1 THE PACIFIC COMMUNITY (SPC) JOB DESCRIPTION Job Reference: Job Title: Work Unit: Responsible To: Technician Section in Suva SPC Advisor (through the Inland Advisor, Suva ) Responsible For: Job Purpose: Date: September 2016 Assist in supervising national attachments in aquaculture to SPC The job exists to: Assists Pacific Island aquaculture and mariculture producers and enterprises with technical support to strengthen production efficiency through improved technical capabilities on small and medium scale enterprises through capacity development and training. 2 Key Result Areas: The position of Production Technician encompasses the following major functions or Key Result Areas: Assists aquaculture enterprises and supporting infrastructure/services through capacity development and training Assists in promoting economically viable and gender balanced aquaculture including specific assistance in feed, seed and broodstock management. Collaborate with other work areas within and across SPC sections, programmes and divisions, and other regional organisations. Section administration and communication The requirements in the above Key Result Areas are broadly identified below. Jobholder is accountable for Assisting aquaculture development through industry/expert networks and the provision on market information and trade Assists in strengthening of aquaculture industry networks among producer organisations, marketing networks and other organisations. Assists in providing support to small and medium scale enterprises to increase their ability and enable them to meet market needs. Provides support to farmers and farm clusters to improve farm level aquatic biosecurity and strengthen trade. Assists in the collection of aquaculture trade statistics. Assists in promoting economically viable and gender balanced aquaculture including specific assistance in feed, breeding and broodstock management Assists with technical assistance to government and aquaculture enterprises through demonstration of hand-on training on production technologies and cost-efficient methods of production. Works with consultants on delivery of trainings and technology transfer in feed formulation and broodstock management. Works with farm clusters to improve feed, seed and broodstock management. Assists Officer in providing technical assistance to address male and female aquaculture farmers and strengthen female participation in aquaculture. Contributes to the development of guidelines and strategies for best aquaculture practices. Provides support with mentoring in the development of aquaculture to strengthen business skills, address knowledge and information gaps through national workshops and farm support. Jobholder is successful when Countries are helped to put networks in place for exchange of information to strengthen the sector Enterprises are consistently provided with support to help meet market needs Capacity of farmers and farm clusters on aquatic biosecurity are improved. Up to date information on aquaculture trade and statistics are collected from countries. Capacity of government and enterprises are enhanced with training and high quality advice to overcome technical constraints Skills in feed formulation, seed production and broodstock management is adequately delivered to the countries. Training is successful in addressing social issues to ensure no barriers in women involved in aquaculture. Best practice guidelines and strategies are developed and accepted in the private sector. business skills and information gaps are strengthened through mentoring program Page 2

3 Collaboration with other work areas within and across SPC sections, programmes and divisions, and other regional organisations. Works closely with external mentors arranged through partnering organisation in improving business skills and addressing knowledge and information. Liaises with collaborating partners and NGOs in regards to social and gender related issues in aquaculture. Provides support to national attachments that may come to Suva for training. Section administration and communication Produces reports for all activities undertaken in the appropriate format for the activity including technical reports and trip reports. Contributes to the development of the annual work plans and work plan reports for the Section Maintains up to date corporate and administrative procedures for all activities undertaken. Acquits any cash advances for fieldwork activities Maintains regular communication with senior staff when in the field Fills in for Section staff when they are on leave or duty travel, when required Note Good working relationship with external mentors to improve business skills and information caps on aquaculture. Good partnership established in addressing social barriers in aquaculture development. National attachments gained new skills and experience through their work at SPC Annual work plans and reports for the Section is consistent with the strategic plan All of the operations and activities undertaken are fully documented and all administrative tasks completed within the set deadline. Input or articles are provided for all Programme, Divisional and Corporate publications within the set deadlines. Reports are produced within two weeks of completing an activity Acting roles for Section staff are successfully fulfilled. The above performance standards are provided as a guide only. Work Complexity: Most challenging duties typically undertaken: Production/Supply Chain Spend large periods (up to 4 6 weeks at a time) in the field with enterprises or farmer groups to trouble-shoot and improve their production systems, and to impart technical skills in production of aquaculture commodities Coordinate, raise awareness within, and encouraging commitment from farmers to form cluster groups to increase production of commodities more cost-effectively and sustainably Evaluate and, where appropriate, implement and adapt new and emerging aquaculture production technologies in conjunction with enterprises Provide capacity building and training to private sector, public sector and communities, in hands-on aquaculture activities and techniques Provide reports and written advice about outcomes of technical and capacity-building activities, and about emerging aquaculture technologies K Page 3

Networking, facilitation, dissemination and exchange of information (extension and research activities) Data collection Administration Level of Delegation: The position holder: - is an aquaculture technician in the SPC structure - manages small budgets of up to one million CFP when in the field and acquits these on return to headquarters - communicates with all national contacts and project partners - communicates and collaborates with private sector counterparts - undertakes and leads some in-country training and capacity building in regard to aquaculture Page 4

5 Person Specification: This section is designed to capture the expertise required for the role at the 100% fully effective level. This may be a combination of knowledge / experience, qualifications or equivalent level of learning through experience or key skills, attributes or job specific competencies. Qualifications Essential: Diploma in tropical aquaculture Desirable: Bachelor of Science degree in tropical aquaculture, biology, marine science or environmental science. Knowledge / Experience Essential: 5 years of practical experience with small to medium-scale enterprises involved in freshwater aquaculture and mariculture, preferably in the Pacific. Previous interaction with and knowledge of aquaculture agencies in the Pacific region. Desirable: Appreciation and knowledge of opportunities, for development of farmer networks and grower coordination. Working knowledge of both of SPC s official languages (English and French) Detailed knowledge and understanding of either freshwater or marine hatchery techniques, and grow-out techniques, for at least two of the aquaculture species commercially produced in Pacific island countries and territories. Excellent interpersonal skills in the multicultural environment of the Pacific Islands. Excellent English communication skills (oral and written). Excellent computer skills across necessary applications. Willingness to travel and work in the Pacific region for extended periods, sometimes under difficult conditions. Page 5
