3 TVST OVAY (1) 3 Background of TVST OVAY National AIDS Commission s project funded by Global Fund Implemented by TEVETA (Technical, Entrepreneurial and Vocational Education and Training Authority) Impact Evaluation conducted by WB in partnership with NAC funded by SIEF Goals Promote skills development of vulnerable youth, which is expected to lead economic gain and reduction in HIV/AIDS Component Life skills: Education and information sharing including HIV/AIDS awareness Occupational training: Training provided by MC (master craftpersons) for each occupation selected by the participants Mentoring: MCs provide mentoring as well as business skills Microcredit: Those who completed training are given seed capital/tools to start their own business

4 TVST OVAY (2) 4 Main outcomes of interest Labor Market outcomes: increase in economic activity and earnings through promoting self employment. E.g., employment, labor earnings Risky behavior: improve knowledge on HIV/AIDS and reduce risky behavior E.g., Indicator of engaging in sexual intercourse without protection/ with multiple partners Algorithm Skills improvement + seed capital: Enable the participants to start business Life skills & knowledge: Raise awareness of risks Better prospect: Hope/increased expectation on value of life/increase opportunity cost of losing health will provide incentive to reduce risky behavior in health (HIV/AIDS)

5 Distinguishable features of this project Vulnerability reduction Transfer vs. training: teach to fish rather than give a fish 5 In order to improve economic wellbeing, this project develops skills and employability rather than simply transferring resources. Prevention of risky behavior Address HIV/AIDS by improving economic prospect as well as information Different from other HIV/AIDS programs, it aims to increase the opportunity cost of health loss as well as to improve information and awareness about HIV/AIDS. By improving economic prospect, skills development will reduce their risky behavior and improve psycho wellbeing of youth.

7 Within Cohort Exercise: PEP TALK Objective: to tease out the effect of increase in employability and employment prospect on their risky behavior Package of training includes many sub-components Vocational skills & employability+life skills+start-up kit PEP Talk: randomly select a half of the first cohort and provide encouragement Encouragement on their performance in training Small monetary reward Information on job opportunities and earnings prospect for skilled workers 7
