1 POSITION DESCRIPTION Position Title GIS Officer HJOC Division Environment Employment Level Officer RELATIONSHIPS Reports to Director Environment Division Direct Reports Nil Internal Liaison External Liaison Package Office Location Required to liaise with all Environment Division staff The position liaises with officers from Local Councils, Government Agencies, and consultants 3 days per week - Annual remuneration package range $39,000 - $42,000 (including salary and superannuation). 59 Bonville Ave, Thornton, NSW The Hunter Joint Organisation of Councils is seeking to engage a Part-time GIS Officer to work in the Environment Division to deliver GIS services across the range of environmental management projects being delivered by the Division. The position offers an opportunity to work with a small, creative and committed team of environmental and natural resource managers, technical and support staff employed across a variety of project areas, and to contribute to the improved management of a broad range of regional environmental and sustainability issues across the region. It is a challenging role that will provide variety and exposure to environmental management issues and the opportunity to think creatively and use initiative. This role requires someone who can research, analyse and report on the findings; someone who is comfortable working both in a team environment and individually; someone with time management skills; someone who has active and current knowledge of GIS applications, preferably ArcGIS and MapInfo. 2 THE ORGANISATION The Hunter Joint Organisation of Councils works directly with the 11 Councils of the Hunter& Central Coast Region to deliver quality support and project outcomes across a diverse range of issues. The Environment Division provides environmental management support, services, and programs to the Councils of the Hunter, and to Central Coast Council. The mission of the Division is to: 1. Lead change, through evidence based research, information, programs and advocacy, to support member Councils be environmental leaders in their local communities, the region and NSW. 2. Facilitate collaborative and cost-effective research, planning and management initiatives to enhance the local and regional environment 3. Build the capacity of Councils to continue to design, deliver and embed innovation and environmental sustainability into their business operations and strategic plans. The Division includes a small team of dedicated staff who work with member councils, consultants, researchers, project partners, agencies and professional networks to design and deliver these regionally focused activities. Employment Conditions & Organisational Chart The Hunter Joint Organisation of Councils provides its services through the Joint Organisation banner, and through a number of subsidiary companies: Strategic Services Australia, Regional Procurement, Local Government Legal, Local Government Training Institute, Hunter Records Storage and Screen Hunter. 3 The Position The Hunter Joint Organisation of Councils receives finding from a series of grant programs, and from a membership fee for participating Councils. This position is responsible for delivering GIS and data management outcomes across a broad range of project areas, as funded externally, or identified in the Divisional Strategic Plan. Extent of Authority The position operates under the Direction of the Director Environment Division. The position is accountable to the Chief Executive Officer through the Director Environment Division for the efficient and effective delivery of activities and projects, which should enhance the image and value of Hunter Joint Organisation of Councils to its members. Tasks / Responsibilities: Purpose of the Position: To provide project support to the Environment Division to deliver spatial data and GIS outputs for the various environmental management projects being implemented by the Division. The GIS Officer is responsible for providing spatial data collection, collation, management and mapping technical support to the various projects and activities of the Environment Division related to Natural Systems (including biodiversity conservation), Environmental Resilience, Resource Recovery and Liveable Communities. 4 Key Responsibilities Expected Outcomes Program Management Provide secretariat support to the regional GIS User Group Work with consultants, contractors, project partners and stakeholders to ensure project outcomes are delivered to required technical specifications Regularly report on project delivery (in a variety of formats), to a range of stakeholder organisations Assistance with facilitating the GIS User Group, including secretariat services. Presentations to group on project activities as requested Assist Division to manage delivery and quality assurance of technical data generated through internal projects and GIS consultancy services. Reporting requirements are met within the expected timeframes and formats Successfully manage project implementation Project plans and work plans are developed and maintained to ensure delivery of projects on time and on budget Technical Requirements Project activities and outputs are delivered according to agreed milestones, standards and timeframes Proficiency in the use of ArcGIS and MapInfo GIS systems to manage regional datasets, and create spatial models and maps for use in various regional environmental management projects Undertaking research and development initiatives consistent with the interests and agendas of Councils and the Environment Division Design and produce tailored data and GIS products Undertake continuing professional development to enhance GIS skills Research conducted and library of resources developed Internal report developed synthesising outcomes of research and providing recommended priorities, strategies and activities to support project delivery Develop grant or funding applications as required Keeping abreast of initiatives and changes in respect to map production, geo-processing & data management, in relation to biodiversity conservation and management and other priority program areas of the Division Page 4 of 6

5 Key Responsibilities Design and implement systems and protocols for managing environmental datasets and assist with the design and management of various project databases Provide timely advice to the Regional Waste Program Manager and Director Environment Division on regional advocacy positions Expected Outcomes Design and implement data collection methodology Managing data entry, checking, collating, processing and cataloguing systems to ensure high quality standards Assist with management of consultant, council and Environment Division input into data analysis and data modelling activities. Ensuring best practice in data management in accordance with ANZLIC guidelines Provision of accurate, and timely advice to inform advocacy activities Relationship Management Collaboratively facilitate the participation of member Councils to effectively inform, participate in, and contribute to successful delivery of project activities Provide secretariat support for the regional GIS User Group Collaboratively facilitate the participation of State Agencies to effectively inform, participate in, and contribute to successful delivery of project activities All participating Councils actively engaged in project activities, attend meetings and provide required data and information in a timely fashion Actively work with the chairperson of the regional GIS User Group to facilitate meetings, and create an active link between the HJO and Council GIS officers State Agencies actively engaged project activities, attend meetings and provide required data and information in a timely fashion Financial Management Manage budgets to ensure project outcomes are delivered within specified timeframes and budget Ensure all project activities are managed to time and budget as directed by Director Environment Division Organisational Obligations Provide accurate and timely advice to the Director Environment Division to ensure all relevant project information is included in bimonthly Divisional e-newsletters Ongoing engagement in Hunter Joint Organisation of Councils corporate social activities wherever possible Provision of required information for bimonthly Divisional e-newsletters Preparing GIS maps and some written material for scientific publications, stakeholder reports, presentations, newsletters and the web Participation in Hunter Joint Organisation of Councils staff events and activities Page 5 of 6

6 Selection Criteria Qualifications / Education Level Tertiary qualifications in environmental and spatial sciences, or equivalent (undertaking study is acceptable) Knowledge, Skills and Ability Project planning and management skills, including the ability to prioritise and manage workloads across multiple projects to ensure delivery within specified timeframes Demonstrated skills and experience in ArcGIS and/or MapInfo software packages Experience in the management, design, creation, and editing of spatial datasets Demonstrated skills in the preparation of documentation related to spatial data i.e. metadata, methodologies, project proposals and reporting Experience building and managing ArcGIS Collector maps Ability to work independently, and to exercise initiative and problem-solving skills Excellent interpersonal skills and ability to liaise appropriately with internal and external partners and stakeholders through verbal and written communication methods Demonstrated skills in organising, delivering and documenting outcomes from meetings, forums and workshops, including the delivery of formal presentations and facilitation of workshop activities Demonstrated skills in researching technical issues, analysing outcomes, and communicating the research findings to various stakeholder groups Excellent word processing skills and competence with various software packages, including Outlook, Word, PowerPoint and Excel Experience Minimum 1-2 years relevant experience Experience with working with consultants on the development and review (i.e. quality assurance) of spatial data analysis and products Experience in reporting the status and progress of project implementation, in a variety of formats, to a diverse range of partners and stakeholders Experience in developing project proposals and designing GIS related methodologies Other Class C NSW Drivers licence Page 6 of 6
