2 JESIP Vision Working Together Saving Lives Aim To ensure that the blue light services are trained and exercised to work together as effectively as possible at all levels of command in response to major or complex incidents so that as many lives as possible can be saved

3 How did JESIP come about? Lack of Joint understanding or joint situational awareness, also plain English and commonly understood terminology not used Lack of joint decision making Communications failings, no colocation of commanders / Floods attacks 2010 Cumbria Shootings

7 Challenges Emergency Services are not funded or governed by any one Government department Training regimes, requirements and focuses are different Then add in the wider responders

8 How have we tackled the problem? Developed and published an agreed Joint Doctrine the bedrock of JESIP Alignment of Specialist Doctrine to JESIP Established a national network of JESIP lead officers & trainers throughout all emergency blue light services Produced training and awareness packages for all audiences Instigated the largest and most ambitious joint training programme ever undertaken by the emergency services Commanders over trained 12,000 CRMS Over trained 1642 Over 100,000 Responders have completed the e- learning

9 Not Just for Major Incidents Joint Doctrine is scalable not just for major incidents JESIP principles and models can be used by ALL responder agencies

10 What needs to happen now? Integrate JESIP Models and Principles into local policies and procedures Improve knowledge through joint training (incl refreshers) Reinforce and test assimilation through exercise

11 Learning from the past. There is no point in holding inquiries or publishing guidance unless the recommendations are followed diligently. That must be the first lesson Taylor report into Hillsborough tragedy

12 Joint Organisational Learning (JOL) Final but fundamental piece of the JESIP puzzle To become the standard for multiagency learning

14 Previous Reports Unheeded It is a depressing and chastening fact that mine is the ninth official report covering crowd safety and control at football grounds. After eight previous reports and three editions of the Green Guide, it seems astounding that 95 people could die from overcrowding before the very eyes of those controlling the event. 16 Incomplete process Changed national guidance? Changed our local Policies and Procedures? Trained the relevant people in relation to the new changes? Allowed them to attend exercises? Monitored implementation and addressed arising issues?

17 It has to be a team effort.. Coming together is the beginning, keeping together is progress, working together...is success.

19 It has to be a team effort.. Different roles at incidents But a common goal Saving lives, reducing harm...and remember, its not all about you and your single agency!
