. Must be willing to undergo a psychometric test. Excellent interpersonal skills and team player. Proven leadership and management skills. Strong analytical and problem solving skills. Ability to interact constructively with a diverse range of people.
