1 SomRep DME Manager Location: [Africa] [Somalia] Town/City: Doolow Category: Programme Effectiveness Job Type: Fixed term, Full-time PURPOSE OF POSITION: To develop, lead, and manage joint Monitoring & Evaluation (M&E) framework for the REAL and Somalia Resilience Programme (SomReP) consortium. The Monitoring, Evaluation and Learning Coordinator (MEAL) will develop and implement an programme-wide strategy in design, monitoring and evaluation, including quality program development and reporting. This position provides dedicated support (60%) to the REAL project in terms of the Management and implementation of project activities, including monitoring and evaluation plan, monitoring the impact of the interventions, and learning. It will also support project planning and reporting, provide capacity building and coaching to project and staff within partner local NGOs, and coordinate and collaborate closely with SomReP consortium agencies, other USAID implementing partners, the donor, and additional stakeholders at field levels. The position is based in the field, and will split time between 2 primary field locations, Nairobi (for donor and other stakeholder coordination). KEY RESPONSIBILITIES: Monitoring & Evaluation and QA: Support implementing partners to design effective Monitoring and Evaluation Plans and tools, which involve and empower the community. Support implementation of the M&E plan through regular field monitoring visits and supervision of third party monitoring activities, if any.

2 Track and maintain a record of the projects Key Performance Indicators. Facilitate planning and execution of baseline studies and evaluations of the project. Coordinate and provide technical guidance for External Project Evaluation Consultancies. Understand Management information needs and assist in (re)designing and review of Project Management Information Systems. Collaborate with SomReP steering committee and SomReP Technical Unit in standard setting, materials development, and learning activities. Keep the Quality Assurance (QA) and KM Manager informed of potential and actual quality shortfalls. Establish/maintain M&E systems. Participate in project design to ensure quality M&E is reflected and M&E resources are made available. Ensure M&E systems are geared towards donor and internal partnership reporting and take into account CHS (HAP) standards, and Child Well Being (CWB) outcomes/indicators. Support the SomRep technical unit by providing data, advising on design requirements and supporting proposal developments and drafting reports. Work with other members of the SomRep technical unit to ensure log frames, budgets and other project documentation are in accordance with donor and WV M&E formats and standards. Project Management and Capacity Building for implementation via local partners: Work with LNGOs to develop sector-specific, appropriate project management tools, including DIPs, Cash Flows, Procurement Plans, 4Ds).

3 Ensure active management of budgets by partners, with timely variance explanations provided as required. Ensure local partners implement in alignment with donor financial, procurement, and reporting, and administrative requirements. Work with implementing partners to ensure quality programming and adherence to minimum standards including International DM&E standards, values and principles, HAP, SPHERE and other sector standards and protocols as well as the mainstreaming of cross-cutting issues (Gender, Environment (climate change, water use), Protection, Peacebuilding, Disability. Train and mentor LNGO partner agencies staff on DM&E and other programming approaches. Develop, design and lead staff capacity building strategies for targeted assessment, training, follow-up, and impact monitoring of training in all areas of DM&E. Mentor, support and build the DM&E capacity of field based DME staff. Design, organize and implement training of key SomRep staff in design, implementation, monitoring and evaluation of projects. Learning & Research: Work with QA and Knowledge Manager to implement a DM&E learning system to document, assess, share and replicate: Lessons Learned, Promising Practices, and Best Practices in DM&E. Ensure lessons learned in one project are identified and highlighted to enable learning to take place in other projects. Identify solutions to gather, channel and store project related information, including on implementation progress, in near real time. Page 3/7

4 Lead implementation of project learning plan in collaboration with local partners, WV staff, SomReP consortium agencies, donor, and other stakeholdersincluding facilitating necessary trainings. Facilitate implementation of community learning plan in collaboration with local partners; ensure strong linkages and integration with project learning plan. Participate in periodic review meetings to facilitate dialogue and learning on Project Implementation. Ensure lessons learned at all levels of implementation are documented, disseminated, applied at field level, and verified for successful application according to the project learning plan. Support the projects research agenda by facilitating external researchers, drafting research plans, etc. Program Planning & Reporting: Draft annual work plans for submission to donor, including planned activities; knowledge management plans; research and learning event plans; research studies/protocols; and other planning documents as required. Ensure donor guidelines and instructions adhered to for evaluations and reporting of indicators and impact toward objectives. Collect and prepare Consolidated Monthly Performance Reports based on partners submissions. Contribute to the writing of Quarterly Donor Reports as well as periodic Donor reports to ensure compliance with recommended guidelines, formats and standards. Coordinate other reviews and evaluations and prepare reports in accordance with agreed upon standards. Coordinate with the GIS Officer to store data in relevant formats and disseminate appropriate information among respective partners. Page 4/7

5 Coordinate with Communications staff to ensure success stories collected from local partners for donor. Management Support and other Duties: Support successful management and implementation of project activities broadly as required by Project Director and/or local partners. Other duties as required. KNOWLEDGE, SKILLS & ABILITIES: A Bachelors Degree, preferably related to the science and practice of community development, program design, statistics or evaluation. At least three years experience in monitoring and evaluation of development and humanitarian programs; experience working in Somalia or similar context preferred. Experience building capacity in DM&E using training methods, facilitation and capacity building strategies. Experience in managing, designing, and/or implementing resilience programming preferred. Technical expertise in one or more sectors preferredlivelihoods, Food Security, WASH, Health/Nutrition, or Gender/Protection. Sound understanding of and ability to apply quantitative and qualitative data collection methods, including comparative random sampling, questionnaire and survey design, and data entry and analysis. Experience working with a consortium programme, and/or complex programmes with multiple stakeholders preferred; at least 2-year experience undertaking implementation through partners preferred. 6 Strong verbal and written communication skills, including facilitation skills. Ability to communicate cross-culturally and be cross-culturally sensitive. Strong computer and Internet skills including MS Office for word processing and data analysis. Demonstrates well-developed interpersonal skills, strong project management skills, excellent communication skills, both verbal and written, and professional maturity. Must be able to build collaborative relationships, network and communicate with a wide range of stakeholders to facilitate and negotiate mutually satisfactory outcomes. Able to thrive in a fast-paced, deadline driven, high-performance environment, and meet tight deadlines and multiple demands for M&E support from a results-driven team. Must be highly organized, detail oriented, and able to creatively solve problems. Must be able to maintain flexible hours when circumstances require it, arriving early or staying late to support deadlines or donor requirements. Must adhere to set security standards. Ensure a gender perspective in the scope of work. Perform other duties as required. Working Environment / Conditions: Work environment: Office-based with frequent travel to field locations.
