PRIMARY PURPOSE OF POSITION The City of Sydney s Social Sustainability Strategy sets key strategic directions for the sustained social wellbeing of the people who live in, work in and visit the City. The Manager Social Programs has responsibility to design, implement and evaluate city-wide social programs influenced by the research and policy developed by the Policy team in line with the aims and directions of the Social Sustainability Strategy; to manage and develop the Social Programs team, manage workflow and priorities; and to review outputs to ensure quality and consistency. 4. POSITION OBJECTIVES The major objectives to be achieved by the Social Programs Team are; To design and implement city-wide social programs that are aligned with the City s Social Sustainability Strategy, responsive to community needs and emerging social issues and that contribute to building a connected, inclusive and resilient community. 2 Support the implementation of the City s social policies, action plans and projects. Monitor and report on program implementation to ensure that programs are evidence-based, results-focused and in line with the City s Social Sustainability Strategy. Support Areas to manage complex customer complaints. The major objectives to be achieved by the Manager, Social Programs are: Manage the effective and efficient operation of the Social Programs team to deliver on the team s objectives set out above, and it its Business Plan Design, implement and evaluate social programs Develop linkages and partnerships with internal and external stakeholders that will enable the team to deliver on its objectives The Manager Social Programs will lead the Social Programs team to: Develop and deliver city-wide, community based programs that address and are aligned with the Social Sustainability Strategy. Ensure that the City s social programs are contemporary, evidence-based, results-focused and responsive to identified community needs and priority social outcomes. Monitor and evaluate projects and programs to ensure they deliver identified outcomes, develop community capacity, are relevant and are delivered efficiently and effectively. Be held accountable for working conditions under the control of the position and for detecting any unsafe or unhealthy conditions or behaviour and to take immediate steps to investigate and rectify any risks to health, safety and welfare arising from any activity. 5. POSITION ACCOUNTABILITIES Manage and coordinate the Social Programs team to manage workflow and priorities to ensure timeframes are met Lead the Social Programs team in the review of outputs to ensure quality and consistency Respond and support complex issues management Develop and implement programming which is underpinned by research, policy and best practice. Designing and carrying out consultation with both internal and external stakeholders Reviewing and evaluating programs to improve quality and influence the development of social policies Providing advice and information on content specific issues as needed Title: Manager Social Programs Date: 14 March 2018 Page 2

3 Working with social policy staff, City Spaces staff and other business units of the City of Sydney to ensure effective implementation of social programs. Contributing to the achievement of the objectives of the Social Policy and Programs team Business Unit Plan Deliver within resource allocations, including budgets, timeframes, workforce, etc. Comply with and keep abreast of any relevant legislation applicable to the performance of the duties of this position. 6. WORK, HEALTH & SAFETY RESPONSIBILITIES Supervisors/Team Leaders are responsible for the health and safety of all persons under their direction. As such they are responsible for assisting their managers in implementing the WHS Policy and Safety Management System (SMS) by: Inducting all new and transferred workers Implementing risk management activities Stopping work in circumstances that are deemed an immediate risk to health and safety until a satisfactory solution is agreed/implemented Title: Manager Social Programs Date: 14 March 2018 Page 3

4 Actively promoting consultation, WHS training and access to information to ensure safe work procedures are understood and followed Managing, implementing and advising workers when changes have been made in the workplace (i.e. systems of work, risk assessments) Reporting hazards and any work-related injuries/illness as soon as practicable; taking reasonable care; and taking immediate steps to investigate and rectify any risk to health, safety and welfare. AUTHORITY TO ACT The position holder has extensive liaison with both internal and external stakeholders, partners and service providers. The position holder, together with the other Unit staff, manages projects across the City s diverse activities, including contracts and other service delivery arrangements. The position holder provides high-level advice and oversees staff to ensure the delivery of projects within specified timeframes. Consultation with relevant staff and units within the City is required on major program and service development and improvement initiatives to ensure an integrated approach across the organisation. The incumbent has the authority to take any reasonable steps to ensure that the smooth flow of operations is maintained providing the actions are consistent with the responsibilities of the position and subject to any limitations, corporate policies, procedures or safe work method statements. All personnel have the power to stop work in circumstances that are deemed an immediate risk to health and safety until a satisfactory resolution is agreed / implemented. Such circumstances may include life threatening situations or those that could result in loss of limb or other significant lost time injury. 9. SELECTION CRITERIA Essential Criteria A qualification in a relevant social services discipline and/oror extensive work experience in the social or community services field Understanding of the principles of community development and the design and delivery of social programs and demonstrated experience in community programming and engagement processes. Experience in leading and managing staff in a high volume and complex environment and proven ability to balance competing priorities in order to meet deadlines. 5 Ability to work independently and as a member of a team to manage time and competing priorities in a complex work environment and ability to comply with corporate reporting requirements Demonstrated ability to reason conceptually, resolve complex problems and negotiate effectively Highly developed oral and written communication skills and the ability to develop, implement and evaluate programming within a community service context. An understanding of current social and community issues and trends in the City of Sydney Local Government Area Ability to design and undertake consultations and interact with a broad range of internal and external stakeholders Demonstrate a commitment to Equal Employment Opportunity, Work Health and Safety and Cultural Diversity principles. Desirable Criteria Sound understanding of the responsibilities and processes of Local Government in New South Wales and associated legislation. Understanding of community groups within the City of Sydney Local Government Area. Understanding of policy development, implementation and review in a social and community services context.
