3 THE POSITION, ITS OPPORTUNITIES AND CHALLENGES The Central Highlands Regional Council is seeking an experienced GIS professional to provide technical support and specialist expertise to the GIS functions of the organisation. Position purpose The Coordinator Geographic Information Systems (GIS) will be responsible for effective coordination of spatial information and related systems to improve service delivery to the organisation and the Community. The Coordinator will also be responsible for making decisions in his/her area of responsibility; managing approved budgets and expenditure; developing plans, policies and procedures as necessary. Additionally the position is responsible for efficient management of all staff reporting to this position. Key position responsibilities Responsibilities and duties of the role incumbent include, but are not limited to: Planning. Develop and implement long term spatial data plans. Data. Ensure accuracy and currency of all spatial related data. Procedures. Develop procedures to ensure compliance with all policy and system requirements and undertake regular reviews. Systems. Develop and maintain all GIS related systems are performing at their optimum level. Performance. Develop, implement and monitor performance measurement frameworks. People Management. Lead, motivate, develop and support GIS staff, to achieve organisational goals. Additionally you may be required to conduct other duties as lawfully directed by the Manager. Mandatory qualifications / requirements Competent in components of the Microsoft Office Suite. Minimum of Queensland C class provisional drivers licence. Minimum of 5 year s experience in Geographic Information systems in a medium to large organisation. Demonstrated experience in applied use of GIS and database system management. Personal attributes Excellent written communication and presentation skills. Ability to build strong relationships and credibility with staff and management using exceptional interpersonal, negotiation, influencing and conflict resolution skills. Ability to manage organisational change, including exceptional consultation skills.

4 Motivated self-starter resilient to challenges and set-backs. Ability to manage and develop staff in a multi-skilled environment. Ability to investigate, analyse and solve complex problems from a whole-of-organisational perspective. Additional factors A probation period will apply after appointment to this position for external applicants. This position may be required to exercise certain powers in accordance with legislation. This position may be required to work at various locations within the Central Highlands area. 4

5 RECRUITMENT TIMEFRAMES AND MILESTONES Advertising - Monday 15 th May 2017 Online advertisements posted on and other industry specific publications. - Monday 12 th June 2017 Closing date for applications Initial interviews - Leading Roles will conduct the initial interviews and long-listing process. These interviews will be conducted by Leading Roles, either face-to-face in Brisbane, via a web conference or by telephone. - We will assess your experience and skills against council s selection criteria in these initial interviews. - The initial interviews will be held between the 12 th June th June Shortlisting and Council Interviews - Leading Roles and Central Highlands Regional Council will develop a shortlist of suitable candidates, and will be arranging interviews with Council s interview panel in Emerald depending on candidate and Council availability. - Council may elect to include a non-voting panel member for assessment of technical competency. - Council will require their preferred candidates to undergo psychometric assessment to assist in understanding the candidate s fit for the role and organisation, working preferences and attributes. 5
