2 Materials Expediting Competency-Based Learning Map Overview The United States Marine Corps (USMC) Logistics Community of Interest (COI) developed this competency-based learning map to support 6910 Materials Expediting series professional development of technical competencies and training. This learning map is organized by a group of competencies, which together define successful performance in the 6910 Materials Expediting series. Competency-based learning maps are essential resources for career development and useful for identifying the knowledge and skillsets needed to meet and/or enhance their skills in this occupational series. Learning maps are comprised of several components, described in Table 1 below: Competency Titles and Definitions Proficiency Target Levels Behavioral Indicators (BIs) Training Table 1. Components of a Competency-Based Learning Map Describe the capabilities required within a position or job role Define different levels of required performance (Entry, Journeyman, Expert) within a competency area Examples of activities performed by an individual that illustrate how a competency is demonstrated at varying levels of proficiency: Entry, Journeyman, and Expert Mandatory: Training required to be completed based on Federal, State, or Marine Corps requirements/regulations Recommended: Core, Core-Plus, and Sustainment training identified to enhance performance in competency areas Core: Initial training that all personnel should have in related position from entry to senior levels Core-Plus: Advanced training that is necessary for career progression that all mid-senior personnel should have in addition to the core training. Core-Plus training is recommended for personnel from Wage Grade (WG)- 8 to Wage Supervisor (WS) 7 Sustainment: Training intended to maintain credentials or a good training course to have, but not necessary for career advancement Page 2

3 Materials Expediting Series Defined The 6910 standard is used to grade nonsupervisory jobs involved in routing and expediting the movement of parts, end items, supplies, and material within production and repair facilities to meet priority needs. This work requires knowledge of material characteristics, uses, condition, industrial production shop procedures, shop layout, and internal supply sources. Competency Areas Two competencies have been identified for the successful performance in the 6910 series: 1. Direction and Comprehension 2. Materials Expediting Proficiency and Skill Band Definitions The Proficiency Rating Scale (Table 2) below details the rating given for each level of proficiency and its corresponding definition. Proficiency levels describe the degree of competency required to perform a specific job successfully; these levels relate to the work required for a specific job. Different jobs require different levels of proficiency for successful performance. The proficiency levels provided in this learning map indicate the minimum proficiency target for successful performance. Table 2. That structure is called the Skill Level Structure (Table 3). It is associated with each occupational series and follows you from the time you are an entry-level employee until you attain the level of a management employee. Career progress in the USMC has traditionally been based on the federal government pay schedule system. The ratings within the pay schedule system are associated with Job Skill Levels within the 6910 series indicated as follows: Table 3. 4 Behavioral Indicators (BIs) It is important to define how competencies are manifested at different skill levels. Behavioral Indicators are on-the-job (OJT) examples of behaviors and activities that illustrate how a competency is demonstrated at varying skill levels and provide an objective description of the behavior that can be observed in an individual as evidence that they either have or do not have the skills at the required level needed for the competency. These are examples of what the competency could look like at varying skill levels and are not inclusive of all behaviors demonstrating the competency for each skill level. This information is provided as a tool to help guide evaluations of employee proficiency; however, it should not be used as a checklist for employees' behaviors. Certifications and Training Certifications are a practical option for formalizing a specific competency or skillset. The Logistics COI has identified certifications (Table 4) that are applicable to the 6910 series. While these certifications are not required, staff are encouraged to complete these programs to improve and formalize their skillsets. However, some certifications below may be required according to your command and billet. Work with your supervisor to ensure you meet command certification training requirements. Certifications Vendor Local The Core and Core-Plus training courses found in Tables 5-6 and Appendix A are recommended and may not be inclusive of all training available. These courses are aligned to competencies throughout the learning map. Training titles and vendors are subject to change as the courses evolve. Additionally, several external resources (Defense Acquisition University, MarineNet, Lynda.com, etc.) provide a variety of training opportunities available to all personnel for professional knowledge and skill enhancement. 5 Competency Model A competency model is a group of competencies that together define successful performance in an occupation. The Logistics COI has adapted this model from the Department of the Navy (DON) Office of Civilian Human Resources (OCHR) for the 6910 series. The competency model, to include definitions, corresponding BIs, minimum proficiency target levels, and training has been provided in the charts below. COMPETENCY 1. Direction and Comprehension DEFINITION Understands and carries out instructions involving tasks (i.e. hand or mechanical signals), decisions, policies, procedures, and directives. MINIMUM PROFICIENCY TARGET LEVELS Job Skill Level 1: Entry N/A Job Skill Level 2: Journeyman WG 7-8 Job Skill Level 3: Expert WS-8 N/A 2 4 BEHAVORIAL INDICATORS Entry N/A Journeyman Expert Follows and applies safety data sheet (SDS) instructions to properly store, maintain shelf life, and condition of materials. Follows instructions for the storage and maintenance of repair parts, components, assemblies, and inventory. Verifies requisition information is correctly identified. Verifies documents (e.g., receipt and issue documents, parts and component routing tags, parts list, orders, process plans and instructions) for accuracy. Follows procedures for identification, storage, handling, or delivery of hazardous or non-hazardous materials. Understands and follows written instructions to determine material handling requirements. Refers to a parts manual to identify missing and or questionable parts or materials. Uses parts manuals to identify unknown materials. Follows posted safety regulations (e.g., OSHA, SDS, first aid instructions). Follows specific oral instructions from immediate supervisor or work leader to complete work assignments. Ensures compliance of SDS instructions. Ensures instructions are followed for the storage and maintenance of repair parts, components, assemblies, and inventory. Ensure requisition information is forwarded to the appropriate channel for processing. Ensures the accuracy of documents. Ensures procedures for identification, storage, handling, or delivery of hazardous or non-hazardous materials are followed. Ensures written instructions are followed to determine material handling requirements. Provides specific oral instructions to subordinates to complete assigned tasks. Briefs upper-level management on daily activities. Carries out directions from upper-level management. Interprets instructions and communicates its relevance to assigned tasks. Determines critical parts in need of rework to expedite supplies with the greatest impact on repair. Determines the physical condition of components. Identifies and recommend disposal of excess or obsolete material; Identifies potentially reusable materials when returned from external work centers; Identifies routine material items (e.g., electrical, electronic, mechanical) to categorize them. Inspects and observes stock items to verify items condition, identify deficiencies, and determine destination. Issues parts, accessories, tools, or other related items to support maintenance and repair operations requests. Recognizes, reports, and resolves discrepant material conditions of items received. Reports non-availability of materials to management for action. Substitutes materials (e.g., hardware, plastics, chemicals, lumber, paints, glass metals, conductors, leather, cloth, etc.) to expedite customer requirements. Labels items for ease of location and identification of materials stored. Uses hammers, pliers, and other hand tools to open containers and break or apply wire banding. Cleans and maintains work areas in compliance with shop housekeeping rules. Resolves issues on damaged, incorrect, and non-availability of materials. Reviews invoices, tags, or materials delivery requests to verify they are filled out correctly. Tracks the turnover of items on hand and recommends increases and decreases of stock. Uses automated computer programs (e.g., Microsoft Office, Material Acquisition Technology, Oracle Discoverer) to prepare correspondence, reports, and spreadsheets related to material visibility, material status, storage requirements compliance, receiving and issuing documents, or shelf life. Recommends new methods for expediting the movement of materials between control points. Prepares receiving reports for locally purchased items. Follows up on material requisitions to determine availability and verify job packages are complete. Establishes completion dates for processing material in support shops. Estimates arrival date of material by contacting a material control point or supply technician. Recommends new or improved material expediting procedures and formats to increase efficiencies and effectiveness of an organization. Advises personnel on material storages and distribution problems or issues. Ensures work areas follow shop housekeeping rules. Page 6
