1 Role Title Job Family Competency Level Pay Range / Scale Purpose Energy and Carbon Reduction Officer Property & Asset Management Facilities Management, Compliance and Energy Team Principal Officer/Manager PO3 To develop and deliver specialist support and advice on identifying energy savings opportunities and implementing energy efficient solutions to help the Council in achieving its long-term target of reducing energy consumption. To assist the Energy Manager in their role, by ensuring the Energy & Carbon Reduction function has access to best practice advice. The Energy & Carbon Reduction Officer role will conduct energy audits, identify energy saving measures and encourage behaviour change including working on potential funding opportunities. Generic Accountabilities Provide advice and make recommendations based on up to date knowledge and analysis / evaluation of information. Manage escalated or complex customer issues within the relevant area. End Results/ Outcomes Expert advice, information, interpretation and support are provided on the full range of technical / professional issues within the area of responsibility. Issues are managed through to a satisfactory conclusion. Risk to the Council is minimised. Contribute to the development of service plans to meet strategic business goals. Research developments in relevant area. Collate process and analyse information / data. Translate outputs into advisory reports / documents / actions as appropriate. Lead on the development, implementation, maintenance and management of systems, policies, procedures and / or standards within area of responsibility. Work closely with others to support/manage the development and delivery of improvements in processes and procedures. Prepare and present a full range of reports (both standard and nonstandard) covering area of responsibility. Manage a portfolio of Projects and Reviews. Strategic and operational input is provided to wider business planning and development. Customer needs are identified. Services meet legislative and policy requirements. Relevant information / data are managed efficiently and accurately. Accurate and relevant information / reports / documentation are produced. Trends and issues are identified and prioritised. Statutory and procedural obligations are fulfilled. Management decision making is supported. Changes to systems, policies and / or procedures are identified and recommended. All updates, amendments, developments are tested and approved prior to delivery. Customers receive prompt, accurate policy / procedural updates. Service standards are improved. Job Specific Accountabilities: To undertake climate change, energy, water and carbon reduction projects including research of best practice, to develop and implement appropriate policies, action plans and procedures to support innovation and energy reduction To deliver strategic policies and projects to promote and implement the Council s Energy Efficiency Programmes and the Carbon Reduction Commitment scheme To assist with the development and implementation of appropriate policies, action plans, procedures and projects for energy, water and carbon reduction. Manage staff engagement campaigns including carbon reduction champions project To manage Schools Energy Efficiency Programme of the Council through the Schools Traded Services Programme Promotion of LSP Climate Change Strategy and carbon reduction projects through meetings, presentations, events, publicity and outreach work. To liase and work with funders and government agencies To provide carbon reduction and environmental sustainability project, research, staff engagement, awareness raising, behaviour change programmes and delivery advice to staff and local communities To support with the timely preparation and submission of contractual, CRC, carbon reduction and energy monitoring performance reports as required. Invest to save opportunities are identified, along with carbon reduction opportunities, and bids put in place for funding to deliver those projects. To provide carbon reduction and environmental sustainability project, research, staff engagement, awareness raising, behaviour change programmes and delivery advice to staff and local communities Support delivery of the Climate Change Strategy, carbon, energy & water reduction projects and targets. To support with the timely preparation and submission of contractual, CRC, carbon reduction and energy monitoring performance reports as required. Increase awareness of climate change implications, low carbon technologies and the need to take positive action amongst all sectors of the community. Provide carbon management advice to Council s property management function. To advise and support Council officers and partners to raise awareness of climate change and carbon reduction, identifying and evaluating projects tackling these issues. To provide advice to officers, local communities, businesses, third sector and LSP partners in relation to carbon reduction impacts, interventions and adaptation and mitigation measures. Schools are informed about the energy management services offered via Council s Traded Services Income through Traded Service Subscription Package is coordinated and received. Delivery of Fully Managed and Pay as you Go services to schools. Energy policy workshops for senior managers to formulate energy policy and increase staff awareness at the school. Page 2 of 5

3 Deliver bespoke sustainability education sessions for KS1, KS2 and KS3 pupil Checking of invoices for accuracy and quarterly reporting of utility use against benchmarks. Responsible for providing and updating Display Energy Certificates for school buildings, through undertaking a Display Energy Performance Assessments (DEC) and producing an Advisory Report as qualified assessor in line with the Energy Performance of Buildings Directive 2002/91/EC. To coordinate the schools utility contracts for any school supplies wishing to remain on the Council s contract Monitor and review energy (gas, power and water) consumption of the Corporate, Street lighting, Housing and Schools properties. Identify and act to reduce any unnecessary consumption or cost. To ensure that annual and quarterly performance monitoring of carbon reduction projects, contracts and interventions meet funding requirements To seek out new initiatives, ideas and projects that can be used to develop corporate energy initiatives. To conduct site inspections, audits and feasibility studies. Provide energy and consumption advice to initiate and manage specialised audits and feasibility studies, including those from external consultants. Advise on low carbon aspects of new build and refurbishment schemes. To manage assigned Energy and Carbon reduction projects and analyse utilities data using M&T methods. Ensuring that agreed savings and Display Energy Certificates are delivered to School portfolio Following the assessment produce a Display Energy Certificate in line with the government s approved methodology and based on assessment software Produce an Advisory Report based on the energy assessors understanding of the building and on the Display Energy Certificate. The report is to be based on a physical survey of the building prior to producing the Advisory report. Ensure that a copy of the certificate and report is lodged on the national register. Energy and gas contracts which are contract managed on behalf of LBWF are administered within the parameters agreed, the contracts are delivered within budget, with measurable outcomes based on the agreed KPI s produced in metrics to the agreed standard. Procure new energy and gas contracts for schools who wish to be part of Council s framework contract with LASER. Store the data and produce auditable energy consumption and carbon emission data to comply with the requirements of Carbon reduction commitment and other performance requirements Provide SystemsLink Web Access logging details to Building Managers to upload meter reads and monitor utility consumption. To ensure compliance with statutory provisions, financial regulations, Council constitution, funding guidance and that correct procedures are followed in letting of contracts and value for money obtained. To provide and analyse energy consumption performance data ensuring all deadlines for timely performance monitoring and management information meets funding requirements and energy and carbon reduction reporting needs. To provide advice on the external funding opportunities and funding mechanisms available for carbon reduction projects. Liasing and working with colleagues to deliver value for money services through energy and carbon reduction project bidding, delivery and possible joint procurement whilst maximising external grant funding. Liaise with key Council officers and departments to develop and deliver projects and measures, including provision of advice, to reduce energy use and carbon emissions. Promote best practice in tackling climate change and carbon reduction. Reports are prepared, distributed to the required standards and timescales. Savings identified on energy consumption. Evidence based recommendations are made. Review Climate Change Impact Assessment (CCIA) Matrix to reduce 35% CO2 emissions from new developments. Supervisory Responsibilities: None Knowledge, Skills and Experience Minimum of 3 years experience in working on environmental sustainability, energy management and carbon reduction (E) Experience of multi-agency partnership working with a range of internal and external stakeholders (D) Experience in bidding for funding and managing budgets (D) Experience of delivery, monitoring and performance management of energy and carbon reduction projects (E) Experience of outreach work in environmental sustainability energy and carbon reduction (D) Experience of planning, delivering and monitoring carbon, energy and water management projects.
