3 PURPOSE OF THE POSITION To provide technical inputs into the strategic, tactical and operational asset management functions of the CM Health Asset Management System (AMS), with particular focus on assisting with effective asset management policy, practices and procedures aligned to industry best practice ISO55000:2014 and the International Infrastructure Management Manual (IIMM) to ensure implementation, development and continuous improvement of CM Health s asset management maturity. 4 NATURE AND SCOPE OF RESPONSIBILITIES Key Accountabilities Standards / Achievements Develops, maintains, applies and promotes the CM Health Asset Management System (AMS) In conjunction with subject matter experts develops, maintains, applies and promotes key asset management documents within the CM Health AMS, including but not limited to, the CM Health: - Asset Management Policy - Asset Management Processes and Procedures - Strategic Asset Management Plan (SAMP) - Portfolio Asset Management Plans (AMPs) Develops an integrated Asset Management Information System (AMIS) for CM Health Assists with the on-going review and implementation of CM Health s Asset Management Policy and Strategy Develops policy, systems, data and analysis for asset portfolios in conjunction with subject matter experts, i.e. facilities, clinical engineering, healthalliance NZ and clinical departments Ensures that the asset management data maintained in the fixed asset register (maintained by ha) is consistent and up to date with the other information maintained by the DHB Ensures that asset management systems and policies are consistent with other DHB financial and operating policies Chairs or Deputy Chairs the CM Health Asset Management Working Group (AMWG) Data management and reporting Ensures accuracy of asset data is maintained Develops an Annual Service Plan and performance monitoring system Provides information to ELT and other relevant governance committees on CM Health s planning processes, goals and targets and achievements in asset management Provides information to assist the Business Manager in preparation of annual budgets in line with the service plan Leads stakeholder engagement to develop and document meaningful levels of service and standards considering lifecycle costs and Position description: Counties Manukau Health 4

5 Key Accountabilities Standards / Achievements implementation issues Manages the collection of data on the condition, performance and service delivery of CM Health s major assets in consultation with subject matter experts Monitors and reports on the effectiveness of the asset delivery against set targets and initiates and monitors improvements as required Provides organisational (Infrastructure) asset management advice Prepares relevant asset management information for inclusion in the annual plan, Long Term Investment Plan and annual report Where appropriate lead and/or contribute to the development and preparation of business cases with key stakeholders Liaise with the Corporate Finance team to provide input of information that may be relevant to asset management for both operating and capital expenditures Drives the organisational Asset Management Improvement Plan (AMIP) Prepares and leads the organisational response to the Asset Management Maturity and Asset Performance elements of the Treasury Investor Confidence Rating (ICR) process Assists with the development of annual and long-term infrastructure programmes Ensures that life-cycle cost analysis is undertaken, specifically for renewal, upgrade and new infrastructure programs formulated through analysis and application of condition assessments Contributes to CM Health inputs and representation on regional asset management working groups and initiatives Position description: Counties Manukau Health 5

7 COMMUNICATION AND INTERPERSONAL SKILLS Will be required to interact on a regular basis with a range of Counties Manukau Health staff members including: Subject matter experts including but not limited to: Engineering, and Finance Facilities and Infrastructure Clinical Engineering Master Planner Finance Clinical Departments Externally there will be contact with: National and Regional Asset Management Woking Groups healthalliance NZ PROBLEM COMPLEXITY Will be regularly challenged by conflicting priorities in relation to budget limitations and will have to constant apply innovative thinking. There will be a requirement to be able to prioritise issues and negotiate time frames, while still providing a quality customer service. The range of problems will be diverse and require solutions customised to meet the circumstances of the client. Therefore opportunities will arise to provide innovative options to the client based on proven outcomes. There will be demands to meet deadlines, maintain accuracy and quality of information. Failure to do so could impact on the organisation in terms of deterioration of assets which could lead to failure of critical facilities and equipment resulting in loss of life and/ or huge financial losses. Will refer to General Manager Facilities, Engineering and Asset Management for advice or second opinion. SCOPE FOR ACTION The Asset Manager (Infrastructure) will be the primary point of contact regarding the operation and management of the CM Health AMS for: In Scope: a. Land b. Facilities and Infrastructure c. Plant and Equipment d. Clinical Equipment e. Non-Clinical Equipment f. Vehicles g. 8 Out of Scope: a. Other DHB assets (cash, debtors, inventory) b. Investment in subsidiaries, associates and joint ventures c. Car park reversionary interest DIMENSION OF THE POSITION Will be responsible to the General Manager, Facilities, Engineering and Asset Management for the achievement of agreed objectives and operates within the confines of Counties Manukau Health. POSITIONS REPORTING IN THIS ROLE (numbers) Directly (numbers) : 0 Indirectly (numbers) : 0 PERSON SPECIFICATIONS (requirements for the role) Minimum Preferred Qualifications An appropriate tertiary qualification, i.e. bachelor s degree or equivalent, in engineering, engineering science or an infrastructure asset management related field Experience (including years) A minimum of 5 years asset management experience Skills/Knowledge/ Behaviour Knowledge and understanding of relevant legislation High level of computer literacy, including a detailed understanding of the workings of an Asset Management Information Proven track record of success in infrastructure and equipment asset management in accordance with industry best practice within an organisation of similar size and complexity Position description: Counties Manukau Health 8

9 System Knowledge and understanding of industry best practice standards and guidelines including, but not limited to ISO 55000:2014, International Infrastructure Management Manual (IIMM) and GFMAM (Global Forum on Maintenance and Asset Management) Personal Qualities Highly developed communication skills (oral and written), including proven skills in stakeholder engagement and relationship management. High level analytical skills including the capacity to exercise sound judgement in developing innovative solutions to problems and facilitating change Ability to work across and positively influence a number of multi-disciplinary teams Ability to take a leadership role in an environment that practices skill and knowledge sharing and professional and personal development. 10 HEALTH AND SAFETY ACCOUNTABILITIES (Management roles) Health and Safety (H&S) is a key accountability of all Counties Manukau Health (CM Health) staff. All CM Health Managers are responsible to: Zero harm Engage in safe workplace practices and manage the health and safety of your employees and other people in the workplace Engage in safe work practices Ensure all Incidents involving staff are reported, investigated and any corrective actions are completed and closed off when completed in the Incident reporting system in line with CM Health Policies and Procedures Ensure all corrective activities are completed and controls are reviewed after incidents Ensure all staff are Inducted/Oriented to the division/service/work area and recorded in the OneStaff database and participate in Occupational Health and Safety matters Risk management Safety Management System Requirements Work safely Manage all hazards, risks and incidents in the workplace by identifying, evaluating, reporting and controlling them effectively by maintaining a Hazard and Risk Register that is reviewed and kept up to date on an ongoing basis Stop work where there is an immediate risk of serious harm and escalate to the appropriate manager Maintain Occupational Health of employees due to workplace hazardous exposures Ensure you and the employees understand and follow CM Health s Occupational Health and Safety policies and Health and Safety regulations, what your responsibilities are under the policies and implement these requirements effectively into your work area Manage the work area s risk profile and how these relate to the corporate risk profile and implement and resource mitigation controls Engage your employees to participate in Occupational Health and Safety matter.
